Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. APPROVAL OF MINUTES: Moved by Mr. Wint, supported by Dr. Montante to approve minutes of the meeting of March 26, 1976, as written. Mrs. Austin questioned the motion made on the Demolition Derby on Page 4. The Chairman stated the minutes would be held over for approval at the April 30, 1976, Commission meeting. APPROVAL OF VOUCHERS: Moved by Mrs. Walker, supported by Mrs. Austin to approve the payment of Vouchers 3-162 through 3-243 and 4-1 through 4-47. Commission Meeting, April 9, 1976 Page 2 APPROVAL OF MARCH ACTIVITIES REPORT: Moved by Mrs. Austin, supported by Dr. Montante to receive the March Activities Report. Discussion followed regarding status of the golf courses. Motion carried. EQUIPMENT BIDS: #6-A: Spring Animals and Buck -A -Bout, Addison -Oaks The following bids were received from Oakland County Purchasing: Spring Animals (2) Jennings - Game Time $109.00 Each Miracle Equipment 91.00 Each JayFro NO BID Buck -A -Bout Jennings - Game Time $539.00 Miracle Equipment 445.00 JayFro NO BID Staff recommends the bid be awarded to the low bidder, Miracle Equipment Company, for the amount of $627.00. Moved by Mrs. Austin, supported by Mrs. Fortino to accept the low bid of $627.00 from Miracle Equipment Company for the purchase of the Spring Animals and Buck -A -Bout for Addison -Oaks. AYES: Austin, Fortino, Kuhn, Montante, Walker, Wint, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. #6-B: Springfield -Oaks Sound System New equipment will be used to update the equipment being used now. At the moment, Mr. Lacey is using his own equipment. Equipment will be used in the Exhibit Hall, Multi -Purpose Room, and outside the building. Staff recommends awarding the bid to the low bidder, Ultra Communica- tions, in the amount of $1,757.20. AYES: Austin, Fortino, Kuhn, Montante, Walker, Wint, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. #6-,C: Cash Registers for Independence -Oaks and Waterford Wave Pool The Commission requested a better cross-section of bids than what were received from County Purchasing two meetings ago. The following bids were received: Michigan Cash Register Company $5,115.75 Sweda International 5,386.50 National Cash Register Corporation 7,467.75 All bids are for electronic machines. It was recommended not to accept mechanical machines, as they are not capable of handling the workload. Also the mechanical machines do not have the bookkeeping ability that the electronic machines have. Also, staff recommended not to lease, because the machines are not guaranteed. Staff recommends awarding the bid to Sweda International. The machine is considered very good, while Sanyo is not familiar; repairmen are available whenever necessary; the machines can be delivered before the program starts; and a battery pack is available which, when used and in case of a power failure, will hold the machine's memory for up to a year. Moved by Mrs. Fortino, supported by Mrs. Walker to accept the bid of Sweda International for three machines in the amount of $5,386.50. E. Burke Company NO BID Grills are permanent, pedestal mounted, and have a turning radius of 3600. Staff recommends awarding the bid to Game Time, Inc. in the amount of $32.95 per grill, with a total of $3,295.00. Moved by Mr. Kuhn, supported by Dr. Montante to approve the bid of Game Time, Inc. in the amount of $3,295.00 for the grills. AYES: Austin, Fortino, Kuhn, Montante, Vogt, Walker, Wint, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 160 Picnic Tables for Independence -Oaks and Waterford Wave Pool The following bids were received from County Purchasing for the picnic tables: Belson Manufacturing Company $70.00 Each Miracle Equipment Company 62.84 Each Jack Golden and Associates 62.80 Each Game Time - Jennings Inc. 59.70 Each The tables are 211 thick #1 Pine, kiln dried, Penta treated with pressure and painted with redwood stain. All include Cadium plated hardware, and are nut and bolt constructed --no wood screws. Each seats 6 comfort- ably, and can seat up to 8. Staff recommends awarding the bid to the low bidder, Game Time, in the amount of $59.70 per table, with a total price of $9,552.00. Moved by Dr. Montante, supported by Mr. Kuhn to approve the bid from Game Time in the amount of $9,552.00 for the 160 picnic tables. Commission Meeting, April 9, 1976 Page 5 12 Round Fiberglass Picnic Tables for Waterford Wave Pool The following bids were received in County Purchasing for fiberglass picnic tables: Miracle Equipment Company $126.00 Each Belson Manufacturing Company 189.00 Each Game Time, Inc. 259.00 Each Jack Golden and Associates NO BID Flaghouse Inc. NO BID Moon Valley Rustic Furniture NO BID Each table is 80" in diameter, seating 8 to 10 people. Also, it is possible to order through Miracle Equipment Company a silk screen for Oakland County 41Oak Tree" decals. The silk screen costs $100, after which we would own it, and the decals would cost $15 each. This would bring the total to $1,792.00. Moved by Mrs. Walker, supported by Mr. Wint to accept the low bid of Miracle Equipment, including the silk screen and decals, in the amount of $1,792.00. Sprayer - Independence -Oaks The following bids were received from County Purchasing for the sprayer: --Wilkie Turf $4,199.91 Lawn Equipment Company 2,943.00 W. F. Miller and Company 4,500.00 Ferguson Sales Inc. 5,663.00 F. E. Meyers and Bro. Company NO BID Staff recommends awarding the bid to Wilkie Turf for the amount of $4,199.91. Lawn Equipment was the low bidder, but it does not meet specifications. Moved by Dr. Montante, supported by Mrs. Fortino to accept the bid of Wilkie Turf in the amount of $4,199.91 and reject all other bids. FLAG POLE - GROVELAND-OAKS: Alex and Bea Birch were present to present the Commission with a plaque and flag pole at Groveland-Oaks in appreciation for their permission to use Groveland-Oaks for their 1975 Fall Campout. From the gate receipts received at the campout, N.C.H.A. made five (5) contributions: 1) A first aid kit to their Michigan State Association Debt Program, which assists them in cases of disaster. 2) National. Kidney Foundation. 3) Wildlife Program. 4) N.C.H.A. Scholarship. 5) Plaque and Flag Pole to Groveland-Oaks. They plan to install the flag pole base Saturday, April 17, 1976, and have a presentation at the Seven Chapter Campout on April 24, 1976. The plaque reads as follows: Flag pole base donated to Groveland-Oaks County Parks by Road Runners, Chapter 22; Static Chasers, Chapter 96; Happy Wheelers, Chapter 137; Apollos, Chapter 138; Teepee Dwellers, Chapter 203; Get -Away Gang, Chapter 213; McMullen Camp -Along, Chapter 248. Those chapters for Michigan State Association Campout, September 19 through 21, 1975; Alex and Bea Birch, General Chairmen; George N. Skipper, Co -Chairman; N.C.H.A., Inc. Moved by Mr. Kuhn, supported by Mrs. Austin to accept the gracious offer from the National Campers and Hikers Association. Motiaz carried unanimously. SPRINGFIELD-OAKS FORD NIX COUNTRY AND WESTERN: Mr. Lacey asked the Commission's approval for a proposed Country and Western Fair Day, Saturday and Sunday, July 17 and 18, 1976. Between 500 and 1,000 people are expected to attend each day. This has been approved as to form by Civil Counsel, and the Springfield Township Supervisor has been advised. There will be advance sales. Moved by Dr. Montante, supported by Mr Vogt to approve the contract. PARK ENTRANCE SIGNS: Staff has been working on standard park entrance signs. Have checked into different park system, looking for legibility and attractiveness. Signs are designed to carry continuity from sign to park buildings. The wood features will be the same, and signs will utilize materials that can be replaced easily in case of vandalism. Waterford Wave Pool will have fluted block; Springfield -Oaks will have diagonal wood; Groveland, Independence and Addison will all have stone. Signs will have a varying cost of from $750 to $975, plus lighting and plantings; amount is under the budget. Also, parks will have signs marking off different areas, such as swimming and picnicking. Moved by Mr. Wint, supported by Mrs. Fortino to approve the concept of this type of format. Motion carried unanimously. SEASON PASS - DAY USE PARKS Staff has reviewed the concept of making available a season pass to Oakland County residents, at least on a one-year trial basis. Passes are recommended based upon the fact that both the H.C.M.A. and State parks are utilizing them. Passes will be numbered so that we may record the number when entering the park, thereby knowing where and when the pass is being used. Once issued, these passes should save time for people entering the park. Price for the season pass is $5; regular day -use fees are $2. With these passes, it is possible people will visit our other day use parks. Right now we have season passes for the Wave Pool and Annual Greens fees for the golf courses. Mrs. Walker mentioned the fact that a postcard feedback at the end of the year would be helpful. Mr. Reickel stated that we could implement a return receipt letter to these people for their opinions to insure a better response. Moved by Mrs. Fortino, supported by Mr. Vogt to approve the concept of the season pass with re-evaluation at the end of the season, and incorporating Mrs. Walker's idea of contact- ing the people at the end of the season for their input. Motion carried unanimously. Commission Meeting, April 9, 1976 Page 10 Distributed an article in the Rochester Clarion written by Ed Morey, Morey's Golf and Country Club. Distributed an article in the Detroit News regarding the Trail Hike at Independence -Oaks. This hike was to prepare 40 children for an Appalachian Trail Hike. Received letter from Salvation Army thanking the C.E.T.A. workers for their $55 donation. Sent out news releases for dog obedience classes, belly dancing classes, antique show at Springfield with a famous clock restorer, and golf courses opening for 1976. Letter sent to Personnel Practices Committee requesting one Maintenance Laborer position be changed to a Typist I. This request was made to relieve some of the workload of the staff. Received a request from the Pontiac -Oakland Symphony Orchestra to play at Waterford -Oaks Friday, June 4, 1976. It is recommended by the staff to allow them to use Waterford -Oaks for the concert. Moved by Mr. Wint, supported by Mrs. Fortino to allow the Pontiac -Oakland Symphony Orchestra to use Waterford -Oaks for a concert on June 4, 1976. Motion carried. The 50 acres from Ted Gray are now owned by the Commission. The Northwest Parks and Recreation Association has donated $100 for the millage renewal campaign. Other contributions total $350. NEW BUSINESS• Mrs. Walker asked if it would be possible for the mobile units to be used in the future for end -point warming huts for cross-country skiers. It was noted that the mobile units are not heated. Commissioners were formally invited to the Parks and Recreation Tenth Anniversary Banquet at White Lake -Oaks on April 28, 1976, at 6:30 p.m. Cost per person is $5. The people who are being recognized at the banquet have already been notified. The new parks film will be shown at the dinner. Starting April 12, 1976, three of our full-time employees will be working full-time on the millage: Tom Jackson, Rod Whaley, Gerry.Lee. Mr. and Mrs. Birch, N.C.H.A., gave a special thanks to Arnold Johnston, Superintendent of Parks, for all the help he has given them in the past. Mr. Richardson reported on the conference March 29-31 in Washington. It was attended by Mr. Vogt, Mr. Wint, and Mr. Richardson. Commission Meeting, April 9, 1976 Page 11 Mr. Reickel asked the Commissioners for any ideas and suggestions they might have on the millage renewal. Regular meetings are held by the staff in the Commission Room every Monday morning at 10 a.m. Commission- ers are invited to attend the film "premiere" on Monday, April 19, 1976. Letter was sent to past commissioners asking for financial and moral support in the millage.
