PARKS & RECREATION COMMISSION MEETING
September 27. 1974
The meeting was called to order at 9:55 a.m. in the Parks and
Recreation Commission Room by Chairman E. Frank Richardson.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice -Chairman Dunleavy, Velma Austin, Frances
Clark, George Kuhn, William Richards, Marjorie Walker.
COMMISSION MEMBERS ABSENT:
Secretary Wint, Richard Wilcox.
ALSO PRESENT:
R. Eric Reickel; Jon Kipke; Pauline McCormick; Robert Bomia; Philip
Dondero, Planning Department; Jack Yemec, Parks and Recreation,
Madison Heights; Bob Bills, Bills & Childs; Ralph Kingzett, Oakland
Press; William Willoughby, Daily Tribune.
APPROVAL OF MINUTES:
Moved by Mr. Dunleavy, supported by Mrs. Austin to
approve the minutes of September 13, 1974 with the
following correction:
Page 4, Director's Report; change "master plan" to
read "proposed master plan".
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mrs. Austin, supported by Mr. Richards to
approve payment of Vouchers 8-1 through 8-173.
Motion carried.
PROGRESS REPORT:
Mr. Bomia gave a resume of the Park Development Progress Report.
Moved by Mr. Richards, supported by Mr. Dunleavy to
receive Progress Report 74-2.
Motion carried.
SIDNEY-WALDON PARKWAY:
Mr. Reickel reported a letter had been received from David Laidlaw,
Huron -Clinton Metropolitan Authority, who indicated the Authority
would be interested in further discussion of the Parkway. Mr.
Reickel suggested scheduling a meeting with H.C.M.A. and all interested
parties.

RED RUN DRAIN:
Mr. Kuhn reported he had received a letter from Colonel Hays,
Department of the Army, Corps of Engineers, stating they have
no objections to park development on the Red Run Drain and indi-
cated their support of the project. Colonel Hays requested the
legal language in the agreement be worded to protect the United
States Government from any liability and also asked that pre-
cautions be taken to maintain the requirements of the U. S. Army
with reference to maintenance of the facility.
County legal counsel has been requested to work with Army Counsel
to draft appropriate language for a contractual agreement whereby
we meet the requirements of the U. S. Army, Corps of Engineers,
and Red Run Drainage Board. When agreement is prepared, it will
be sent to the Inter -County Red Run Drainage Board and then to
Corps of Engineers.
Discussion followed regarding Resolutions of Intent from communi-
ties involved in the Red Run Drain.
Mrs. Austin stated it would be in order for the Commission to
send a letter to all governmental bodies involved telling them we
are about to embark on this project, listing some of the suggestions
we have received, and invite their input.
Moved by Mr. Kuhn, supported by Mrs. Austin that a
letter be sent to each governmental unit requesting
their reaction to a County Park facility on the Red
Run Drainage District and ask for response within
30 days; also request staff to suggest a possible
consultant at that time.
Motion carried.
SLIDE PRESENTATION:
Mr. Kipke gave a slide presentation on events that took place
within the park system during the past year.
ADDISON-OAKS MASTER PLAN:
Robert Bills, Bills & Childs Associates, presented a slide pre-
sentation on the final proposed master plan for Addison -Oaks Park.
He covered all areas of design process for the park and noted
there were two significant changes since the Commission first
approved the preliminary plan in May, 1973; the equestrian area
in the park was abandoned and the golf course site was changed to
preserve the cedar swamp for an ecological area.
Discussion followed on all aspects of the design including the
trolley concept as a "people mover" within the park.

DIRECTOR'S REPORT:
Union negotiations are in progress.
Oakland County was awarded the 1975 Fall Campout for the National
Campers and Hikers Association, to be held at Groveland-Oaks in
September, 1975.
Laffrey, Werthmann & Fuller, Inc., Report: attempted to give a
comparison from last year. Reduction in lounge activity and liquor
sales at White Lake -Oaks. Will analyze with concessionaire.
There were 3000 less people in attendance at the Longhorn Rodeo
this year and we took a financial loss. Discussion followed on
a co-sponsor for the event. Staff is investigating and hopes to
have a recommendation by January 1, 1975.
Mr. Reickel and Fred Ellis, Ellis, Arndt & Truesdell, presented
to the County Bicentennial Committee, the proposed concept of an
historical building and farm at Springfield. The proposal was
well received.
NEW BUSINESS:
All future regularly scheduled Parks and Recreation Commission
meetings will commence at 10:00 a.m. rather than 9:30 a.m. as
has been past practice.
