Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary Velma Austin, Betty Fortino, Fred Harris, George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Vic Chiasson; Robert Bomia; Charles Ross; William Clark, Parks and Recreation Commissioner Elect; Donald Deni, Parks and Recreation Commissioner Elect; Bob Peters, Chairman, Springfield Township Parks and Recreation Commission; Roger Reynolds, Billie Jean King Tennis Center; Forrest Milzow, Deer Lake Racquet Club; William Luddy and Robert Salogar, Anthony M. APPROVAL OF MINUTES: Moved by Mr. Wint, supported by Mrs. Fortino, approval of the minutes of the meetings of November 12, 22, 30, and December 1, 1976, as written with the following correction: Meeting of November 22, fifth paragraph, the word "resented" be changed to read "presented." Motion carried. APPROVAL OF VOUCHERS: Moved by Dr. Montante, supported by Mrs. Walker, to approve payment of Vouchers 11-77 through 11-200. Discussion followed. AYES: Fortino, Montante, Walker, Wint, Austin, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. TTENDANCE REPORT: Moved by Mrs. Austin, supported by Mrs. Fortino, to receive Attendance Report for November, 1976. Motion carried. (Commission Meeting, December 10, 1976) Page Two STATEMENT OF OPERATIONS: Moved by Mrs. Walker, supported by Dr. Montante, to receive Statement of Operations for October, 1976. Motion carried. Chairman Richardson welcomed William Clark and Donald Deni, Parks and Recreation Commissioners -Elect, Roger Reynolds and Forrest Milzow, representing local tennis interests, to the meeting. SPRINGFIELD TOWNSHIP - LEASE: Bob Peters, Chairman of the Springfield Township Parks and Recreation Commission requested their lease with the Oakland County Parks and Recreation Commission for 5.7 acres at the Davisburg Mill Pond be extended from a period of one year to ten years. The Springfield Parks Commission wants to build a boat ramp facility on the site and needs the long-term lease to qualify for Community Development funds. Mr. Reickel stated that Civil Counsel had no objection to the extension of the lease. Moved by Dr. Montante, supported by Mrs. Fortino, to extend the lease between the Oakland County Parks and Recreation Commission and the Springfield Town- ship Parks and Recreation Commission from one year to ten years. ROLL CALL VOTE: AYES: Montante, Walker, Wint, Austin, Fortino, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried 6-0. LOCAL ZONING CONTROLS: Dr. Montante stated his opposition to House Bills 4893, 4894, and 4896 which would allow adult foster care facilities and child care organizations to locate within residential areas and be exempt from special or local conditional use permits. No action requested. WATERFORD-OAKS PHASE II: Staff requested Commission approval to apply for funding for Phase II of Waterford -Oaks and to refer the application to the Planning and Building Committee for eventual approval by the Oakland County Board of Commissioners. Phase II is to include: vehicle entry drive, parking for 140 cars, 8 lighted tennis courts, 4 lighted deck tennis courts, 10 lighted (Commission Meeting, December 10, 1976) Page Three shuffleboard courts, 10 lighted horseshoe courts, comfort station and administrative building, and landscaping. Mr. Reickel stated that staff would also endeavor to work with the Indoor Tennis Association in order to strengthen tennis in Oakland County. Commissioner Wint stated that a baseball diamond complex should be given priority over outdoor tennis courts as it would serve a greater number of people throughout the County whereas tennis courts would basically serve residents in close proximity to the park. Moved by Dr. Montante, supported by Mrs. Austin, approval of Phase II of Waterford -Oaks. Discussion followed on a tennis court complex vs. a softball diamond complex, plus the future possibility of a "bubble" to cover the courts. Roger Reynolds and Forrest Milzow, representing private tennis in- terests, expressed their opposition to the proposed outdoor courts. Commissioner Montante stated it was the responsibility of the Commission to provide facilities for those persons unable to belong to private clubs. Chairman Richardson felt that much study was necessary before any thought should be given to further expansion for a tournament facility. Moved by Dr. Montante, supported by Mrs. Austin, to close debate. Motion carried. ROT.T. CAT.T. VOTR ON nRTGTNAT. MnTTnN AYES: Montante, Vogt, Walker, Austin, Fortino, Kuhn, Richardson (7) NAYS: Wint (1) A sufficient majority having voted therefor, the motion carried 7-1, Moved by Mr. Wint, supported by Mrs. Austin, this Commission go on record that there be no future thought given to "bubbling" or enclosing these tennis courts. Moved by Dr. Montante, supported by Mrs. Austin to amend the motion that before the Parks and Recreation Commission goes into another phase of this program that a public hearing be held to seriously consider infringement on private enterprise. Amendment to the motion carried. Motion, as amended, carried. (Commission Meeting, December 10, 1976) Page Four Mr. Reickel stated staff was in the process of developing a five- year capital program that would be presented to the Commission in 1977. It is expected that public hearings will be held before final approval. "NAME THE GOLF COURSE": Moved by Mr. Kuhn, supported by Dr. Montante to rescind the 100% rule for attendance but not the 2/3 majority vote for implementation of the de- cision in naming the new golf course. ROLL CALL VOTE: AYES: Vogt, Walker, Wint, Austin, Fortino, Kuhn, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried 8-0. Discussion conducted on the name of the course and the Commissioners cast a secret ballot. Charles Ross, Accountant, tabulated the votes with the following results: Madison -Oaks (1); Red -Oaks (6); Twelve - Oaks (1) . Moved by Mr. Kuhn, supported by Dr. Montante, the formal name of Red -Oaks be dedicated. ROLL CALL:VOTE: AYES: Vogt, Walker, Wint, Austin, Fortino, Kuhn, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried 8-0. SNOWMOBILING: Moved by Mrs. Walker, supported by Mr. Wint, that we officially christen our telephone line for answering questions about snow conditions, "The Snow Line". Motion carried. Moved by Mr. Wint, supported by Mrs. Walker that the Commission go into Executive Session. Motion carried. The Commission went into executive session at 12:00 noon. COMMISSION MEMBERS ABSENT: George Kuhn 1977 BUDGET: Moved by Mr. Harris, supported by Mrs. Walker, adoption of the proposed 1977 Parks and Recreation Budget, Mr. Reickel recommended Commission approval of allowing ice shanties on the lakes in County Parks where ice fishing is permitted. A fee of $1/day or $5 per season was recommended. Moved by Mrs. Fortino, amend motion to include regarding ice shanties. LL CALL VOTE ON AMENDMENT: supported by Mrs. Austin, to in the budget the policy AYES: Vogt, Walker, Wint, Austin, Fortino, Harris, Kuhn, Montante, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the amendment to the motion carried 9-0. Moved by Mr. Wint, supported by Mrs. Fortino, to .further amend the budget by adding a footnote to Page IX-2 to instruct the Chairman of the Oakland County Parks and Recreation Commission to request the Personnel Department develop a new salary range for the Director of the Oakland County Parks and Recreation Commission with an immediate increase of his 1977 salary to be at a figure of $32,000. Mr. Wint explained the intent of the new salary range for the Director was that it could possibly go higher than $32,000 to give the Commission more flexibility. (Commission Meeting, December 10, 1976) Page Six Mr. wint acknowledged the responsibilities of the job the Director was doing and expressed a vote of confidence and support by the Commission. ROLL CALL VOTE ON ORIGINAL MOTION: AYES: Austin, Fortino, Harris, Kuhn, Montante, Vogt, Walker, Wint, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion to approve the budget, as amended, carried 9-0. Mr. Kuhn requested an "Aye" vote, in his absence, be cast on his behalf in favor of the budget and amendments. DIRECTOR'S REPORT: ---Received plaque from Sports Foundation, Inc., signifying that Oakland County Parks and Recreation Commission was nominated for the 1975 National Gold Medal Award for excellence in the field of Park and Recreation Management. ---Title X completed its tree planting program within the parks; 378 shade trees, 258 ornamental and evergreen, 1,480 deciduous and evergreen shrubs. Title X funding runs out as of December 31, 1976. Manpower Office attempting to get funds to extend the program. ---Staff has been working with Planning Department on an Environ- mental Center for Independence -Oaks. Requested Commission permission to form a committee, to include Mrs. Walker, to develop some type of format for an Environmental Center at Independence -Oaks Park. Moved by Mrs. Walker, supported by Dr. Montante, the Director and Chairman establish a committee to implement an environmental plan for Independence -Oaks. Deadlines for filing with Department of Natural Resources is March, 1977. Motion carried. ----Mr. Bomia requested the Waterford Township Water Department reduce the next sewerage bill for services at the Wave Pool due to the fact water drained from the pool goes into a storm sewer system, not a sanitary sewer, and the billing should be only for water used in refilling the pool. --Michigan Department of State Highways has applied for funds to improve Romeo Road from Rochester Road to Kline Road. This will lead directly to the entrance of Addison -Oaks Park. (Commission Meeting, December 10, 1976) Page Seven ---Elwood Dunn, Manpower Division, requested Parks and Recreation submit a project to them for the Youth Conservation Corps Program during the summer of 1977. A project for trail improvement along the lakeshore at Independence was submitted. Our proposal is among the final twelve being considered. ---MRPA Winter Conference, January 16-19, Hyatt Regency, Dearborn. ---Sent a letter to Jim Brennan, Director of Management & Budget, requesting a $60,000 cash advance to the Parks and Recreation Commission. ---A non-competetive family event, Cross Country Ski Tour "77", to be held at Independence -Oaks on January 8, 1977. ---Due to the grass not germinating properly, it is unlikely Red - Oaks will be ready for play in 1977. ---Two boys were apprehended who had cut down two spruce trees at Red -Oaks; estimated value, $230.
