PARKS AND RECREATION COMMISSION MEETING
October 11, 1974
The meeting was called to order at 10:05 a.m, by Vice -Chairman
James Dunleavy in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice -Chairman Dunleavy, Secretary Wint, Velma Austin,
Frances Clark, George Kuhn, William Richards, Marjorie Walker,
Richard Wilcox.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Robert Bomia;
Vic Chiasson; Ralph Kingzett, Oakland Press; William Willoughby, Daily
Tribune.
APPROVAL OF MINUTES:
Moved by Mr. Kuhn, supported by Mrs. Austin to approve the
minutes of the meeting of September 27, 1974 as written.
Motion carried.
Chairman Richardson arrived at 10:10 a.m.
APPROVAL OF PAYMENTS:
Moved by Mr. Kuhn, supported by Mrs. Austin to approve
Vouchers 8-174 through 8-232 and Vouchers 9-1 through 9-198.
Motion carried.
ACTIVITIES REPORT:
Moved by Mr. Dunleavy, supported by Mrs. Austin to receive
Activities Report for September, 1974.
Motion carried.
STATEMENT OF OPERATIONS:
Moved by Mrs. Austin, supported by Mrs. Clark to receive
Statement of Operations for August, 1974.
Discussion followed.

Mr. Wint arrived at 10:15 a.m.
MOBILE RECREATION REPORT:
Mr. Chiasson reported on the successful operation of the Mobile Recreation
Program for 1974 and showed slides depicting some of the activities
generated by the units. A total of 35,000 persons visited the mobile units
this past summer. He suggested the possible addition of two or three units
for 1975; a Sports Mobile, Nature Mobile (environmental and ecological
information) and a Music Mobile.
The Commission commended Mr. Chiasson for his excellent performance in
coordinating the Mobile Recreation Program.
INDEPENDENCE -OAKS, LETTER OF INTENT:
Staff requested permission to file a Letter of Intent with the Bureau of
Outdoor Recreation for Phase II development of Independence -Oaks; project
to cost $400,000; amount of funding request to be $200,000.
Mr. Bomia presented the Master Plan and explained the following facilities
would be included in this phase of development: (1) Service Center
(2) Group picnic area B (3) Expansion of picnic area B (4) Park Administra-
tion Office (5) Boat rental facility (6) Fishing pier (7) Shelter in picnic
area and (8) Nature trails.
This request will be presented to the Buildings and Grounds Committee.
Moved by Mr. Dunleavy, supported by Mrs. Austin to authorize
staff to file a Letter of Intent with the Bureau of Outdoor
Recreation for Phase II development of Independence -Oaks after
approval from County Commissioners.

SPRINGFIELD-OAKS:
Mr. Reickel reported Phase II Development (second nine holes) of
Springfield -Oaks will be completed by October 18, 1974. He requested:
(1) permission to proceed with the design of the existing nine holes for
redevelopment (2) obtain quotations from aerial photographers to do the
necessary topographical work and (3) permission to order materials for
the irrigation system due to a 30 to 40 week delivery time on some
essential components of the system.
The aerial survey quotations will be brought to the Commission before
bids are awarded and will also include the fairground property.
Moved by Mr. Richards, supported by Mrs. Walker to authorize
staff to proceed with design, quotations for aerial photo-
graphy, and ordering essential materials for Phase II of
Springfield -Oaks.

(Commission Meeting, October 11, 1974)
DIRECTOR'S REPORT:
Mr. Charles Ross has been employed as staff accountant and will report
October 21, 1974.
A second meeting of the Advisory Committee for the re -analysis of
Waterford -Oaks Master Plan was held on October 10, 1974. A special
meeting of the Parks Commission and Advisory Committee will be called
sometime in November to hear the consultantts proposal.
Mr. Reickel met with the 4-H Fair Board to review the past fair. Expect
to have a meeting on Master Plan last week in October with the Planning
Committee. 4-H representatives were receptive to the idea of developing
a County Fair Board to work in conjunction with Parks and Recreation
Commission in taking over operation of the fair.
Five consultants have responded and are interested in working with
Parks and Recreation in developing a conceptual plan and recommendations
for future development of the Red Run Drain. The consultants will be
interviewed October 15 through 18.
Mr. Reickel will be guest speaker at a meeting of the South Oakland
Mayors Association concerning the Red Run Drain.
Letter was sent to Huron -Clinton Metropolitan Authority pertaining to
the Sidney-Waldon Parkway. They were informed the Parks Commission was
interested in, at least, a 300 foot right-of-way from Haggerty Road to
Kensington to develop a non -motorized pathway.
Bids for Independence -Oaks will be awarded November 1 with groundbreak-
ing to take place on November 8 at 1:30 p.m.
It was determined to change the Commission's October 25th meeting to
November 1 at 10:00 a.m, for purposes of reviewing bids for Independence -
Oaks.
Mr. Reickel was invited by the National Recreation and Park Association
to participate in a planning session for a possible White House Conference
on Leisure.
