Frank Richardson at 9:50 a.m. in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Secretary Wint, Velma Austin, Frances Clark, George Kuhn, Donald Nick, William Richards, Richard Wilcox. COMMISSION MEMBERS ABSENT: Marjorie Walker ALSO PRESENT: R. Eric Reickel; Claude Trim, Springfield Township Supervisor; Jay Berger, Oakland Press; William Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Mr. Wint to approve the minutes of the Special Meeting of May 3, 1974 as submitted. Motion carried. Moved by Mrs. Austin, supported by Mr. Wint, to approve the minutes of May 10, 1974 as submitted. Mr. Richardson requested that the motion regarding the Miller - Johnson Circus be changed to read "authorize the Chairman to sign contract". Moved by Mr. Kuhn, supported by Mr. Nick to amend the minutes of May 10, 1974 as indicated by Mr. Richardson. Motion carried. RESOLUTIONS: Mr. Reickel read a series of resolutions, in draft form, for Commission approval. He suggested it would be good policy to commence immediately with resolutions recognizing various groups for their contributions and support to the Oakland County Parks and Recreation Commission and the County. Moved by Mr. Nick, supported by Mr. Dunleavy to accept the resolution prepared for the City of Southfield for its cooperation provided during the Mobile Recreation 174 Showcase held at the Southfield Ice Arena. Motion carried. Commission Meeting, May 24, 1974 Moved by Mr. Richards, supported by Mrs. Austin to accept the resolution prepared for the Brace, Bernie, Lathrup and Angling Elementary Schools in Southfield for their support during the viewing of our Mobile Recreation vehicles. Motion carried. Moved by Mr. Wint, supported by Mr. Dunleavy to accept the resolution recognizing Mrs. Frances Clark for her seven years' service as Chairman of the Parks and Recrea- tion Commission. Motion carried. Moved by Mr. Richards, supported by Mr. Kuhn to accept the resolution honoring Henry Schiffer for his service to the Parks and Recreation Commission. Motion carried. Moved by Mr. Nick, supported by Mr. Dunleavy to accept the resolution prepared in memory of Emil Jawors who was a member of the Commission for two years. Motion carried. Moved by Mr. Dunleavy, supported by Mrs. Clark to accept the resolution prepared in recognition of William Mainland's service to the Parks and Recreation Commission. Motion carried. OAKLAND COUNTY SOIL CONSERVATION DISTRICT: Mr. Reickel reported receiving a letter from the Oakland County Soil Conservation District in which they requested Commission support for a Soil Survey of Oakland County. The purpose of the letter was to give all governmental units in Oakland County an idea of the uses and benefits of a Soil Survey. Mr. Reickel explained that Parks and Recreation had used their services for basically all of our master plan developments and any future information they would be collating on this subject would be to our advantage. Moved by Mr. Dunleavy, supported by Mr. Wint to endorse the concept of the Oakland County Soil Conservation District. Discussion followed. Motion carried. 2. Commission Meeting, May 24, 1974 SPRINGFIELD-OAKS FENCING: Bids came in higher than expected for the fence that was previously approved. Mr. Richardson requested affirmation of his previous approval to proceed. Moved by Mrs. Clark, supported by Mr. Wint to approve the fencing for the arena at Springfield -Oaks. Discussion followed. The bid went to Universal Fence Company of Highland, Michigan in the amount of $10,800. Motion carried with Mr. Nick dissenting. PUBLIC INFORMATION PROGRAM: Proposals from the following firms were received for the purpose of Commission consideration for some type of public relations program: Drew & Drew, Clawson, Michigan Mahar Productions, Clarkston, Michigan Anthony Franco, Inc., Detroit, Michigan Moved by Mr. Wint, supported by Mr. Nick to proceed with investigation of the public relations program. A special meeting of the Parks and Recreation Commission was scheduled for Wednesday, June 19, 1:00 p.m. for the purpose of hearing proposals from the above firms. Motion carried. DIRECTOR'S REPORT: June 9: Parks and Recreation Commission Annual Dinner - Addison - Oaks, 1:30 p.m. June 20: County Commissioner's Luncheon, Addison -Oaks Some of the Mobile Recreation vehicles will be set-up for viewing at Addison -Oaks on the above dates and Vic Chiasson, Recreation Supervisor, will make a presentation pertaining to the units. Mr. Reickel reported on the meeting held on Thursday, May 23, 1974 for the purpose of briefing the people who would be working at the concert at Springfield -Oaks on May 26, 1974. SPRTNGFTELD-OAKS CONCERT: Mr. Richardson read a letter received from Sunrise/Golden Goose Productions wherein Mr. Golden requested the Oakland County Parks and Recreation Commission to mutually void the contract between 3. Commission Meeting, May 24, 1974 both parties, thereby cancelling the June 14 and July 2 concert dates for Springfield -Oaks. Moved by Mr. Nick, supported by Mr. Richards to deny the request of Golden Goose Productions to mutually void the remainder of the contract. Discussion followed. Moved by Mr. Nick, supported by Mrs. Clark to table motion. Roll Call Vote: AYES: Frances Clark, Donald Nick (2) NAYS: James Dunleavy, William Richards, Richard Wilcox, Lewis Wint, Velma Austin, E. Frank Richardson (6) A sufficient majority not having voted therefor, the motion failed. Moved by Mr. Dunleavy, supported by Mr. Wilcox to concur with request of Sunrise/Golden Goose Productions to transfer two concerts to Wisner Stadium in the City of Pontiac. Frank Richardson, Lewis Wint (5) NAYS: Donald Nick, William Richards, Frances Clark (3) A sufficient majority having voted therefor, the motion carried. GROVELAND-OAKS. REMOVAL OF BUILDING: Moved by Mr. Dunleavy, supported by Mr. Wilcox to remove from table. Motion carried. Discussion followed as to structural defects of barn at Groveland- Oaks. W Commission Meeting, May 24, 1974 Moved by Mr. Dunleavy, supported by Mr. Wilcox to concur with staff recommendation to demolish the building at Groveland-Oaks. Motion carried. NEW BUSINESS: Moved by Mr. Richards that the Parks and Recreation Commission cancel contracts for any event, attracting large crowds, scheduled for Springfield -Oaks; circus, rodeo, etc. No support to motion. BICYCLE PATHS: It was requested by Mr. Dunleavy that staff investigate and make recommendations on bicycle paths. He reported the 12 mile stretch of Sidney Walton property from Kensington Park to Haggerty Road was available and there was indication the Huron -Clinton Metro- politan Authority would relinquish its interest in this property to some extent. Discussion followed. Staff was directed to research a possible lease or purchase of the property on a nominal basis. Meeting adjourned at 11:30 a.m. Lewis Wint, Secretary ry S.
