Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice -Chairman Lewis E. Wint, Secretary Velma Austin, Betty Fortino, George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker. COMMISSION MEMBERS ABSENT: Fred Harris ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Robert Bomia; Charles Ross; Rod Whaley; Milton Handorf, Director, Planning & Physical Development; John Laffrey, Edwin Fuller, George Lekas, Laffrey & Fuller Restaurants, Inc.; Robert Salogar, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune. SLIDE PRESENTATION: Rod Whaley presented slides of the ribbon cutting ceremony at the Waterford -Oaks Wave Pool. APPROVAL OF MINUTES: Moved by Mr. Wint, supported by Dr. Montante, to approve the minutes of the meeting of July 9, 1976, as written. Ibtion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Austin, supported by Dr. Montante, to approve payment of Vouchers 7-1 through 7-170.. Discussion conducted on operation of the Wave Pool. AYES: Fortino, Kuhn, Montante, Walker, Wint, Austin, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, July 23, 1976) Page Two STATEMENT OF OPERATIONS: Moved by Mrs. Austin, supported by Mrs. Walker, to accept the Statement of Operations for June, 1976. Motion carried. WATERFORD WAVE POOL - LANDSCAPING BIDS: The following bids were received on July 21, 1976, for Lawns, Planting, and Irrigation System at the Wave Pool: R. & R. Lawns & Sprinkler $34,150.00 J. D. Armstrong 35,600.00 George E. Young Nursery 39,623.00 DeAngelis Landscaping 46,706.00 Marine City Nursery 37,630.00 Vidosh Brothers 32,849.50 Dernay Landscape 31,833.95 Lars Hendersen 34,929.00 Crimboli Landscape 30,485.00 Bristlecone Nursery Co. 28,766.83 Staff concurred with recommendation of the architect, Jack Anderson, to award the contract to the low bidder, Bristlecone Nursery Company, for $28,766.83. Mr. Bomia also requested a contingency fund of $3500.00. Moved by Mrs. Fortino, supported by Mrs. Walker, to accept low bid of $28,766.83 from Bristlecone Nursery Company for the Lawns, Planting and Irrigation System at the Waterford -Oaks Wave Pool and approve a contingency fund of $3500.00; total, $32,266.83. AYES: Montante, Vogt, Walker, Wint, Austin, Fortino, Richardson (7) NAYS : (0) A sufficient majority having voted therefor, the motion carried. WAVE POOL: ---Chairman Richardson read a letter from Jack Monteith, Swanson & Associates, in which he expressed his appreciation for the hospi- tality extended to his family on media day at the pool and for the cooperation of Mr. Reickel and staff during the construction of the project. ---Read complimentary letter on pool received from Douglas Reynolds of Rochester, Michigan. ---Commissioner Walker suggested the possibility of utilizing a youth group to plant flowers at the pool next year. (Commission Meeting, July 23, 1976) Page Three LAFFREY & FULLER CONCESSION AGREEMENT AMENDMENT: Mr. Reickel explained that the opening of Independence -Oaks and the Waterford -Oaks Wave Pool had necessitated the establishment of concession facilities at each park. Staff recommended the agreement be amended to include these two facilities with the follows-ng percentages-: INDEPENDENCE 1976-77 6% of Gross 1978-83 87. of Gross WATERFORD WAVR POOL 1976-77 8% of Gross 1978-83 1G% of Gross Staff further recommended the concessionaire be awarded a five- year extension on his contract with percentages to be- negot%ated at the end of the first five years which terminates in December, 19'78. The extension would run from 1984 to 1988, inclusive-. The Messrs. Laffrey,-Fuller and Lekas were present to discuss all aspects of the agreement and the current and future operations of the various facilities. Mr. Laffrey explained he had an option to purchase a Class C Resort License for the Springfield Clubhouse and in order to capitalize on this investment (if approved by L.C.C.), felt a'five-year ex- tension was in the best interest of both parties concerned as presently, the Springfield concession is operating at a loss. The County would be the co -licensee and the license would remain in the County's ownership if Laffrey & Fuller terminated their agree- ment with the County. Discussion followed. Moved by Mr. Wint, supported by Mrs. Fortino, to approve the following percentages for Independence Concession Stand and Waterford Wave Pool and they be made an amendment to the present contract: INDEPENDENCE 1976-77 6% of Gross 1978-83 8% of Gross T.TA TTV nnnT 1976-77 8% of Gross. 1978-83 10% of Gross AYES: Vogt, Walker, Wint, Austin, Fortino, Montante, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, July 23, 1976) Page Four Moved by Mrs. Fortino, supported by Mrs. Walker, to approve the five-year extension, 1984-1988 inclusive, of the contract with Laffrey & Fuller Restaurants, Inc., with the understanding the Parks and Recreation Com- mission will negotiate percentages for the additional five years at the end of the first five years of the contract, which is December, 1978; contingent upon approval of Civil Counsel. AYES: Walker, Wint, Austin, Fortino, Montante, Vogt, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. DIRECTOR'S REPORT: ---Public Works Bill: Submitted list of Parks and Recreation projects to M. Handorf for consideration by County Commissioners when funding becomes available to Oakland County. ---Letter sent to Madison Heights City officials and residents whose property borders on the Red Red Golf Course, informing them the removal and installation of fencing will begin August 2. ---Groveland Office Building: Building was sold by Parks and Recreation to Oakland,County in July, 1970, for $95,000. It has recently been purchased by Groveland Township and the original deed cannot be located. Staff requested Commission authorization for the Chairman to sign new Quit Claim Deed, reflecting the 1970 purchase to the County. Moved by Dr. Montante, supported by Mrs. Austin, to authorize Chairman to sign the Quit Claim Deed for the Groveland Office Building. AYES: Wint, Austin, Fortino, Montante, Vogt, Walker, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. RED RUN DRAIN: Mr. Bomia reported that 16,000 of the 26,000 cu. yds. of fill had been delivered to the Red Run Golf Course site. Some of the fill had to be rejected because of undesirable material in it, causing further delay in the project. The contractor, Jack D. Anglin, has expressed his concern about meeting the 1977 deadline. RED RUN GROUND BREAKING: Wednesday, July 28, 2:00 P.M. (Commission Meeting, July 23, 1976) Page Five "BIKE 76" and "MINI -MARATHON": "Bike 76", for United States Cycling Federation Registered Riders only, will be held August 28 and 29, 1976, originating from the County Court House. The race encompasses 76 miles of open road throughout northern Oakland County. It is being promoted by the Oakland County Parks and Recreation Commission and sponsored by the Coca Cola Bottling Company, Detroit, and Community National Bank, Pontiac. The "Mini -Marathon" will be held August 29 and offers an oppor- tunity for the general public to participate in a non -racing bike event. Length of route is 7.8 miles. NEW BUSINESS: Commissioner Walker suggested using the concession area of the pool as a place for illuminated transparencies, with or without sound, to help people familiarize themselves with other available park facilities.
