PARKS AND RECREATION COMMISSION MEETING
August 27, 1976
The meeting was called to order at 10:20 A.M. in the Parks and
Recreation Commission Room by Chairman E. Frank Richardson.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice -Chairman Lewis Wint, Secretary
Velma Austin, Betty Fortino, Fred Harris, George Kuhn, Dr. Joseph
Montante.
COMMISSION MEMBERS ABSENT:
Richard. Vogt, Marjorie Walker
ALSO PRESENT:
R. Eric Reickel;Jon J. Kipke; Sheila Cox; Dorothy Smith, Bucks
County, Pennsylvania; Don VanLoo, Janz & Knight; Ted Dziurman,
Director, Facilities Engineering; Robert J. Salogar, Anthony M.
Franco, Inc.; Tim Keeley, Daily Tribune.
Mr. Kipke showed a slide presentation of work projects and various
activities within the parks during the past several months.
APPROVAL OF MINUTES:
Moved by Mrs. Austin, supported by Mr. Kuhn, to
approve the minutes of the meeting of August 13,
1976, as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Dr. Montante, supported by Mr. Harris,
to approve payment of Vouchers 8-2 through 8-183.
Discussion followed.

A sufficient majority having voted therefor, the
motion carried.

1976 AUDIT:
Don VanLoo, Janz & Knight, discussed the procedures for conducting
the 1976 audit. Cost of audit would range from $6400 to $6800.
It was noted by Chairman Richardson that the Commission had been
pleased with the work performed in the `74 and `75 audits by
Janz & Knight.
Moved by Dr. Montante, supported by Mr. Wint, to
direct the firm of Janz & Knight to conduct the
1976 audit for the Parks and Recreation Commission.
Motion carried.
PARK SYSTEM TRUST FUND:
Mr. Reickel presented a sample agreement for a Park System Trust
Fund and requested Commission approval for staff to proceed with
investigation as to the feasibility of a Trust Fund for the
Oakland County Parks and Recreation Commission.
Discussion followed on various aspects of a Trust Fund.
Moved by Mr. Harris, supported by Mrs. Fortino,
to adopt the idea in principle and authorize the
Director to contact Civil Counsel in development,
for presentation in the future, of a proposed Trust
Fund Agreement; but yet adequate time before the
presentation to review and discuss the proposed
Trust Agreement among the Commissioners.
Motion carried.
ADDISON-OAKS, PAINTING OF WATER TOWER:
The following bids were received.on August 18, 1976, for painting
of the water tower at Addison -Oaks.
Craftsmen Painting Service, Inc. $11,400.
George Kountoupes Painting Company 10,100.
Staff concurred with recommendation of Facilities Engineering to
award the contract to the low bidder, George Kountoupes Painting
Company in the amount of $10,100, and approve total project funding
as listed below:

Moved by Mr. Kuhn, supported by Mrs. Austin that
contract for painting the Addison -Oaks Water
Tower be awarded to the low bidder, George
Kountoupes Painting Company, in the amount of
$10,100, and approve miscellaneous charges and
contingency for total project funding of $12,500.

A sufficient majority having voted therefor, the
motion carried.
"BIKE '76"
Mr. Kipke distributed the Program of Events for the cycling events
scheduled for August 28 and 29. Sanctioned by the U. S. Cycling
Federation, registered riders from throughout the United States,
Canada, Europe and Australia have registered for the event.
"Bike '76" is being promoted by the -Oakland County Parks and -
Recreation Commission and sponsored by the Coca-Cola Bottling
Company, Detroit, and Community National Bank, both of whom donated
$4000 toward prize gifts. Cash prizes cannot be awarded to amateur
riders. First prize is a bicycle worth $1000.
DIRECTOR'S REPORT:
---Wave Pool will close Labor Day, September 6.
---Commission received thank -you note from Pauline McCormick for
the terrarium sent to her during her illness.
---Received thank -you letter from Dr. Forrest D. Hunt for courtesies
extended to the Scouts of Denmark during their visit to the Wave
Pool.
---Mott High School in Waterford Township and Waterford Township
High School will use White Lake and Springfield as their home golf
courses. Each will pay an $85.00 team membership fee.
---Received request from Hazel Park and one from Bishop Foley High
School in Madison Heights to use the Red Run Golf Course when it
is ready for school golf team.
---Mr. Kipke reported some of the Title K employees were working
in the Cities of Troy, Highland Park, and Ferndale, and will be
going to Southfield, to supplement their park beautification
programs.
---Will have a report on Wave Pool attendance and revenues for
September 10 meeting. Report of expenses should be ready in October.

---Dr. Montante requested Mr. Reickel attend the next meeting of
the Planning & Building Committee to discuss Public Works for Parks
and Recreation projects.
--Striving to meet September 15 seeding deadline for Red Run Golf
Course. All perimeter fencing is up, overpass is built, and the
blacktop is down. Tees and greens are built on one-half the course
and the other half to be completed next week.
