PARKS AND RECREATION COMMISSION MEETING
July 9, 1976
The meeting was called to order at 10:25 A.M. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice President Lewis Wint, Secretary
Velma Austin, Betty Fortino, George Kuhn, Dr. Joseph Montante,
Richard Vogt.
COMMISSION MEMBERS ABSENT:
Fred Harris, Marjorie Walker
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke, Robert Bomia; Charles Ross; Milton
Handorf, Director, Planning & Physical Development; Robert J. Salogar,
Anthony M. Franco, Inc., Bill Willoughby, Daily Tribune.
APPROVAL OF MINUTES:
Moved by Mrs. Austin, supported by Mr. Kuhn, to
approve minutes of meeting of June 25, 1976, as
written.
Motion carried.
APPROVAL OF VOUCHERS:
Mr. Ross reported that as of the end of June, expenditures for
operating budget were 36% as compared to 39% at this time last year.
Almost 1,000 Motor Vehicle Permits have been sold at Independence -
Oaks.
Moved by Dr. Montante, supported by Mr. Wint, to
approve payment of Vouchers 6-183 through 6-254.

A sufficient majority having voted therefor, the
motion carried.
ACTIVITIES REPORT FOR JUNE:
Moved by Mr. Wint, supported by Mrs. Austin, to
receive Activities Report for June, 1976.
Motion carried.

INDEPENDENCE -OAKS, MAINTENANCE VEHICLES:
Mr. Kipke explained that general maintenance vehicles are needed
at Independence -Oaks to properly transport employees within the
park for maintenance work.
The following bids were received by Central Purchasing for two Q
vehicles similar to those already being used in three of the parks:

Staff recommended that two Toro Workmasters be purchased from Wilkie
Turf for a total figure of $4,794.00. This purchase was not in-
cluded in the 1976 Capital Equipment Budget; however, there appears
to be sufficient surplus funds in this account to cover the purchase.
Moved by Mrs. Fortino, supported by Dr. Montante,
to receive low bid of Wilkie Turf for two Toro
Workmasters in the amount of $4,794.00 for
Independence -Oaks Park.

A sufficient majority having voted therefor, the
motion carried.
RED RUN GOLF COURSE:
Mr. Bomia explained he was able to obtain 26,000 cu. yds. of off -
site fill from the construction of I-696 in Macomb County.
Due to a Madison Heights City Ordinance, it is necessary to obtain
a permit to move fill onto the site; cost, $132.00. The City gave
permission to haul fill while the permit is being issued.
Mr. Bomia further stated that due to the delay in obtaining free
fill dirt and permits, it was questionable whether or not th-e
September 15 deadline for seeding could be met, which could result
in the course not opening until 1978.
Discussion conducted on possible overtime pay for contractors so
the project could be completed on schedule. Commissioner Austin
requested staff prepare an estimate on what the profit margin would
be in the summer of 1977 to see if it would compensate for overtime
wages.
Commissioner Kuhn requested a bi-weekly status report on the golf
course.

DIRECTOR'S REPORT:
---Stephen Gillette, Assistant Park Manager and coordinator for the
Title X Program resigned to take the position of Superintendent of
Parks in Royal Oak. His vacancy will not be refilled.

---Wave Pool attendance for first seven days of operation was
4,510. Total revenue for the period was $6,045. County Security
Division will provide night security for the facility.

---Union contract between Teamsters (Park Managers) and Parks and
Recreation Commission in mediation.
---Madison Heights Jaycees will not be using Red Run Drain for
Jaycee Fair this year.
---MRPA Summer Conference, July 16-18, Sheraton Motor Inn, Flint,
Michigan.
---NRPA Conference, October, Boston, Massachusetts. Pre —register
before September 15.
---Red Run Groundbreaking changed from Friday, July 23, to Wednesday,
July 28, 2:00 P.M.
---John Laffrey will be present at July 23 meeting to discuss
concession areas for Wave Pool, Independence —Oaks, and Springfield —
Oaks.
