Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Secretary Wint, Velma Austin, Fred Harris, George Kuhn, Dr. Montante, Mr. Vogt, Mr. Wilcox COMMISSION MEMBERS ABSENT: Vice Chairman Dunleavy ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Arnold Johnston; Robert Bomia; Charles Ross; Jon Solberg; Milton Handorf, Director of Planning & Physical Development; Don Rogers, Supervisor, Springfield Township; Robert Salogar, Anthony M. Franco, Inc., Ralph Kingzett, Oakland Press; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Dr. Montante, to approve the minutes of the meeting of April 11, 1975, as written. Motion carried. STATEMENT OF OPERATIONS: Mr. Ross gave a brief explanation of the new format for the Statement of Operations, as per suggestions from the auditing firm. Moved by Mr. Kuhn, supported by Mr. Wilcox to receive the Statement of Operations. Discussion followed. Motion carried. GROVELAND-OAKS MASTER PLAN: Chairman Richardson recommended adoption of the Groveland-Oaks Master Plan as was presented at a previous Commission Meeting. Moved by Mrs. Austin, supported by Dr. Montante, approval of the Groveland-Oaks Master Plan. (Commission Meeting, April 25, 1975) Discussion followed on day use of the park. Mr. Wilcox was assured by Mr. Reickel that approval of the plan did not exclude day use and the subject could be brought up for future discussion. AYES: Mr. Kuhn, Dr. Montante, Mr. Wilcox, Mr. Wint, Mrs. Austin, Mr. Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. BY-LAWS: Mr. Wilcox, Chairman of the Committee to revise the By -Laws of the Parks and Recreation Commission explained the recommended changes. Moved by Mr. Kuhn, supported by Mrs. Austin that the Revised By -Laws be approved as submitted. Discussion followed. AYES: Mrs. Austin, Mr. Kuhn, Dr. Montante, Mr. Wilcox, Mr. Wint, Mr. Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. INDEPENDENCE -OAKS FENCING: Mr. Bomia explained the necessity of additional fencing at Independence -Oaks in areas vulnerable to penetration. An additional $5500 was requested to be added to the Contingency Account to cover the cost. Moved by Mr. Wilcox, supported by Mr. Kuhn to add $5500 to the Fencing Contingency Account for additional fencing at Independence -Oaks. Discussion followed. AYES: Dr. Montante, Mr, Wilcox, Mr. Wint, Mrs. Austin, Mr. Kuhn, Mr. Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. - 2 - (Commission Meeting, April 25, 1975) SPRINGFIELD-OAKS LEASE AGREEMENT: Mr. Reickel recommended the following resolution, as was approved by the Commission in 1974, be renewed: WHEREAS, the Oakland County Parks and Recreation Commission owns 8.28 acres described as: Part of the Northeast 1/4 of Section 17, Myron Hickeys Addition, and WHEREAS, this 8.28 acres of Oakland County Parks and Recreation Commission property is not being used or proposed to be used in the near future by the Commission and WHEREAS, Springfield Township desires the use of this Commission property for their park activities NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation Commission lease their 8.28 acres to Springfield Township for $1.00 per year on a year-to-year basis and LET IT BE FURTHER RESOLVED that this lease is void if the Oakland County Parks and Recreation Commission's property is used for other than park or recreation activities. Moved by Mr. Kuhn, supported by Mrs. Austin to approve resolution. Motion carried. Mr. Reickel further recommended adoption of the following resolution: WHEREAS, the Oakland County Parks and Recreation Commission owns 5.7 acres described as: Part of the North 1/2 of Section 17, Myron Hickeys Addition, known as the Davisburg Mill Pond Site, and WHEREAS, this 5.7 acres of Oakland County Parks and Recreation Commission property is not being used or proposed to be used in the near future by the Commission and WHEREAS, Springfield Township desires the use of this Commission property, buildings and recreation equipment for their park activities NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation Commission lease their 5.7 acres to Springfield Township for $1.00 per year on a year-to-year basis and - 3 - (Commission Meeting, April 25, 1975) LET IT BE FURTHER RESOLVED that this lease is void if the Oakland County Parks and Recreation Commission's property is used for other than park or recreation activities. Moved by Mr. Wint, supported by Dr. Montante, to approve the resolution as presented. Discussion followed. AYES: Mr. Wint, Mrs. Austin, Mr. Kuhn, Dr. Montante, Mr. Richardson (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. SLIDE PRESENTATION: Mr. Kipke presented slides of the recent flood damage that occurred at Addison -Oaks, Groveland-Oaks and Springfield -Oaks and also some aerial views of the Red Run Drain property. DIRECTOR'S REPORT: ---A public hearing will be held on May 13, 7:30 p.m. at the Madison Heights Civic Center to discuss the Red Run Drain property. Commission members will meet prior to the meeting to inspect the property. ---Negotiations are in progress for a Country Western Show and fireworks display at Springfield -Oaks on July 4. ---Mr. Kipke and Jack Anderson of Anderson/Lesniak Associates will give a presentation of the Waterford -Oaks Master Plan at the Waterford Township Board Meeting on April 28. ---The Messrs. Reickel, Bomia and Bills of Bills & Childs Associates will attend the Addison Township Board Meeting on April 28. ---Mr. Fred Ellis presented the Springfield -Oaks Fairgrounds Expo- sition Master Plan to the Planning & Building Committee of the County Commissioners. No action was taken at that time. ---Read copy of a letter written by Douglas Covert, Director of the Drayton Plains Nature Center, to Robert Bryson, President of Citizens Against Park Expansion, stating that "...there is NO endorsement of the CAPE position by the Drayton Plains Nature Center, its Board of Trustees or its Director". ---Received a copy of a letter from Representative Brotherton to Joseph Seavey, Department of Natural Resources, encouraging the development of Waterford -Oaks Park. - 4 - (Commission Meeting, April 25, 1975) ---Recommended the Commission go on record as supporting House Bill No. 4816; a Bill to amend Act. No. 280 of the Public Acts of 1969 - "To Prohibit Persons from Bringing Glass Beverage Containers into State or Publicly Owned Parks and Beaches". Chairman Richardson requested this item be put on the next agenda to enable Commission members to review the Bill. ---Brought to the attention of the Commission Senate Bill No.358; a Bill to establish under the jurisdiction of the department of natural resources a public recreation fund for grants-in-aid to local units of government for public recreation purposes; and to make an appropriation. The Parks and Recreation Commission passed a resolution on this same bill last year. The bill will be put on the agenda for the next Commission Meeting. ---Miscellaneous Resolution 7055 to "Support Michigan Association of Counties to Create a Committee Comprised of its Members to Keep Abreast of Parks and Recreation Concerns for Counties in the State of Michigan", was adopted by the Board of Commissioners. ---Springfield-Oaks Golf Course --Will be dalayed on new nine. Had previously anticipated an opening by July 1 but as of this date, August 1 is the target date. SPRINGFIELD TOWNSHIP: Don Rogers, Supervisor of Springfield Township, addressed the Commission regarding the alignment of I-275 through Springfield Township.
