PARKS AND RECREATION COMMISSION MEETING
December 20, 1974
The meeting was called to order at 10:15 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Secretary Wint, Velma Austin, Frances Clark,
George Kuhn, William Richards, Richard Wilcox.
COMMISSION MEMBERS ABSENT:
Vice -Chairman Dunleavy.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Robert Bomia;
Charles Ross; Ralph Kingzett, Oakland Press; William Willoughby,
Daily Tribune; Kathy Neff, Spinal Column.
APPROVAL OF MINUTES:
Moved by Mr. Kuhn, supported by Mr. Wint to approve
the minutes of December 13, 1974 as submitted.
Motion carried.
Moved by Mrs. Clark, supported by Mrs. Austin to approve
the minutes of the Special Meeting of December 18, 1974
as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mrs. Austin, supported by Mrs. Clark to approve
the payment of Vouchers 12-1 through 12-107.
Motion carried.
1975 BUDGET:
The 1975 budget was approved. Total estimated revenues: $2,319,057;
Operating Budget -- $1,482,881, Capital equipment outlay--$125,145.
and a Contingency Fund of $50,000. for a total Operating Budget of
$1,658,026.
Moved by Mr. Richards, supported by Mr. Wilcox to adopt
the 1975 Budget as amended.
Motion carried.
WALKER RESIGNATION:
Chairman Richardson explained that Mrs. Marjorie Walker had tendered
her verbal resignation at a previous Special Meeting of the Parks
(Commission Meeting, December 20, 1974)
and Recreation Commission and requested that action be taken on
her resignation.
Mr. Kuhn stated her resignation should be in writing before taking
formal action.
Moved by Mr. Kuhn, supported by Mr. Wilcox to table
the resignation of Marjorie Walker.
Discussion followed.
Motion carried.
DIRECTOR'S REPORT:
Springfield -Oaks Y.A.C.: Mr. Reickel distributed a schedule of
coming events for the Youth Activities Center at Springfield -Oaks
for 1975. He also requested Commission approval for three indoor
musical concerts, sponsored by Laffrey, Werthmann & Fuller
Restaurants, Inc. The prepared agreement for the concerts, approved
as to form by Jack Hays, Civil Counsel, was presented to the
Commission.
Discussion followed on all aspects of the proposed concerts, ie.,
security, parking, ticket sale limitation, etc.
Moved by Mr. Wilcox, supported by Mrs. Austin that
the Parks and Recreation Commission approve the agree-
ment, as prepared, by and between the County of Oakland
and Laffrey, Werthmann, Fuller Restaurants, Inc.
Motion carried with Mr. Richards dissenting.
MRPA Winter Conference: January 19-22, 1975, Michigan Inn,
Southfield. All day session on Sunday, January 19, for Board
Commission members.
Lawsuit: Mr. Reickel distributed copies of a pending lawsuit per-
taining to a snowmobile accident that occurred at Addison -Oaks Park
on December 17, 1972, and stated we had not, as yet, been served.
Meeting adjourned at 10:55 a.m.
