Frank Richardson -in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Lewis Taint, Secretary Velma Austin, Betty Fortino, -Fred Harris, George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker, ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Pauline McCormick; Robert Bomia; Charles Ross; Rod Whaley; Steven Gillette; Robert Sal.orgar, Anthony M. Franco, Inc.; Kirk Hart, Oakland County Junior Golf Tournament. APPROVAL OF MINUTES: Moved by Dr. Montante, supported by Mrs. Austin to approve minutes of meeting of February 27, 1976, as written. Motion carried. Moved by Mrs. Austin, supported by Mrs. Walker to approve minutes of special meeting of March 5, 1976, as written. Discussion conducted on the feasibility of a sponsor to absorb cost of printing the cards for the Commission by advertising on same. Staff was directed by the Chair to proceed with ordering cards and to look into a possible sponsor. Motion carried. APPROVAL OF VOUCHERS: Moved by Dr. Montante, supported by Mrs. Austin to approve payment of Vouchers 3-1 through 3-91. AYES: Walker, Wint, Austin, Fortino, Kuhn, Montante, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, March 12, 1976) Page Two ACTIVITIES REPORT: Moved by Mrs. Fortino, supported by Mrs. Walker to receive Activities Report for February, 1976, Per Commissioner Walker's request, Mr. Kipke explained staff was in the process of developing guidelines for use of the buses owned by Parks and Recreation. Cost to transport groups round trip from their community to park facility for a maximum eight -hour period will be $25.00 and $15.00 for Senior Citizen groups. Commissioner Wint stated we should be extremely selective with bus drivers, should have maximum insurance, and felt the buses should be used only for events within our own park system. Motion carried. STORM DAMAGE: Arnold Johnston showed slides of damages incurred throughout the park system by the recent ice storm. Mr. Kipke stated the loss to trees and fence damage was estimated at $17,900 and that an application for emergency federal assistance had been submitted to the County's Disaster Control Department. TITLE X: Steve Gillette, coordinator for the Title X Program, explained that 750 persons had been interviewed for the 135 positions available under title X. To date, 79 have been hired and are currently performing storm damage cleanup. Some of the scheduled projects for Title X workers are: nature trails at Independence, golf cart paths, and planting trees at all six parks. Should have complete program in operation by April 1. CAPITAL EQUIPMENT BIDS: The following bids were received by Central Purchasing for an 8' Mott Mower for Addison -Oaks: W. F. Miller $1400. Weingartz Supply 1494. Staff recommended approval of the low bid of $1400 from W. F. Miller. Moved by Dr. Montante, supported by Mr. Kuhn to approve low bid of $1400 from 14. F. Miller for the purchase of an 8' Mott Mower for Addison -Oaks Park. (Commission Meeting, March 12, 1976) Page Three The following bids were received by Central Purchasing for 100 Galvanized Wire Trash Baskets for Independence -Oaks: Blue Water Fabricators $5450. Wheeling Corrugating Co. 4050. Barton Company 3995. Staff recommended approval of the low bid of $3995 from the Barton Company. Moved by Mrs. Austin, supported by Mrs. Fortino to approve the low bid of $3995 from the Barton Company for 100 galvanized wire trash baskets for Independence -Oaks. AYES: Wint, Austin, Fortino, Harris, Kuhn, Montante, Vogt, Walker, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. The following bids were received by Central Purchasing for an Excel Hustler Mower for Independence -Oaks: Wilkie Turf (includes torsion bar & installation) $7575. Excel Industries 7315. W. F. Miller 7850. Staff recommended the bid be awarded to Wilkie Turf in the amount of $7575. This is $260 over low bidder, but includes a torsion bar which is MIOSHA standard, and the equipment is set up and ready to run. Moved by Mr. Harris, supported by Dr. Montante to award the bid to W. F. Miller in the amount of $7575. for an Excel Hustler Mower for Independence - Oaks. AYES: Austin, Fortino, Harris, Kuhn, Montante, Vogt, Walker, Wint, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. The following bids were received by Central Purchasing for a Mott Hammer Knife 88" Mower for Independence -Oaks: W. F. Miller East Detroit Ford $1610. 1397. Staff recommended the bid be awardedto W. F. Miller in the amount of $1610. as Mott Mowers are presently being used in the parks (Commission Meeting, March 12, 1976) Page Four and this would allow the interchanging of parts and equipment. Moved by Dr. Montante, supported by Mr. Harris to approve the bid of W. F. Miller of $1610. for the purchase of a Mott Hammer Knife 88" Mower for Independence -Oaks. AYES: Fortino, Harris, Montante, Vogt, Walker, Wint, Austin, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Central Purchasing received a quotation of $8322.75 from National Cash Register for three cash registers; two for the wave pool and one for Independence -Oaks. Discussion conducted on obtaining quotes from other companies, maintenance contracts, and the possibility of leasing cash registers. Moved by Mr. Vogt, supported by Mrs. Fortino that staff obtain competitive bids, to include service contracts, from Central Purchasing and investigate the possibility of leasing cash registers. AYES: Harris, Vogt, ?Talker, Austin, Fortino, Richardson (6) NAYS: Montante, Wint (2) A sufficient majority having voted therefor, the motion carried 6-2. WATERFORD-OAKS WAVE POOL, LOCKER BIDS: The following bids were received by Facilities Engineering on February 27, 1976, for lockers for the Wave Pool: 'D A C' V 'D T Tl A T •P'L D TT A T V The Flxible Company $38,141.35 $28,852.25 American Locker Company 35,507.00 26,672.00 The base bid is for stainless steel lockers and the alternate for baked enamel lockers. The stainless steel lockers are preferred due to maintenance factors. Staff concurred with the opinion of Facilities Engineering, the Construction Manager and the Architect to recommend award of contract to the low bidder for the Base Bid of $35,507.00, contingent upon State DNR approval. (Commission Meeting, March 12, 1976) Page Five Moved by Mrs. Walker, supported by Mr. Wint to award the contract to the low bidder, American Locker Company in the amount of $35,507.00 for 561 lockers for the Wave Pool, contingent upon State DNR approval. AYES: Montante, Vogt, Walker, Wint, Austin, Fortino, Richardson (7) NAYS: Harris (1) A sufficient majority having voted therefor, the motion carried 7-1. JUNIOR GOLF TOURNAMENT: Kirk Hart presented the preliminary plans for the 1976 Junior Golf Tournament to be held June 23, 24, 25. The $15.00 entry fee covers 54 holes of golf and the banquet. Discussion followed on rescheduling regular leagues to accomodate tournament players. Mr. Reickel suggested using both White Lake and Springfield for the tournament. Moved by Mr. Wint, supported by Mrs. Walker to approve concept of tournament and report back to Commission for final approval of plans. :Motion carried. INDEPENDENCE -OAKS, ENVIRONMENTAL CENTER: Mr. Reickel requested permission to submit pre -application to DNR for funds from the Bureau of Outdoor Recreation's 1977 Land and Water Conservation Fund for construction of an Environmental Center at Independence -Oaks. He explained approval of the pre -application did not commit the Commission to the project but gave DNR an indication our request would be forthcoming. Moved by Dr. Montante, supported by Mrs. Austin to approve submitting pre -application to DNR for the Bureau of Outdoor Recreation's 1977 Land and Water Conservation Fund for construction of an Environ- mental Center at Independence -Oaks. AYES: Vogt, Walker, Wint, Austin, Fortino, Harris, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, March 12, 1976) Page Six TENTH ANNIVERSARY BANQUET: Staff recommended that a Tenth Anniversary Appreciation Banquet be held in April at White Lake to honor benefactors to the park system over the past ten years. Past and present Park and Recreation Commissioners, employees and spouses of the parks department, representatives of camper associations, etc., would also be invited to the banquet. Discussion followed on all aspects of the banquet. Moved by Mr. Wint, supported by airs. Walker that staff proceed with arrangements for the banquet and the Parks and Recreation Commission subsidize program to keep cost at a minimum. Commissioner Walker suggested that Fred Janz, Chairman, West Bloomfield Parks and Recreation Commission, be invited to the banquet. Motion carried. RED RUN GOLF COURSE: In view of the development of the Red Run Drain, it is necessary to officially establish the name for the facility. Mr. Reickel suggested asking Grant Howell, Publisher of the Royal Oak Daily Tribune, if his paper would be interested in sponsoring a name contest. The Chair directed staff to proceed. DIRECTOR'S REPORT: ---Interviewed by the Metropolitan Detroit Problem Ascertainment Committee. Purpose was to get the feeling of community leaders pertaining to state and national issues. ---Managers, Assistant Managers and Greenskeepers had their Certification Election and voted 8-4 to join the Teamsters Union. ---Previously stated the inquiry to the entrepreneur .for the Red Run Drain was to be returned by March 19; date changed to March 25. ---NACo Legislative Conference, Washington, D. C., March 29, 30, 31. Encouraged Commissioners to attend. ---Distributed progress report on the Wave Pool from Barton-Malow Company. (Commissi.on Meeting, March 12, 1976) Page Seven ---Distributed 1975 Janz & Knight audit report for Commission review. ---Received preliminary agreement from Mr. Zinser, J Bar J Rodeo. Recommended going into agreement with Mr. Zinser as soon as final contract is prepared in concurrence with Civil Counsel and staff. The Chair directed staff to proceed. ---Received letter from Mr. Yankee offering to sell his property for $28,000. Staff recommended proceeding with acquisition. Moved by Mrs. Walker, supported by Mr. Harris to approve purchase of Yankee property for $28,000. AYES: Walker, Wint, Austin, Fortino, Harris, Montante, Vogt, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Brochures: Plan to have a pamphlet on pool only and after it is opened, pool information will be included in proposed Waterford - Oaks Park brochure.
