PARKS AND RECREATION COMMISSION MEETING
June 11, 1976
The meeting was called to order at 10:25 A.M. in the Parks and
Recreation Commission Room by Chairman E. Frank Richardson.

APPROVAL OF MINUTES:
Moved by Mr. Wint, supported by Dr. Montante to
approve the minutes of the meeting of May 28,
1976, with the following corrections:
Page 2, Wave Pool Dedication: "Free swimming
to public on May 19 and 20 be changed to
"Free swimming to public on June 19 and 20".
Page 5, Red Run Golf Course:...."the fence
will be placed one foot outside the property
line" be changed to ......"the fence will be
placed one foot outside the private property
owners' line".
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mrs. Fortino
to approve payvnent of Vouchers 6-1 through 6-59.

A sufficient majority having voted therefor, the

ACTIVITIES REPORT:
Moved by Mrs. Austin, supported by Dr. Montante,
to receive Activities Report for May, 1976.
Motion carried.
OAKLAND COUNTY JUNIOR GOLF INVITATIONAL:
Kirk Hart, Tournament Director for the Junior Golf Invitational,
reported the Tournament would be held at White Lake -Oaks on June 23,
24, and 25, 1976.
The $15.00 entry fee includes practice round on Wednesday, banquet
on Wednesday night, lunch on Thursday and Friday, 36 holes Medal
Competition and all awards. Approximately 92% of participants will
be Oakland County residents.
Commissioner Wint complimented Mr. Hart on keeping the Commission
well-informed regarding the Tournament.
OAKLAND COUNTY ALL STAR BASKETBALL CLINIC. INC:
At a previous meeting, Frank Russell, coordinator for the Oakland
County All Star Basketball Clinic, Inc., requested Commission
subsidy of their summer program.
Based upon legal interpretation from Robert Allen, Civil Counsel,
and Commission philosophy, staff recommended a cash grant be
denied and the Commission cooperate wherever possible by providing
in -kind services to the Clinic.
Moved by Mr. Wint, supported by Mrs. Austin,
the acceptance of staff recommendation.
Discussion followed on types of services the Commission cou possibly
make available to the clinic; ie, mobile recreation units,sing
groups to parks, visits to the Wave Pool, staff assistance, etc.
Mr. Russell requested, and the Commission agreed, to prepare a
letter of endorsement for the Basketball Clinic Program.
Motion carried.
SPRINGFIELD-OAKS Y.A.C.. BICENTENNIAL REOUESTS:
Mr. Reickel reported he had received letters from the County
American Revolution Bicentennial Commission and the Springfield
Township Historical Society, requesting the free use of the Y.A.C.
for separate Bicentennial dances.
He explained the In`e,endence Township -Clarkston area Bicentennial
Committee recently used, this facility and paid the full rental
price of $300.00 and also rented it for another dance in September.

In order to remain consistent, staff recommended that the policy
the Commission has pertaining to governmental units .............
"Governmental units will have 50% reduction in facility rentals
and fees," be applied in each case.
Moved by Mr. Kuhn, supported by Dr. Montante
to approve staff recommendation which will
grant our facilities for one-half the regular
price for Bicentennial Committees and/or quasi -
governmental operations.
Discussion followed.
Motion carried.
ADDISON-OAKS DAM STRUCTURE:
Mr. Dziurman reported the following bids were received on June 2
for the Water Control Structure at Addison -Oaks Park:
The Chase Company $17,831.00
E. T. Cook, Inc. 32,479.00
Glenwood Construction Company 29,200.00
Morrisson Company 60,008.00
J. W. Powell Construction Company 24,697.00
Premier Contractors 18,149.83
Sun Contracting Company 20,606.00
Wydan Construction Company 16,900.00
Staff concurred with recommendation of Facilities Engineering
to award the contract to the low bidder, Wydan Construction, in
the amount of $16,900.00 and funding be allocated as follows:
Construction $16,900
Construction Supervision 2,600
Contingency 2,000
TOTAL $21,500
Moved by Mr. Harris, supported by Mr. Wint, to
award contract to the low bidder, Wydan Construction
Company, for $16,900, including contingencies for a
total of $21,500.

MOBILE RECREATION:
Vic Chiasson, Mobile Recreation Supervisor, presented a progress
report on the 1976 Mobile Recreation Program. As of June 10, 192
visits have been scheduled for municipalities and 82 visits for
private organizations for a total revenue of $14,050.
Mobile Recreation received a grant from the Department of Labor
in the amount of $20,400 which allows for 364 free visits to various
low-income areas.
Mobile units have recently participated in the Scoutacular at the
Pontiac Stadium and the Michigan Special Olympics for handicapped
children at Central Michigan University.
Approximately 75% of the mobile units are utilized in Southern
Oakland County.
Discussion followed on all aspects of the program.
DIRECTOR'S REPORT:
---Wave Pool Ribbon Cutting ceremony delayed due to carpeting, fencing,
and calibration of machinery. New date to be established as soon as
possible.
---The 18 holes will open at Springfield -Oaks on June 12.
---Red Run Golf Course: Held meeting with residents whose property
abuts the golf course and talked to them about removing the
existing four -foot fence and installing a six-foot fence. More than
50% of the residents signed a petition stating they preferred an
eight -foot fence as opposed to a six-foot fence.
Mr. Bomia reported the higher fence would cost $6.80 per foci more
to install for an additional $10,200.
Discussion followed.
Moved by Mrs. Fortino, supported by Mrs. Austin, for
the sake of uniformity, not to approve an eight -foot
fence at an additional cost of $10,200.
Commissioner Walker requested a revised price comparison between
a six-foot fence and an eight -foot fence.
Moved by Mrs. I -Talker, supported by Mrs. Fortino to table
the motion.
Motion to table carried.
