PARKS AND RECREATION COMMISSION MEETING
June 25, 1976
The meeting was called to order at 10:20 A.M. in the Parks and
Recreation Commission Room by Chairman E. Frank Richardson.
COMMISSION MEMBERS PRESENT:

to approve payment of Vouchers 6-60 through
6-182.

STATEMENT OF OPERATIONS:
Moved by Mr. Wint, supported by Mrs. Austin, to
receive Statement of Operations for May, 1976.

WHITE LAKE -OAKS. FENCING:
As provided in the Capital Budget, the following bids were received
for furnishing and installing 96 feet of ten -foot high, one -inch,
wire mesh protective screening on the 18th tee at White Lake -Oaks:

Mr. Bomia explained the protective screening would minimize the
possibility of errant golf balls from striking a golfer on the
tee.
Staff recommended awarding the contract to the low bidder, Anchor
Fence, in the amount of $1848.00.
Moved by Dr. Montante, supported by Mrs. Fortino,
to award contract to the low bidder, Anchor Fence,
in the amount of $1848.00 for 96 feet of protective
screening at White Lake -Oaks.

Staff recommended the bid be awarded to the low bidder, Zappie
Fence, in -the amount of $1493.00 for 364 lineal feet of fencing.
Bids were also received for relocation of the service gate to

Staff recommended awarding the bid to the low bidder, Zappie
Fence, in the amount of $500.00.
Moved by Mrs. Austin, supported by Mrs. Fortino
to award contract for 364 lineal feet of fencing
and relocation of service gate at Groveland-Oaks
to the low bidder, Zappie Fence, for $1493.00 and
$500.00 respectively.

GROVELAND-OAKS, SITE ELECTRICAL IMPROVEMENTS:
Mr. Dziurman explained the site electrical improvements involved
the installation of new underground electrical service: in the
southeast portion of the park to serve five existing buildings
plus the pump house. Presentservicewas installed as needed without
planning for future needs. When the new Maintenance Building was
being constructed, Consumers Power strongly recommended corrective
work be done if electrical service was to be provided to the
Maintenance Building.
The following bids were received on June 16, 1976, for the project:

Mr. Dziurman further stated that after consultation with the
electrical engineering consultant, the substitution of aluminum
conductor for copper should be considered. Facilities Engineering
received a letter from Shaw Electric stating that if after the
award of contract, the County wanted to issue a Change Order
changing the type of material for the conductor, they would give
a credit of $1200.00.
Staff concurred with recommendation of Facilities Engineering to
award the contract to the low bidder, Shaw Electric, in the amount
of $11,767.00 and change type of material for a credit of $1200.00.

Funding for this project as listed below would be required:
Construction $11,767.00*(deduct of $1200)

*The deduct of $1200.00 would be a Contingency Fund.
Moved by Mrs. Fortino, supported by Mr. Kuhn, to
accept low bid of Shaw Electric Company in the
amount of $11,767.00 and total project funding of
$15,600.00 with an anticipated $1200.00 credit
from the contractor -for aluminum conductor instead
of copper.

RED RUN GOLF COURSE. CHECK PROPERTY:
Chairman Richardson requested action on the signed Purchase
Agreement for Commission purchase of .42 acres from Mike and
Anna Check at the Red Run Golf Course. Purchase price is $22,500
(includes approximately 35 trees on the property).
Moved by Dr. Montante, supported by Mrs. Walker to
authorize Chairman to sign Purchase Agreement between
Mike and Anna Check and the Oakland County Parks and
Recreation Commission for the purchase of .42 acres
at the Red Run Golf Course for $22,500.00.

RED RUN GOLF COURSE, LAND BALANCE:
Mr. Bomia reported an additional 26,000 cu. yds. of off -site fill
material was necessary for the Red Run Golf Course. Movies were
shown of the debris that had been uncovered and unanticipated at
the site. Cost for additional fill material would be $48,000 after
credit is given for on -site material not being moved.

Don Childs, Bills/Childs Associates, explained the necessity
of getting the topsoil on so that more trash doesn't surface and
also, if the project didn't proceed immediately, delayed seeding
would extend the opening of the golf course until 1978.
Moved by Mr. Kuhn, supported by Mrs. Fortino,
to see if dirt can be obtained at a cheaper
price and bring proposal back to Commission
for approval.
Discussion followed on means of obtaining free fill dirt; ie,
Michigan Department of State Highways, Oakland County Road Commission,
etc.
Mr. Kuhn withdrew motion.
Moved by Dr. Montante, supported by Mrs. Walker to
approve purchase and spreading of 26,000 cu. yds.
of off -site fill material at $1.90 per cu. yd., not
to exceed $45,400, and to explore the possibility of
obtaining free material from Michigan Department of
State Highways, Oakland County Road Commission and
Oakland County Drain Commission.

ADDISON-OAKS TRANSIT MUSEUM:
Bob Bills, Bills/Childs Associates, reported that one interurban car
had been completely refurbished and moved to Selfridge Air Force
Base from Michigan City, Indiana. The other two cars owned by the
Parks and Recreation Commission are still in Michigan City, Indiana.
Mr. Bills requested $1500.00 to move the refurbished car from
Selfridge Air Force Base to Addison -Oaks Park.
Moved by Mr. Wint, supported by Mr. Vogt, to
authorize $1500.00 for movement of one
interurban car from Selfridge Air Force Base
to Addison -Oaks Park.

RED RUN GOLF COURSE - CHANGE ORDERS:
Mr. Bomia requested approval of two Change Orders for a total add
of $2947.10. The breakdown is as follows:
C.O. ill - Soil erosion control protection $1297.10
C.O. #2 - Adjust height of the catch basin by
five feet 450.00
- Modification of #8 green 1200.00
$2947.10
The green had to be modified from the original plan to meet re-
quirements of the Incinerator Authority that a berm be developed
to screen their operation from the public.
Mr. Bomia discussed the following items for future consideration:
Test wells indicated that the grater supply will be sufficient for
the course. An add will be necessary for the pumphouse structure to
accommodate 440-volt electrical system and internal distribution;
An add to recharge well system -- pump and necessary piping;
Maintenance Building and utilities; Crosswalk being maintained as
construction permits. Will be closed when new structure is con-
structed and letter will be sent notifying surrounding residents
and City of Madison Heights.
Moved by Mr. Kuhn, supported by Mr. Vogt, approval
of Change Orders 1 and 2, in the amount of $2947.10,
for the Red Run Golf Course.
Motion carried.
RED RUN GOLF COURSE. FENCING:
Moved by Mrs. Walker, supported by Mr. taint, to
remove item of golf course fencing from table
for discussion.
Motion carried.
Mr. Bomia presented the following cost comparison figures for
2,150 feet of six-foot vs. eight -foot fence for the Red Run Golf
Course:

*For not buying new six-foot fabric for Incinerator Authority property
and not re -installing 1400 feet, plus or minus, of the existing
7 gauge galvanized fence on -site.
More than 2/3 of the property owners, whose property abuts the course,
signed a petition requesting an eight -foot fence.

approve an addition to the contract to purchase
2,150 lineal feet of eight -foot fence for the Red
Run Golf Course; total amount; $11,661.15.

DIRECTOR'S REPORT:
...Mr. Reickel reported on the success of the Oakland County Junior
Golf Tournament held at White Lake -Oaks-, June 23-25. Rick Forzano
was the guest speaker at the banquet with over 300 people in
attendance.
...Presented brief update on pool progress. Will be opened by
July 1. Media day scheduled for July 10.
-.-.Alan Lenhoff, Oakland Press, will be doing a full page pictorial
on Independence -Oaks and the golf course at Springfield -Oaks.
-.:.County Bicentennial Commission's dinner dance to be held
October 23, Springfield -Oaks, $17.76 per couple.
...Recommended no action be taken in replenishing supply of matches
from Universal Match Company.
...1976 M.R.P.A. Summer Conference, July 16-18, Sherator Motor Inn,
Flint, Michigan.
...N.R.P.A. 1976 Conference to be held in Boston in October. Advance
registration closes September 15.
...Mr. Kipke reported Parks and Recreation Commission would be co-
sponsoring a bike race, originating from County Court House on
August 28 and 29. Community National Bank and Coca-Cola will donate
$4000 each for prize money.
...Chuck Ross reported that 800 Annual Motor Vehicle Permits had
been .'sold at Independence and 150 each at Groveland and Addison.
