PARKS AND RECREATION COMMISSION MEETING
November 22, 1974
The meeting was called to order at 10:10 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice -Chairman Dunleavy, Velma Austin, Frances
Clark, George Kuhn, William Richards, Marjorie Walker, Richard Wilcox.

APPROVAL OF MINUTES:
Moved by Mr. Dunleavy, supported by Mr. Kuhn to approve
the minutes of November 8, 1974 as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mr. Dunleavy, supported by Mr. Richards to
approve Vouchers 11-1 through 11-113.
Motion carried.
ACTIVITIES REPORT:
Moved by Mrs. Austin, supported by Mrs. Clark to receive
the Activities Report for October, 1974.
Discussion followed.
Motion carried.
MICHIGAN TRANSIT MUSEUM:
Mr. Robert Bills, Bills & Childs Associates, explained how a trolley
system could be utilized for Addison -Oaks County Park. A trolley
line, in conjunction with an historical museum furnished by the

Michigan Transit Museum, Inc., would be non-polluting, revenue
producing and unique to any park within the United States. He
reiterated it would be an asset to the park and not an environ-
mental intrusion.
Mr. Bills proposed the Parks and Recreation Commission purchase,
as an initial expenditure, three trolley cars from the Chicago
Transit Authority:
Car Cost $ 800.00
Ship to Detroit 2,000.00
Ship by truck from
railhead (Oxford or
Leonard) to Addison 400.00
$3,200.00 x 3 units $ 9,600.00
Cost of shipping two cars presently
owned by Michigan Transit Museum --
(cars to be utilized as a source of
replacement parts when other 3 units
are operational). 4,800.00
5% Contingency Fund 720.00
Total $ 15,120.00
Initial cost includes 200 feet of track.
Initial cost to the Michigan Transit Museum would be $5,300.00,
to cover exhibit set-up, project exhibit, track section, boarding
platform and the purchase of two rail cars. This represents a
combined total of $20,420.00, of which the Commission only has to
contribute $15,120.00.
Mr. Julian Wolf, SEMTA, gave a slide presentation on various trolley
systems within the U. S. and Europe. He stated the proposed system
would be functional, educational, have esthetic value and be of
historical significance.
Moved by Mr. Kuhn, supported by Mrs. Walker that the
Parks and Recreation Commission accept the recommendation
of the Michigan Transit Museum for the consideration of
$15,120.00 for the purpose of creating an historical
museum at Addison -Oaks Park and have Corporation Counsel
prepare an agreement between the County and the Michigan
Transit Museum.
Mrs. Walker suggested the trolley and museum might be appropriate
to coordinate as a bicentennial project and noted the impact on
the general public could be tremendous.
Discussion followed on all aspects of administering a trolley system
and historical museum. Mr. Reickel stated the project should entail
no future Commission expenditures.

A sufficient majority having voted therefor, the
motion carried.
WHITE LAKE -OAKS, OFFICE RELOCATION:
Mr. Bomia projected a cost of $1,500.00 for materials and presented
a detailed breakdown of necessary items for relocating the manager's
office at White Lake -Oaks.
Moved by Mr. Dunleavy, supported by Mrs. Clark to
approve the relocation of the manager's office at
White Lake -Oaks; materials cost not to exceed $1,500,
and labor to be furnished by Technical Support
Division.
Discussion followed.
Motion carried.
MRPA WINTER CONFERENCE:
Mr. Reickel announced the Michigan Recreation and Park Association
would be holding its Winter Conference at the Michigan Inn in
Southfield, January 19 through 23 and urged Commission members to
make an effort to attend the Sunday session. Mr. Kipke will be
installed as MRPA President at the Conference.
DIRECTOR'S REPORT:
Red Run Drain: Staff received from Vilican-Leman & Associates, Inc.,
the Agreement for the Master Plan Feasibility Study. After review,
the document was signed by Chairman Richardson and Vice -Chairman
Dunleavy.
Discussion conducted on input from local units of government re-
garding the Red Run Drain.
Purchase of Quinlan Property: The Commission, at its November 8
meeting, authorized the Real Estate Division to make an offer to
Frank Quinlan for the purchase of 20+ acres at the west side of
Springfield -Oaks Golf Course for $49,000.00 on a land contract basis.
Since that time, Mr. Quinlan stated he wanted interest paid on the
unpaid balance.
Staff recommended the Real Estate Division be authorized to purchase
the property as a cash sale.

Moved by Mrs. Walker, supported by Mrs. Austin to approve
the revision of the purchase.

Motion carried.
UNFINISHED BUSINESS:
Mrs. Walker questioned the wisdom of using the phrase "Senior
Citizen" rather than "Seniors", or some suitable alternative, and
suggested contacting applicable agencies to see what general public
reaction is to this terminology.
Meeting adjourned at 12 o'clock noon.
