PARKS AND RECREATION COMMISSION MEETING
March 7, 1975
The meeting was called to order by Chairman E. Frank Richardson
at 10:25 a.m. in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Richardson, Vice Chairman Dunleavy, Velma Austin, Fred
Harris, George Kuhn, Dr. Montante, Richard Vogt, Richard Wilcox.
COMMISSION MEMBERS ABSENT:
Lewis Wint
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Robert Bomia; Charles Ross; Chief
Kratt, County Safety Division; Bill Luddy and Bob Solagar, Anthony

APPROVAL OF MINUTES:
Moved by Mrs. Austin, supported by Mr. Dunleavy, to
approve the minutes of the meeting of February 14,
1975, as written.
Motion carried.
Moved by Mrs. Austin, supported by Mr. Dunleavy to
approve the minutes of the Special Meeting of
February 19, 1975 as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mr. Harris, supported by Mr. Wilcox to approve
payment of Vouchers 2-1 through 2-138.
Motion carried.
Mr. Wilcox stated that congratulations were in order to George
Kuhn on his appointment as Special Advisor to the Governor for
Naval Affairs.
INDEPENDENCE -OAKS:
Mr. Reickel narrated a slide presentation on work in progress at
Independence -Oaks.

PROGRESS REPORT:
Mr. Bomia reported on the progress underway within the park
system and the status of each respective item.
EOUIPMENT BIDS:
Bids for the purchase of several budgeted capital equipment items
were received from Central Purchasing. Staff recommended pur-
chasing each item from the lowest bidder meeting the required
specifications. Bid tabulations are as follows: (low bid is

approve staff recommendation on equipment.

PARKS EXHIBIT:
Mr. Kipke presented a rendering of the Exposystem and explained it
was a configuration of panels to be used as an exhibit to display
information on our park system. It will be displayed in the local
malls, city halls, etc. He explained it was a custom made exhibit
with no advantage to bidding.
Moved by Mrs. Austin, supported by Dr. Montante to
approve purchase of the Parks Exhibit from Exposystems
in the amount of $1,907.00.
Motion carried.

RESOLUTION-MICHIGAN ASSOCIATION OF COUNTIES:
Mr. Reickel read a draft of the following resolution to
eventually be directed to the Michigan Association of Counties.
WHEREAS, there are an increasing number
of counties creating parks and recreation commissions
throughout the State of Michigan,
WHEREAS, it would be in the best interest of
the Michigan Association of Counties to recognize
this most important and viable field of leisure
time concerns
NOW THEREFORE BE IT RESOLVED, that the Oakland
COUNTY PARKS AND RECREATION COMMISSION request that
the Michigan Association of Counties Board of
Directors create a committee comprised of its members
to keep abreast of Parks and Recreation concerns for
counties in the State of Michigan.
Moved by Dr. Montante, supported by Mr. Dunleavy to
approve the resolution.
Discussion followed. The resolution will be referred to the
Planning and Building Committee and Board of Commissioners for
approval.
Motion carried.
PARK SECURITY:
Based upon action at the last Commission meeting, staff recommended
the County Safety Division be used to provide security in the
County Park System if the following requirements are met:
1. Must have authority to enforce Commission rules
and regulations.
2. Must be properly trained in law enforcement and
Oakland County Parks and Recreation Commission
Park philosophy.
3. Must be responsive to Oakland County Parks and
Recreation needs; availability (when needed)
uniform appearance, conduct and attitude, adminis-
tration requirements.
4. Chief of Safety is directly accountable to the
Director of Oakland County Parks and Recreation
Commission (provide weekly reports)
5. Evaluate program at the end of the year.
Mr. Reickel explained that under Public Act 261, the Commission
can create its own ranger force with the power to enforce park
regulations.

Moved by Mr. Harris, supported by Mr. Wilcox to
adopt the director's recommendations.
Chief Kratt stated his men could meet all regulations as pre-
sented by the Commission.
Discussion followed.
Motion carried.
Moved by Mr. Harris, supported by Mr. Wilcox, that
the Parks and Recreation Commission go on record
in support of the County Executive and the Board of
Commissioners' efforts to seek the mandatory legis-
lation to expand police authorities to security
forces for parks and recreation, airport security
forces and similar enforcing agencies.
Motion carried.
Mr. Harris requested a copy of this motion be forwarded to the
County Executive and the Board of Commissioners.
DIRECTOR'S REPORT:
---Received permission to send Jon Kipke to Indiana University
March 1641 for the Executive Development Program sponsored by
the National Recreation and Park Association.
---Documents have been received from Industrial Appraisal Company
giving a comprehensive report of all properties and equipment
owned by the Parks and Recreation Commission. Under the contract,
the report will be updated yearly.
---Master Plan presented to Northwest Park and Recreation Directors
which includes all recreation directors in Oakland County on the
Waterford -Oaks Master Plan and the Red Run Drain.
---We have received 30 employees under the C.E.T.A. Program who
have been assigned to the various parks. One has been assigned
to the Drayton Plains Nature Center. Ten have come from the
DFO allotment.
---Replied to a letter from the attorney for Mr. Saul Rose
who wished to dedicate to the county approximately 18 acres of
land in Independence Township for a wildlife sanctuary. Informed
him Commission was in no position to accept such a small piece
of property separated from any of its present holdings.
---Received resolution from City of Clawson requesting the Parks
and Recreation Commission give consideration to a golf course and
indoor tennis court for the Red Run Drain project.
House Bill 4127:-- Has been introduced in the House giving persons
65 years of age or older free access to the county parks.

Mr. Reickel stated he felt the parks should be available on
weekends for working people and retirees use the present rate
reduction during the week.
Moved by Mr. Wilcox, supported by Mrs. Austin to
concur with director's observation on the Bill and
refer to County Commissioners.
Discussion followed.
Moved by Mr. Dunleavy, supported by Dr. Montante to
amend the motion that the basis of the opposition
be under local control rather than state control.
Amendment to motion carried.

A sufficient majority having voted therefor, the
motion carried.
---Attended Bicentennial Seminar in Washington, D. C. on
February 26-28.
---Read letter written to Gerry Lacey by one of the participating
bands in the "Battle of the Bands" commending Mr. Lacey on the
staff cooperation and success of the program.
UNFINISHED BUSINESS:
Mr. Vogt requested that all offers to purchase property or
offers of donations to the Commission be brought to their attention
before replies are made.
