Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman James Dunleavy, Velma Austin, George Kuhn, Dr. Joseph Montante, Richard Vogt, Richard Wilcox. COMMISSION MEMBERS ABSENT: Fred Harris, Secretary Lewis Wint ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Robert Bomia; Ted Dziurman, Facilities Engineering; Bruce St. Clair, Barton/Malow Construction Co.; Bill Willoughby, Daily Tribune. WATERFORD-OAKS, PHASE I DEVELOPMENT: Mr. Dziurman reported the following bids were received on December 18 for the Masonry, Carpentry, Precast Concrete, Miscella- neous Iron and Hollow Metal Trades for Waterford -Oaks Wave Pool: MASONRY - ESTIMATE $ 61,500. Staff concurred with the recommendation of the Architect, Con- struction Manager and Facilities Engineering to award the contract to the following bidders contingent upon issuance of a Construction Permit by the State Health Department. Moved by Mr. Dunleavy, supported by Mr. Kuhn to award, contingent upon issuance of a Construction Permit by the State Health Department, the following contracts for the Waterford -Oaks Wave Pool: Masonry Ebeling & Hicks $31,400. Carpentry Emil Van Sile 45,400. Precast Concrete F.A.Sedlecky & Co. 8,610. Misc. Iron Vulcan Iron Works 10,769. Hollow Metal Clyde Bickel Corp. 3,100. Total project cost, $99,279. The project was budgeted in the 1975 Capital Budget at an estimated $150,000. Staff recommended the contract be awarded to the low bidder, Jer- Sel Corporation in the amount of $147,448 and further recommended project funding as listed: Engineering Design, $3,500; Construction Inspection, $3,200; Administrative, $1,200; Contingency, $7,652; Total project cost, $163,000. Moved by Mr. Dunleavy, supported by Mrs. Austin to award the contract for two maintenance buildings, at Groveland and Independence, to Jer-Sel Corporation in the amount of $147,448 and approve contingencies in the amount of $15,552., for a total project cost of $163.000. ROLL CALL VOTE: AYES: Kuhn, Montante, Austin, Dunleavy, Richardson (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ADMINISTRATIVE OFFICE - CUSTODIAL SERVICES: As per previous Commission request, the following proposals were received through Central Purchasing for the 1976 Administrative Office Custodial Service. Cleaning $318.00 $3816.00 Atlas Maintenance Company 356.00 4272.00 Ward Newman 290.00 3480.00 Staff recommended awarding the custodial contract for 1976 to Ward Newman in the amount of $290.00 per month or $3,480.00 yearly. (Special Commission Meeting, December 19, 1975) Page Four Moved by Mr. Dunleavy, supported by Mr. Kuhn that the Parks and Recreation Commission sign agreement with Ward Newman to provide 1976 Custodial Services for the Administrative Office at $290/monthly or $3480/yearly. ROLL CALL VOTE: AYES: Montante, Austin, Dunleavy, Kuhn, Richardson (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. INDEPENDENCE -OAKS, SNOWMOBILE: The following bids were received .from Central Purchasing for an Artic Cat snowmobile for Independence -Oaks: Park: M. G. Sales $1,138.22 Pontiac Panther 1,514.QO Hamilton 1,525.00 The vehicle will be used for mobility in the park during the winter months for maintenance, surveillance, and grooming of th-e cross-country ski trails. Funds for the purchase would come from the 1975 Capital Equipment Budget surplus. Staff recommended awarding the bid to the low bidder, M. G. Sales for $1,138.22. Discussion followed. Moved by Dr. Montante, supported by Mrs. Austin to purchase an Artic Cat snowmobile from the low bidder, M. G. Sales, for $1,138.22 for use at Independence -Oaks Park. ROLL CALL VOTE: AYES: Austin, Dunleavy, Kuhn, Montante, Richardson (5) NAYS: (0) A sufficient majority having voted therefor, th-e motion carried. GROVELAND-OAKS, DEMOLITION OF BUILDINGS: Mr. Bomia explained that he was having difficulty in getting Six J Wrecking on the site to demolish the former manager's resi- dence and chicken coop at Groveland. He requested permission to go to the next lowest bidder if Six J did not fulfill their (Special Commission Meeting, December 19, 1975) Page Five contract by December 22, 1975. Total difference between the first and second bid was $217. Moved by Mr. Dunleavy, supported by Mr. Vogt to give proper notice to Otis Jones of Six J Wrecking of non -fulfillment of his contract, if services are not performed by December 23, 1975, and proceed with next lowest bidder. Motion carried unanimously. DIRECTOR'S REPORT: Independence -Oaks, Ted Gray property: County Commissioners approved proceeding with the application for the acquisition of 50 acres at Independence -Oaks. Mr. Reickel read letter received from Dennis Adams, DNR, granting a waiver of retroactivity for the project .... "This waiver is effective December 9, 1975. This action means only that the project will not be disapproved solely because acquisition commenced prior to BOR approval and does not guarantee that the subsequent project will receive final approval." Mr. Reickel explained that we had approval to purchase the property prior to BOR approval but it must be understood that if BOR does not give final approval, the Parks and Recreation Commission would be responsible for 50% of the estimated purchase price of $125,000. Requested Commission approval to negotiate with Ted Gray to acquire property. Moved by Mr. Kuhn, supported by Dr. Montante to approve request to purchase the Ted Gray property at Independence -Oaks at a price not to exceed $2500 per acre. ROLL CALL VOTE: AYES: Dunleavy, Kuhn, Montante, Vogt, Wilcox, Austin, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Ready to file for $266,000 reimbursement request to BOR for First Phase of Independence -Oaks Park. ---Sent Mail-o-Gram to President Ford and Oakland County Con- gressional Legislators encouraging their support for Land and Water Funding for 1976.
