PARKS AND RECREATION COMMISSION
SPECIAL MEETING
December 1, 1976
The meeting was called to order at 2:00 p.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary
Velma Austin, Betty Fortino, Fred Harris, Dr. Joseph Montante,
Richard Vogt, Marjorie Walker,
COMMISSION MEMBERS ABSENT:
George Kuhn
ALSO PRESENT:
R. Eric Reickel, Jon J. Kipke, Arnold Johnston, Mike Thibodeau,
Vic Chiasson, Charles Ross, Jim Lanni, County Commissioner Elect.
The meeting was held to review the proposed 1977 Parks and Recreation
Budget.
As discussed at the previous meeting, flyers were distributed depict-
ing the respective division head's expenses separately from his over-
all division budget. It was explained that 4 of the Superintendent
of Parks salary was charged to Technical Support, 4 to Addison, 4 to
Groveland and 4 to Independence -Oaks.
Commissioner Harris questioned the necessity of the proposed
reorganization of the department and suggested that control was being
disseminated rather than centralized.
Mr. Reickel explained that with the addition of a new golf course at
Red Run, the additional 9-holes at Springfield and the existing
White Lake facility, a Golf Superintendent, aside from his expertise
in turf management, would provide a direct line of communication be-
tween the courses and the administration. The position of Golf Course
Superintendent would also eliminate the need for an expert greenskeeper
at each course. He further explained the organizational chart was
prepared to identify functions of the park system.
Moved by Mrs. Walker, supported by Mrs. Fortino,
adoption of the Reorganization Chart.
Discussion followed.
AYES: Fortino, Walker, Wint (3)
NAYS: Austin, Harris, Montante, Vogt, Richardson (5)
A sufficient majority not having voted therefor,
the motion failed 5-3.

Moved by Mr. Harris, supported by Dr. Montante, that
a Table of Organization be established. Under
Administration, the Director; under the Director,
the Deputy Director; under the Deputy Director, the
Superintendent of Parks, and the department heads of
golf and recreation report upward.
Discussion followed.
The motion was withdrawn by Mr. Harris and the second
to the motion was withdrawn by Dr. Montante.
Discussion conducted on the feasibility of creating the position of
Golf Manager at Springfield -Oaks and the existing duties of the
Springfield Y.A.C. Manager.
The Chair directed the next budget hearing be scheduled for Monday,
December 6, 1:30 p.m.
