OAKLAND COUNTY
PARKS AND RECREATION COMMISSION
September 20, 1974
The meeting was called to order at 10:15 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice -Chairman Dunleavy, Secretary Wint, Velma
Austin, Frances Clark, George Kuhn, William Richards, Marjorie
Walker, Richard Wilcox.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Anthony Franco and William Luddy,
Anthony M. Franco, Inc.
PUBLIC INFORMATION PROGRAM:
Various questions were presented to Mr. Franco by members of the
Commission. He explained they would provide communications
inventory and public information program that would be implemented
in time by a full time staff person.
Types of things Franco, Inc., would do: (1) announcement of
firm's appointment if chosen (2) evaluate present methods of
public information (3) provide outline and program for present
and future Public Information Program.
Plan and outline -- six months
On job -- 18 months
Work with full time staff person next six months
Cost: $1,200 per month
$5,000 miscellaneous (photographs, etc.)
Mr. Franco and Mr. Luddy were excused from the meeting at 11:00 a.m.
Mr. Fred Ellis of Ellis, Arndt & Truesdell arrived at 11:10 a.m.
SPRINGFIELD FAIRGROUND MASTER PLAN (BICENTENNIAL):
Mr. Ellis presented preliminary proposal on his firm's findings
as to fairground feasibility.
A review of the firm's research was discussed as well as how this
concept could be used as a Bicentennial project.

If there is going to be a county wide celebration, it should be
on county land in specific county parks.
Mr. Wilcox recommended the land and operation be turned over to
Parks and Recreation from County Commissioners and Parks and
Recreation Commission run 4-H Fair to enable 4-H to concentrate
on its projects.
Mr. Reickel and Mr. Ellis will present a general concept of this
to the County Bicentennial Committee on September 24, 1974.
