Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Velma Austin, George Kuhn, Richard Vogt, Richard Wilcox. COMMISSION MEMBERS ABSENT: Secretary Wint, Fred Harris. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Pauline McCormick; Robert Bomia; Chuck Ross; Gerry Lacey; Paul Stoppert, Stoppert Appraisal Service; Collin Walls, Davisburg Rotary; Bill Luddy and Dave Durbin, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune; Ralph Kingzett, Oakland Press; two representatives from Universal Fence; Don VanLoo, Janz & Knight Accounting Firm. APPROVAL OF MINUTES: Moved by Mr. Wilcox, supported by Mrs. Austin to approve the minutes of January 10, 1975, with the following corrections: Page 4: The explanation of Alternate #1 in the motion regarding Pyramid Construction Company should read 11$443,000" rather than 11$433,000." Page 5: The motion, "Moved by Mr. Kuhn, supported by Dr. Montante, to reconsider the votes" be changed to read "Moved by Mr. Kuhn, supported by Dr. Montante to reconsider the original motion to award the contract." Page 5: "Amendment failed" be added following the Amendment to the Motion regarding the architect con- tacting contractors. Motion carried. APPROVAL OF PAYMENTS: Moved by Mrs. Austin, supported by Mr. Dunleavy to approve payment of Vouchers 12-196 through 12--246. Motion carried. (Commission Meeting, January 24, 1975) Page 2 INDEPENDENCE -OAKS, FENCE BIDS: The following bids were received on January 21, 1975, for fencing a portion of the perimeter of Independence -Oaks Park. Staff recommended the bid and Alternate be awarded to the low bidder, Durable, Inc., of Sterling Heights.' Discussion followed. Mr. Bomia recommended a $4,200 Contingency Fund for the project, which includes inspection. Moved by Mr. Wilcox, supported by Mr. Kuhn to accept director's recommendation and award the contract, including Alternate I to the low bidder, Durable, Inc., in the amount of $43,564.24 and approve the contingency fund of $4,200 for a total project cost of $47,764.24. Motion carried. SPRINGFIELD-OAKS, 1975 RODEO: Gerry Lacey narrated a slide presentation on the Longhorn World Championship Rodeo held at Springfield -Oaks in 1973 and 1974. He also presented a fiscal breakdown of the previous years' sales and a proposal for the 1975 Rodeo. The intent of the proposal was to see whether or not the Commission wished to proceed with the rodeo so an agreement could be prepared for Commission approval. Mr. Collin Walls, Davisburg Rotary, addressed the Commission and expressed the desire of the Davisburg Rotary and other local Rotary Clubs to cooperate with the Oakland County Parks and Recreation Commission in coordinating advance ticket sales for a 1975 rodeo. (Commission Meeting, January 24, 1975) Page 3 Moved by Mr. Kuhn, supported by Mr. Dunleavy, to approve the concept of the rodeo subject to a satisfactory negotiated price on a four -day rodeo versus a three-day rodeo. Mr. Lacey will report to the Commission on February 14, 1975, with projected figures for a four -day rodeo. Motion Carried. DIRECTOR'S REPORT: Red Run Drain: A meeting will be held on January 27, 1:30 p.m., with respective local community officials at Madison Heights City Hall to. review the preliminary findings of Vilican-Leman on the feasibility of the Red Run Drain Park. A resolution has been received from the City of Madison Heights desig- nating the Oakland County Parks and Recreation Commission as the city's planning agent for the use of that portion of the Red Run Drain lying within the City of Madison Heights. The purpose of the resolution is to enable us to legally apply for reimbursement on a 50% basis from the State Appropriations that were set aside at.the request of Senator Huffman. Maintenance Management School: Permission was received to send three park managers, Frank Ostrowski, Jon Solberg, and Raymond Delasko to the Maintenance Management School in Oglebay Park, Wheeling, W. Va., January 26-30. Estimated Cost: $225.00 per individual. Security & Safety Conference: Permission received to send Arnold Johnston, Park Superintendent to the Security & Safety Conference, Oglebay Park, W. Va., February 15-18. Estimated expense: $200.00. Independence -Oaks Phase I: At request of Commission, Mr. Reickel sent letter to Department of Natural Resources requesting supplemental funds for Phase I Development of Independence -Oaks. Independence -Oaks, Phase II: Sent letter to Department of Natural Resources requesting the Parks and Recreation Commission be considered for review in fiscal year 1976, as well as a letter asking them to reconsider this application in their March, 1975, review. White Lake -Oaks, Li uc License: Received form from Liquor Control Commission for transferring the liquor license from Oakland County to Oakland County and Laffrey, Werthmann, Fuller Restaurants, Inc. Requested permission to authorize Chairman to co-sign the agreement. Moved by Mr. Wilcox, supported by Mrs. Austin to authorize the Chairman of the Parks and Recreation Commission to sign the liquor license application. Motion carried. (Commission Meeting, January 24, 1975) Page 4 Michigan Transit Museum: Received preliminary agreement for the Transit Museum. Will be reviewed by Civil Counsel and hopefully, ready for Commission review on February 14. Walker Resignation: Mr. Reickel read a letter received from Marjorie Walker wherein she returned a check for $37.94 to the Commission for the meeting at which she resigned her position. White Lake -Oaks: The Oakland County Association of Retarded Citizens have arranged with Laffrey, Werthmann, Fuller Restaurants, Inc. to sponsor bingo on Tuesday nights for 52 weeks. Mobile Recreation Seminar: Oakland County Parks and Recreation Commission will be one of the co-sponsors of the First Annual_ Midwest Mobility in Recreation Seminar, Central Michigan University, Mt. Pleasant, Michigan, Saturday, June 7, 1975. Our mobile units will be transported to the event for the use of handicapped children taking part in the Michigan Special Olympics, held in conjunction with the seminar. By -Laws: A three -person committee has been appointed to update the By -Laws of the Parks and Recreation Commission; Richard Wilcox, Velma Austin, and George Kuhn.
