Frank Richardson at 9:55 a.m. in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Velma Austin, Frances Clark, George Kuhn, Donald Nick, Marjorie Walker, Richard Wilcox. COMMISSION MEMBERS ABSENT: Secretary Wint, William Richards ALSO PRESENT: R. Eric Reickel, Jon J. Kipke, Pauline McCormick, Ted Dziurman, DFO; Ralph Kingzett, Oakland Press; William Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Nick, supported by Mr. Wilcox to approve the minutes of the Special Meeting of April 24, 1974. Motion carried. Moved by Mr. Wilcox, supported by Mr. Nick to approve the minutes of April 26, 1974 as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Mr. Dunleavy, supported by Mrs. Austin to approve payment of Vouchers 4-127 through 1-165. Motion carried. STATEMENT OF OPERATIONS: Moved by Mr. Nick, supported by Mrs. Clark to receive the Statement of Operations for March, 1974. Motion carried. PARK ACTIVITIES REPORT: Moved by Mr. Dunleavy, supported by Mr. Nick to receive the Park Activities Report for April, 1974. Motion carried. Page 2 (Commission Meeting, May 10, 1974) ADDISON-OAKS, SEWAGE TREATMENT SYSTEM: Mr. Reickel explained that as part of the sewage treatment system DFO is designing for Addison -Oaks, two pump lifting stations will be required and it would be necessary for DFO to obtain electri- cal engineering services to investigate the adequacy of the present electrical power sources at the park and to prepare necessary electrical drawings and technical specifications for the electrical services needed for the pump lifting stations. Mr. Dziurman received the following two quotes for the project: Migdal, Layne & Sachs, Inc. $2200.00 DiClemente-Siegel Engineering, Inc. 2600.00 Moved by Mr. Nick, supported by Mrs. Clark to award the bid in the amount of $2200. to the low bidder, Migdal, Layne & Sachs, Inc. Motion carried. INDUSTRIAL APPRAISALS: The following two bids were received from professional appraisal firms for the purpose of a complete appraisal of all Parks and Recreation equipment and buildings: Industrial Appraisal Co. $6620. Plus lst year's reevaluation service 552. 7172. Coats & Burchard Co. $12,000. Plus lst year's reevaluation service 1,200. 13,200. Glen Dick, Central Services, reviewed the bids and recommended the bid be awarded to the low bidder. Moved by Mr. Dunleavy, supported by Mrs. Austin to award the bid in the amount of $7,172. to the low bidder, Industrial Appraisal Co. Discussion followed. Motion carried. WHITE LAKE -OAKS, MOWING EQUIPMENT: The following bids were received for a riding mower, approved in the 1974 Capital Budget, for use at the White Lake Golf Course and for snow removal in winter: International Harvester Sales & Service $1997.74 East Detroit Ford Tractor - Ford 1974.00 W. F. Miller Company - Simplicity 1944.00 King Bros., Inc. - Bolens 1775.00 Page 3 (Commission Meeting, May 10, 1974) It was recommended by staff to award the bid to the low bidder. Moved by Mrs. Clark, supported by Mrs. Walker to award the bid in the amount of $1775.00 to the low bidder, King Brothers, Inc. Motion carried. SPRINGFIELD-OAKS, MILLER-JOHNSON CIRCUS, INC.: The Commission was requested to approve the agreement with Miller -Johnson Circus to be held at Springfield -Oaks on July 16, 17 and 18. The agreement has been approved by Robert Allen, Civil Counsel, as to form. Moved by Mr. Nick, supported by Mrs. Clark to sign the agreement by and between the Oakland County Parks and Recreation Commission and Miller -Johnson Circus, Inc. Discussion followed. Motion carried. 1974 CAPITAL BUDGET: Moved by Mr. Wilcox, supported by Mrs. Austin to approve the 1974 Capital Budget. Mr. Dunleavy abstained from voting. Motion carried. COMMUNICATIONS: Moved by Mr. Dunleavy, supported by Mr. Kuhn to direct staff to work out a way to direct information to local units of government where county parks are located and keep them apprised of Parks and Recreation Commission activities. Discussion followed. It was determined to send Commission agendas and activities calendars to respective townships. Motion carried. 1974 PUBLICITY: Discussion conducted regarding advertising of the park system in various Oakland County newspapers. Rather than one all inclusive ad, it was suggested the Commission advertise in small ads over an extended weekly basis. Moved by Mrs. Clark, supported by Mr. Kuhn to direct staff to investigate hiring a public relations firm to do our work and report back to the Commission with recommendations at the May 24 meeting. Motion carried. Page 4 (Commission Meeting, May 10, 1974) SPRINGFIELD-OAKS, FENCING: Mr. Reickel reported that as part of the 1974 Capital Program there was a budget item approved for eight foot cyclone fencing around the arena at Springfield -Oaks. To expedite the project, he requested DFO to draw up specifications so the fencing could be put out for bid prior to May 26. Mr. Reickel requested approval, upon evaluation of bids, that they be reviewed by Chairman Richardson and if everything proved to be in order, authorize the director to proceed with the project. Moved by Mr. Wilcox, supported by Mrs. Austin to approve construction of eight foot cyclone fencing around arena at Springfield -Oaks; estimated cost not to exceed $8,000. Discussion followed. Mr. Dunleavy voted no. Motion carried. SPRINGFIELD-OAKS, MAY 26 CONCERT: Chairman Richardson reported the Commission had received a letter from Joseph Golden of Golden Goose Productions requesting a change in format for ticket sales. Mr. Golden requested charging $6.00 in advance and $9.00 at the gate. Discussion followed. Moved by Mrs. Walker, supported by Mr. Nick that advertising of tickets be handled in the manner of $6.00 in advance; $9.00 at the door. MISCELLANEOUS: Luncheon for County Commissioners to be held on June 20, 1974 at Addison -Oaks Conference Center. The Parks and Recreation Commission Annual Dinner will be held at Addison -Oaks on Sunday, June 9, 1974. Page 5 (Commission Meeting, May 10, 1974) Mr. Kipke explained details concerning the introduction of the mobile units to the public at the Southfield Ice Arena on Tuesday, May 14, 1974. Mr. Reickel explained we are attempting to get television coverage as well as metropolitan news coverage. Mr. Reickel announced the possibility of obtaining the Detroit Concert Band for a performance at one of our parks. The Michigan Council of Arts would sponsor 50% of cost; estimated total cost, $2,400. The Rochester Y.M.C.A. will be returning for another eight -week day camp program at Addison -Oaks.
