HomeMy WebLinkAboutMinutes - 1976.12.22 - 38573OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING December 22, 1976 The meeting was called to order at 11:15 a.m, in the Parks and Recreation Commission Room by Chairman E. Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary Velma Austin, Betty Fortino, Fred Harris, Dr. Joseph Montante, Richard Vogt, Marjorie Walker. COMMISSION MEMBERS ABSENT: George Kuhn ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Robert Bomia; Charles Ross; Don Deni, Parks & Recreation Commissioner -elect; Shirley Clancy, San Jose, California; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mrs. Austin, supported by Dr. Montante, to approve payment of Vouchers 12-.1 through 12-77. ROLL CALL VOTE: AYES: Fortino, Montante, Walker, Austin, Richardson (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. WATERFORD-OAKS, SEWER HOOKUP: The Parks and Recreation Commission was cited by the Oakland County Health Department for surface sewage on the premises at 1796 Scott Lake Road. The problem must be rectified within 10 days. Six firms were requested to bid on the sewer hookup and only two responded with quotations ranging from $600 to $1000. Staff requested permission to proceed with the sewer hookup at an estimated cost not to exceed $1000. Moved by Dr. Montante, supported by Mrs. Fortino, to approve sewer hookup for house located at 1796 Scott Lake Road. (Commission. Meeting, December 22, 1976) Page Two ROLL CALL VOTE: AYES: Harris, Montante, Walker, Wint, Austin, Fortino, Richardson (7) NAYS (0) A sufficient majority having voted therefor, the motion carried. RESOLUTIONS: Chairman Richardson read resolutions commending Commissioners Velma Austin, Lewis Wint, and Fred Harris for their service to the Commission during their respective terms which expire January 1, 1977. Moved by Dr. Montante, supported by Mrs. Walker, to approve resolutions. Motion carried unanimously. DIRECTOR'S REPORT: ---Four people submitted the winning name for the new.Red-Oaks Golf Course. Each will be awarded a one-year pass to the course. ---County Commissioners gave approval to apply for funding of Phase II, Waterford -Oaks. ---MRPA Winter Conference, January 16-19, Hyatt Regency, Dearborn. Meeting and dinner for Board & Commission members on Sunday, January 16, Heritage Hall, Greenfield Village. ---Funding for the $50,000 Bicentennial Grant has been extended through March 31, 1977. The grant provides five positions at Independence -Oaks for lake and stream improvement. --.-County Commissioners approved expenditure of local Public Works Act Title II, counter -cyclical funds to extend Title X Program until March 1, 1977. ---Presented an update on progression of Phase II, Independence - Oaks. 95% of the 7 1/2 miles of trails are completed. The boat- house, new picnic area, shelter building, and toilet/shelter building will be completed by the end of January. A committee is being formed to study the concept of an Environmental Center. The braille trail will be built in conjunction with the Center. ---Parks and Recreation will have a booth at the Boat, Camper Sports Spectacular Show, Pontiac Stadium, January 8-15. ---Discussed programming of buses for next summer. Staff will be meeting with local recreation directors to set up recreational programs at County Park facilitiies and/or possible.weekend trips throughout Michigan. (Commission Meeting, December 22, 1976) Page Three Commissioner Harris raised the question of liability insurance if Parks and Recreation transported children in the buses and felt the respective communities should share the cost. Mr. Kipke stated we were covered under the County policy. ---Kathleen Dougherty has made over 200 presentations at various schools on the nature program.
