Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Secretary Wint, Velma Austin, Frances Clark, George Kuhn, Donald Nick, William Richards, Marjorie Walker, Richard Wilcox. ALSO PRESENT: R. Eric Reickel; Pauline McCormick; Robert Bomia; Tom Dunleavy; Bill Henning, Michigan Transit Museum; William Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Nick, supported by Mr. Dunleavy to approve the minutes of June 28, 1974, with the following changes: Mr. Kuhn recommended that the first paragraph of the resolution regarding the Red Run Drain read "Whereas" instead of "Be It Resolved". Mrs. Walker suggested the wording be changed on the motion for the demoliton of barns at Addison -Oaks to read "for the amount" rather than "in the amount". Motion carried. ACTIVITIES REPORT, JUNE, 1974: Moved by Mrs. Clark, supported by Mr. Richards to receive the Activities Report for June, 1974. Discussion followed. Motion carried. STATEMENT OF OPERATIONS: Moved by Mrs. Austin, supported by Mr. Dunleavy to receive the Statement of Operations for May, 1974. Motion carried. - 1 - (Commission Meeting, July 12, 1974) MOBILE RECREATION PROGRAM: Vic Chiasson presented an updated report on the Mobile Program and reported an estimated 3000 persons per week are participating in the program. Mr. Chiasson is working in conjunction with various school systems for possible utilization of the units after school commences in September. The State Health Department requires hot showers, construction approval and an operation permit for the SwimMobiles before the pools can operate. MICHIGAN TRANSIT MUSEUM: Mr. Bill Henning, Chairman of the Board of Trustees of the Michi- gan Transit Museum presented his proposal for a possible trolley system to be incorporated into the master plan for Addison -Oaks. He proposed using Addison -Oaks Park to establish an educational exhibit museum and a trolley line as a people mover for the park. Mr. Henning suggested the system chosen be compatible with snow- mobiles and bicycles near to or by the same pathway used by the people mover. Discussion followed on cost estimates of project. Staff will conduct further investigation of project with consultant and report back to the Commission. BIKEWAYS: Mr. Bomia reported on the present status of the proposed bikeway project in the Sidney Waldon Parkway. The property consists of 9.3 miles of strip development with a minimum width of 300 feet. Mr. Bomia stated he underst000d a decision was forthcoming re- garding the selling vs. leasing of said property from HCMA. The following agencies have participated in the planning process at staff level: Huron -Clinton Metropolitan Authority, Department of Natural Resources, Department of State Highways, Oakland County Road Commission, Oakland County Planning Commission, Oakland County Parks and Recreation Commission and the Village of Wolverine. At the present time, there has been no departmental approval of the project. Discussion followed on all aspects of the Sidney Waldon Parkway. Moved by Mr. Dunleavy, supported by Mrs. Walker to table discussion and direct staff to continue to work with agencies concerned and report back to Commission with recommendations. Motion carried. - 2 - (Commission Meeting, July 12, 1974) INDEPENDENCE -OAKS, FENCING: The following two bids were received for boundary fence construction survey at Independence -Oaks: Kieft Engineering $ 9,500. (boundary) 3,000. (fence line staking) $12,500. Finney, Carnahan Associates $ 5,800. (boundary) 1,500. $ 7,300. Staff recommended the contract be awarded to Finney, Carnahan Associates. Moved by Mr. Richards, supported by Mr. Wint to award the contract for boundary fence construction survey at Independence -Oaks to the low bidder, Finney, Carnahan Associates; amount not to exceed $7,300. Discussion followed. Motion carried. 1973 ANNUAL REPORT: Moved by Mr. Richards, supported by Mr. Wilcox to accept 1973 Annual Report. Discussion followed. Motion carried. GROVELAND-_OAKS TRAVEL TRAILER STORAGE POLICY: Mr. Reickel recommended that the Commission approve a policy of providing winter storage for travel trailers at Groveland-Oaks Park from December 1 through March 31 of any respective year; suggested cost to be $20 per unit. He explained that the park would be feasible for this project due to 24 hour surveilance 7 days per week and it would be a useful service for Oakland County residents. Moved by Mr. Nick, supported by Mr. Richards that the Parks and Recreation Commission approve the proposed travel trailer storage policy for Groveland-Oaks. Discussion followed regarding insurance factors and price storage comparisons. - 3 - (Commission Meeting, July 12, 1974) Moved by Mr. Richards, supported by Mr. Dunleavy to table motion. Roll Call Vote: Yeas: William Richards, Velma Austin, James Dunleavy, George Kuhn (4) Nays: Donald Nick, Marjorie Walker, Richard Wilcox, Lewis Wint, Frances Clark, E. Frank Richardson (6) A sufficient majority not having voted therefor, the motion failed. Amendment to Motion: Moved by Mrs. Walker, supported by Mr. Kuhn to amend motion to direct administration to review insurance costs and return to Commission with recommendations. Motion carried as amended. Motion carried. MOTORCYCLES AND ORV'S - COMMISSION POLICY: Mr. Reickel explained about the difficulties encountered this year by allowing motorcycles and ORV's to park in the day use areas of the parks. Cyclists have abused the privilege by driving through other areas of the parks and creating disturbances. He recommended reverting to previous Commission policy of not allowing motorcycles and ORV's to be operated on park property. Discussion followed. Moved by Mr. Nick, supported by Mr. Wint to adopt previous Commission policy of not allowing motorcycles or ORV's to be operated on Commission property. Motion carried. SPRINGFIELD-OAKS IRRIGATION SYSTEM: The following bids were received for the electrical work required for the irrigation system at Springfield -Oaks Golf Course: General -Electrical - Mechanical, Inc. $18,941.00 Fred W. Moote Elec., Inc. 11,576.00 Reed Electric Co. 16,133.00 Schultz Electrical, Inc. 13,310.00 Staff recommended awarding the bid to the low bidder, Fred W. Moote, Electrical, Inc. - 4 - (Commission Meeting, July 12, 1974) Moved by Mr. Kuhn, supported by Mr. Dunleavy to approve staff recommendation and award the contract to the low bidder, F. W. Moote Electrical, Inc., in the amount of $11,576.00 for electrical work required for the irrigation system at Springfield -Oaks. Discussion followed. Motion carried. SPRINGFIELD-OAKS WELL CONNECTION: The following bids were received for the well connection work for the irrigation system at Springfield -Oaks Golf Course: 0. 0. Corsaut, Inc. $6,622.27 James N. Layman 4,921.72 Staff recommended the contract be awarded to the low bidder. Moved by Mr. Dunleavy, supported by Mr. Wilcox to award the contract to the low bidder, James N. Layman in the amount of $4,921.72, for well connection work for the irrigation system at Springfield -Oaks Golf Course. Motion carried. MISCELLANEOUS: Mr. Nick requested that a review of fees for Senior Citizens be included in the agenda for the next Commission meeting. Meeting adjourned at 12:15 p.m. Lewis Wint, Secretary - 5 -
