PARKS AND RECREATION COMMISSION
SPECIAL MEETING
December 5, 1975
The meeting was called to order at 10:25 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice Chairman James Dunleavy, Secretary
Lewis Wint, Velma Austin, George Kuhn, Dr. Joseph Montante, Richard Vogt,
Richard Wilcox.
COMMISSION MEMBERS ABSENT:
Fred Harris

R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Chuck Ross; Ralph Hogg
and Angie Meyers, CAPE representatives; Robert J. Salogar, Anthony M.
Franco, Inc.
The meeting was called for the purpose of reviewing the proposed 1976
budget.
1976 PROPOSED BUDGET:
---Staff recommended same fee schedule for both golf courses and to make
the annual green fee membership reciprocal between the two courses.
Revenue will be credited to the park where membership is purchased.
---There will be no new golf leagues at White Lake -Oaks in 1976.
---Youth Activities Center, Springfield -Oaks: No Commission funding on
any outside event. Attempt to obtain private promoters.
---Mr. Wilcox requested we check into separate electric meter at Springfield -
Oaks for the outdoor lighting.
---In answer to Mrs. Austin's question of increase in 1975 expenditures at
Addis6n-Oaks, Mr. Reickel explained that utility rate increases were a
large factor and that we are trying to generate revenues through rents and
food and beverage service.
---1976 Fee Schedule: Increases put us in line with other recreational
areas in the State. Equitable with State campgrounds.
---Mr. Reickel recommended staff be allowed to program for league play
between 4:00 p,m. and 6:00 p.m., Monday through Thursdays. 83% of golf
play is open tee time.

---Mr. Wilcox suggested approaching the Board of County Commissioners on
alleviating the $7,200 property lease payment for Waterford -Oaks.
---Mrs. McCormick in process of obtaining quotes for custodial services
for Administrative Building.
---Dr. Montante suggested contacting Detroit Edison to reapprise their
engineering at each respective park in an effort to reduce utility bills.

Mr. Kipke recommended the Parks Commission sell one of the Swim Mobiles
and investigate the purchase of an additional Show Mobile.
Discussion followed on total program; usage, revenue generated, grants,
etc.. Special Mobile Recreation Grants are not projected in 1976 revenue
figures.
Moved by Mr. Wint, supported by Dr. Montante to properly
reflect staff's views to anticipate the Grant and reduce
the expected revenues from the other items.
Mr. Vogt requested a breakdown on the figures of each mobile recreation
unit.
Motion carried unanimously.
CAPE:
Discussion conducted with Ralph Hogg and Angie Meyers, CAPE representatives
regarding Commission policy of Conference Center rental activities and
communications between the CAPE group and the Parks and Recreation Commission.
TITLE X GRANT•
Chairman Richardson stated that General Motors Truck & Coach had submitted
a price of $49,635 for the purchase of three buses for the Title X Grant
Program. Estimated cost was $49,785.
Discussion followed on red, white and blue buses as opposed to yellow buses.
Mrs. McCormick instructed to investigate purchasing the buses unpainted.
SENATE BILL 1079:
Chairman Richardson reported Senate Bill 1079 had been defeated by 26-9
vote. Will be kept on calendar for reconsideration on December 9, 1975.
