OAKLAND COUNTY PARKS AND RECREATION COMMISSION
March 6, 1974
The meeting was called to order by Chairman E. Frank Richardson at
1:45 P. M. in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice Chairman Dunleavy, Secretary Wint, Velma
Austin, Frances Clark, George Kuhn, William Richards, Richard Wilcox
COMMISSION MEMBERS ABSENT:
Donald Nick
ALSO PRESENT:
R. Eric Reickel, Jack Stoppert, Stoppert's Appraisal Service; Jack
Hays and Donald Slavin, Civil Counsel.
The meeting was called for the purpose of working toward finalizing
the food and beverage concessionaire contract.
Mr. Jack Stoppert of Stoppert's Appraisal Service reported to the
Commission regarding his meeting with John Laffrey pertaining to
the proposed leasing of the food and beverage concessions. He
recommended the Commission accept the following revised proposal
from Mr. Laffrey:

Other proposals include:
Mr. Laffrey agreed to establish a $20,000. annual budget for
advertising.
Maintain leased equipment and replace as necessary at lessee expense.
Maintain and repair interior of leased premises.
Furnish owner with liability and property damage for leased area.
Oakland County Parks and Recreation Commission to insure real estate
for fire and extended coverage.
Owner to maintain and repair exterior of building.
Discussion followed on all facets of the proposal.
Moved by Mr. Wint,''supported by Mr. Kuhn to support
Mr. Stoppert's recommendations to enter into negotiations
with Laffrey, Werthmann and Fuller.
Motion carried unanimously.
A recess was called at 2:40 P. M. and the meeting reconvened at
2:55 P. M.
Mr. Laffrey and Mr. Fuller arrived at 2:55 P. M.

Mr. Laffrey addressed the Commission and gave his approval to the
above listed revised proposal for operating our food and beverage
facilities. He also agreed to include in the final contract, the
minimums as recorded in the minutes of the Special Meeting of
March 1, 1974.
It was questioned as to whether or not this contract had to be
approved by the County Board of Commissioners.
In the interim, Jack Hays will prepare a temporary management
agreement for the Laffrey firm.
