Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Secretary Wint, George Kuhn, Dr. Joseph Montante, Richard Wilcox. COMMISSION MEMBERS ABSENT: Velma Austin, Fred Harris, Richard Vogt ALSO PRESENT: R. Eric Reickel, Gerry Lacey, Bob Bomia, Pauline McCormick APPROVAL OF MINUTES: Moved by Dr. Montante, supported by Mr. Wilcox to approve the minutes of the meeting of August 12, 1975 as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Mr. Wilcox, supported by Dr. Montante to approve payment of Vouchers 8-60 through 8-189. Motion carried. Mr. Reickel reported purchase of the Warren, Kidwell and Ernst property for Waterford -Oaks has been completed. STATEMENT OF OPERATIONS: Moved by Mr. Wint, supported by Mr. Dunleavy to accept the Statement of Operations for July, 1975. Motion carried. SPRINGFIELD-OAKS, MILL POND LEASE: Mr. Reickel presented the lease pertaining to the operation of the Mill Pond by Springfield Township Parks and Recreation which was approved at a prior Commission meeting. (Commission Meeting, August 22, 1975) Page 2 Civil Counsel approved this lease with one exception: Paragraph 6 reads: Any costs for removal of equipment shall be born by Lessor (Oakland County Parks & Recreation Commission) Should read: shall be born by the Lessee (Springfield Township Parks & Recreation) Moved by Mr. Wilcox, supported by Mr. Dunleavy to approve the lease with Springfield Township Parks & Recreation with the recommended correction. ROLL CALL VOTEā€¢ AYES: Dunleavy, Kuhn, Montante, Wilcox, Wint, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. SPRINGFIELD-OAKS, MISCELLANEOUS RODEO AGREEMENTS: Three agreements pertaining to the Rodeo were presented for approval. Ted Samuel Property rental for overflow parking Holly Ambulance Service Sound System Rental The above are items we must provide in accordance with the Longhorn Rodeo Agreement. Moved by Dr. Montante, supported by Mr. Dunleavy to approve the agreement with Ted Samuel for the rental of his property at a cost of $100.00 for three days. ROLL CALL VOTE: AYES: Dunleavy, Kuhn, Montante, Wilcox, Wint, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Moved by Mr. Wilcox, supported by Mr. Kuhn to approve the agreement with the Holly Ambulance Service. Cost to be $200.00. ROLL CALL VOTE: AYES: Kuhn, Wilcox, Wint, Richardson, Dunleavy (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, August 22, 1975) Page 3 Mr. Lacey reported that Mr. Buchanan, a park employee, will furnish sound equipment for the rodeo performance at a cost of $325.00 for the three days which amounts to considerably less then the normal charge by most rental companies. Moved by Mr. Kuhn, supported by Mr. Wilcox to approve the agreement with Mr. Buchanan for the rental of his sound equipment. Cost to be $325.00. ROLL CALL VOTE: AYES: Montante, Wilcox, Wint, Richardson, Dunleavy, Kuhn (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Mr. Lacey is to evaluate our sound equipment needs and present it in his Capital Equipment request for 1976. DIRECTOR'S REPORT: ---A request was made to go out for bids for needed fertilizer to carry us through 1976. Mr. Bomia explained that 50 tons would be needed at a cost of $17,000 to $18,000. The fertilizer would be used by Springfield and White Lake -Oaks. Bids will be taken by the Oakland County Purchasing Department. Moved by Mr. Wilcox, supported by Mr. Kuhn to go out for bids for golf course fertilizer. Motion carried. ---Rackety Packety Antique Show will be held during the Rodeo performance. ---Bid opening for Phase I development of Waterford -Oaks will be September 9, 1975 at 2 P.M. ---Vic Chiasson will be attending the N.R.P.A. Conference in Dallas. ---Miscellaneous information presented: Planning & Building Committee Resolution #7171, Waiver of Fees for Entry to County Parks for Senior Citizens. Invitation to the Commission from the National Campers and Hikers Association to attend the NCHA legislative tour on September 20, 1975. A letter of appreciation from the Hayes Jones Community Center to Mobile Recreation for our participation in the Community Center's program. (Commission Meeting, August 22, 1975) Page 4 Letter from Mr. Nelson Meade, Washtenaw County Parks and Recreation, compli- menting the Commission on the Addison -Oaks Conference Center. Commendation to the Commission from Mr. Donald Nick for putting the Mobile Recreation program into effect at Central Michigan - international Special Olympics. Two proposed Legislative Bills - No. 5598 and 5597 creating a public recreation fund allocating a portion of state tax on cigarettes for the purpose of providing money for recreation. A letter sent to Representative Broomfield, requesting his attention to House Bill 6765 and that portion disallowing parks from charging variable fees to residents and non-residents. ---Mrs. Leonard has been requested to vacate the property on Scott Lake Road, as the Commission is now preparing to start Phase I development at Waterford -Oaks. ---Groveland Shelter Building is progressing on schedule. ---Special meeting on August 27, 1975 at 2 P.M. to review Red Run Golf Course design. Mr. Lacey presented a progress report on the Rodeo. Free exposure was obtained on T.V. and Radio. Advance ticket sales at some thirty different locations. Rotary Clubs are promoting the Rodeo. Phone calls are being made to promote advance sales. Mailings have been sent out. Posters placed in various locations through -out the County. Rain checks will be honored in case of rain. If good response continues, and with our cut back in expenses, we may have a good chance to break even. UNFINISHED BUSINESS: Mr. Reickel reported the Recreation Bond money for Waterford -Oaks has been delayed until the September JAC Committee meeting and he will keep on top of the situation.
