COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman James Dunleavy, Secretary Lewis Wint, Velma Austin, Fred Harris, George Kuhn, Dr. Joseph Montante, Richard Vogt, Richard Wilcox. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Robert Bomia; Vicki Williams, Blind Recreational Society; Gerard Lacey; Ted Dziurman, Facilities Engineering; Bruce Sinclair, Barton/Malow Construction Company; Ken Pawlowski, Swanson Associates; Robert Salogar, Anthony M. Franco, Inc. Mr. Dunleavy read letter from State Representative William Jowett thanking Mr. Reickel for his letter in which he expressed appreciation to Mr. Jowett for his help and cooperation on the Waterford Wave Pool project. SPRINGFIELD TOWNSHIP -LEASE AGREEMENTS: Mr. Reickel explained the Parks Commission had previously gone into agreement with the Township of Springfield for lease of the Mill Pond and another piece of property adjacent to the Township Park. Springfield Township subsequently requested the two leases be rewritten to indicate the leases were a one-year renewal agreement based upon approval by both parties. The wording of the new lease agreements would enable Springfield Township to be eligible for Community Development funds. Moved by Dr. Montante, supported by Mr. Kuhn to authorize Chairman to sign two lease agreements between Oakland County Parks and Recreation Commission and the Township of Springfield. (Special Commission Meeting, November 5, 1975) Page 2 GROVELAND-OAKS, DEMOLITION OF BUILDINGS: The following bids were received for the demolition of the Farm House, Summer Cottage and Chicken Coop at Groveland-Oaks Park: Six J Wrecking $2,179.00 Zephyr Wrecking 3,770.00 Elkins Excavating & Demo. Co. 2,600.00 or $2,400.00* Capital Wrecking Co. 4,700.00 Ravenscroft Farm - Summer Cottage Removal Only - No Charge If the Ravenscroft Farm is allowed to remove the Summer Cottage at no charge, Six J Wrecking will remove the remaining buildings at the prices quoted in their total bid. This would amount to the following bid: Six J Wrecking $1,393.00 Ravenscroft Farm -0- TOTAL COMBINED BIDS $1,393.00 *If awarded all three buildings the Total Bid Amount would be $200.00 less, making Elkins Excavating & Demoliton Company's bid total $2,400.00. Staff recommended the demolition contract be awarded to the low bidder, Six J Wrecking, in the amount of $1,393.00, for removal of the Farm House and Chicken Coop and award the removal of the Summer Cottage to Ravenscroft Farm of Ortonville, Michigan, if they can meet specifications for removal of the building and providing they can obtain the proper insurance. If Ravenscroft cannot meet the required specifications, staff recommended the full demolition contract be awarded to Six J Wrecking in the amount of $2,179.00. Moved by Mr. Kuhn, supported by Mrs. Austin, staff recommendation be approved. ROLL CALL VOTE: AYES: Montante, Vogt, Wilcox, Austin, Kuhn, Dunleavy (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. DIRECTOR'S REPORT: Notified we had received Land & Water Grant for acquisition of 50 acres of the Ted Gray property at Independence -Oaks. Mr. Gray will donate $62,500 and Land & Water will match other one-half of the purchase price. (Special Commission Meeting, November 5, 1975) Page 3 Requested permission to receive approval from the Board of County Commissioners, through the Planning and Building Committee, to proceed with Grant Application' to DNR. Moved by Dr. Montante, supported by Mr. Vogt to refer Grant Application approval to Planning and Building Committee, PnT.T. C'AT.T, VOTF- AYES: Vogt, Wilcox, Wint, Austin, Kuhn, Montante, Dunleavy (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Received tentative approval for a Second Phase Development Grant at Independence -Oaks for $127,000. Funding is to be matched by the Parks Commission for a total of $254,000. Approval has been received from County Commissioners. Once approval is received from DNR, Grant will be referred back to Parks Commission for acceptance. Received a $1.5 million grant from Department of Commerce, Title X, for park beautification. Have not received guidelines as yet, but once program is initiated, money must be spent within one year. Received $50,000 Grant through the Bicentennial Commission for stream improvement within the parks. Construction has commenced on the pool project. The Leonard House has been vacated and is being used as an office for the construction manager. Staff will have 1976 Budget prepared for Commission review on December 3, 1975. Read letter received from Ken Dickson, Realty World, offering approxi- mately 47 acres of land for purchase, adjacent to property presently owned by the Parks Commission at White Lake -Oaks. Discussion followed. Moved by Mr. Wint, supported by Dr. Montante to receive letter from Realty World and place on file. Motion carried unanimously. Chairman Richardson assumed the Chair at 2:00 p.m. (Special Commission Meeting, November 5, 1975) Page 4 DONATION - BLIND RECREATIONAL SOCIETY: Mrs. Vicki Williams, Executive Director of the Blind Recreational Society, presented a check for $1,000 to the Commission to help with the construction of a Braille Nature Trail at Independence -Oaks. Mrs. Williams asked that the Commission give consideration to the Society placing a sign at the entrance of the trail, in recognition of the Blind Recreational Society, and pledged further cooperation from the Society in making the Nature Trail a reality. The Commission received the gift with appreciation and encouraged staff to proceed as soon as possible in making this a reality. WATERFORD-OAKS, PHASE I DEVELOPMENT: Mr. Dziurman reported the following bids were received on October 23 for the mechanical and electrical portions of Waterford -Oaks Phase I Development: MECHANICAL Frank Blas $280,756.00 *Alt. #1 + $12,600.00 **Alt. #2 + 9,450.00 Eames & Brown $239,500.00 Alt. #1 + $ 3,600.00 Alt. #2 + 8,000.00 Steve Kruchko Co. $253,700.00 Alt. #1 No Charge Alt. #2 + $ 7,700.00 W. J. Rewoldt $249,950.00 Alt. #1 + $11,600.00 Alt. #2 + 8,700.00 -Alternate #1 provides a packages system of components for the filtration/ circulation system. **Alternate #2 provides for an automatic chemical controller system. Both alternates pertain to the swimming pool equipment. ELECTRICAL Cher Electric, Inc. $ 63,283.00 Condor Electric 67,174.00 Fred W. Moote Electric 72,800.00 Reed Electric 77,788.00 Reeves Electric 65,950.00 Scholtz Electrical 69,800.00 The estimate for the mechanical portion was $291,000 and the estimate for the electrical work was $72,000. (Special Commission Meeting, November 5, 1975) Page 5 Staff concurred with the recommendation of Facilities Engineering, the Architect, and the Construction Manager to award the mechanical trades contract to the low bidder, Eames & Brown, Inc. of Pontiac, in the amount of $251,100, which is the Base Bid plus Alternates 1 and 2, and to award the electrical trades contract to the low bidder, Cher Electric, Inc. of Detroit, in the amount of $63,283. Mr. Dziurman further stated that to date, the actual bids received have totalled $89,318 less than the estimates of the not -to -exceed cost of $1,500,000. Discussion followed. Moved by Mr. Dunleavy, supported by Mr. Wilcox to award the mechanical trades contract to the low bidder, Eames & Brown in the amount of $251,000, which includes the Base Bid and Alternates #1 and 2. Moved by Mr. Wilcox, supported by Mr. Kuhn to award the electrical trades contract to the low bidder, Cher Electric, Inc., in the amount of $63,283.00. Mr. Bruce Sinclair, Barton/Malow, presented a brief up -date on how construction is progressing for the pool project. Stated he hoped to have a schedule of work activities for the next 90 days available for review within two weeks. WATERFORD-OAKS POOL - GROUNDBREAKING: Moved by Mr. Harris, supported by Mr. Kuhn that a ground- breaking for the Waterford -Oaks Pool be set for November 20 and that invitations be extended to Governor Milliken, (Special Commission Meeting, November 5, 1975) Page 6 Lt. Governor Damman, Oakland County Commissioners, legislators from Oakland County, Waterford and other local townships, elected officials and the news media. Mr. Kuhn suggested that the members of the Joint Capital Outlay Committee also be extended invitations. Motion carried unanimously.
