Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary Velma Austin, Betty Fortino, George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker. COMMISSION MEMBERS ABSENT: Fred L. Kipke; Robert Bomia; Chuck Ross; Sue Martin, County Executive's Office; Frank'Russell, Pontiac Police Department Coordinator -Oakland County All Star Basketball Clinic; Evelyn Dysarz, Daily Tribune. APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Dr. Montante, to approve the minutes of the meeting of May 14, 1976, with the following correction: Page 2; "Land & Water will pay $127,000 and Parks and Recreation Commission will match the amount" rather than "County will mAtch the amount". Motion carried unanimously. Moved by Dr. Montante, supported by Mr. Kuhn to approve the minutes of the special meeting of May 21, 1976, as written. Motion carried unanimously. APPROVAL OF VOUCHERS: Moved by Mrs. Austin, supported by Mrs. Walker to approve payment of Vouchers 5-47 through 5-210. Discussion followed. AYES: Walker, Wint, Austin, Fortino, Kuhn, Montante, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, May 28, 1976) Page Two OAKLAND COUNTY ALL STAR BASKETBALL CLINIC Frank Russell, Youth Advisor -Pontiac Pc -:,-;'_-__and coordinator for the Oakland County All Star Basketball C=_ic Inc., requested Commission subsidy of the Clinic. Mr. Russell explained the history and objectives of the program and how the Clinic has increased the number of Oakland County youth who have used their athletic skills as a vehicle for acquiring a college education. The clinic also offers a comprehensive recreational program. The program will be held at the Midwestern Bible College, June 21 through August 13, and will serve approximately 120 youngsters per week. Discussion followed on the legality and ramifications of a cash donation by the Parks and Recreation Commission and the possibility of the Commission aiding the program by providing mobile recreation vehicles, buses for transportation, etc. Moved by Mr. Kuhn, supported by Mrs. Fortino, to refer to staff for legal opinion and recommendation. Mr. Wint requested a report on the 1976 Mobile Recreation Program. Motion carried. PARK DEDICATIONS: Robert Salogar, Anthony M. Franco, Inc., explained the respective dedications had been scheduled, pending Commission approval, to receive maximum media impact. All details of the dedications were discussed and the following dates were determined: Wave Pool: June 18, 11:00 A.M. Free swimming to public on p ay fy� 19 and 20. Media family day, July 10, 10:00 A.M.-12 noon. Mrs. Walker suggested inviting those persons who donated their time and efforts in helping get the park millage passed. Independence -Oaks: Thursday, June 24, 1:00 P.M. Red Run Groundbreaking: Friday, July 23, 2:00 PLAYGROUND EQUIPMENT, INDEPENDENCE -OAKS: Moved by Mr. Wint, supported by Mrs. Austin, that the playground equipment item be removed from table for discussion. Motion carried unanimously. No Bid JayFro Corporation No Bid Mr. Reickel recommended permalock (fiberglass sealer) be applied to the equipment, where applicable, for preservation purposes. Cost of permalock is approximately $40.00 per item. (Commission Meeting, May 28, 1976) Page Four Moved by Dr. Montante, supported by Mr.. Fortino, to accept low bids of Miracle Equipm== Company, for playground equipment at Indeper_-_--crE—Oaks; total, $3,234.30, and permalock be _-fed to units, wherever applicable. AYES: Wint, Austin, Fortino, Moutan.te, Vogt, Walker, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. SOUTHEASTERN OAKLAND CO. INCINERATOR AUTHORITY AGREEMENT: Mr. Reickel reported the $7,000 per year rental fee, offered to the S.O.C.I.A., for lease of the 19 acres owned by the Authority, was acceptable to them and the Authority agreed to the amended contract, as proposed by the Parks and Recreation Commission, with one exception. They requested the following paragraph be left in the agrreement:.... "The TENANT covenants and agrees that it will, at its own expense, pay and discharge any all special assessments levied against said leased premises before the same shall become delinquent and all further and other taxes of any kind and nature that may be properly and lawfully levied against thereon, before the same shall become delinquent." The above paragraph protects the Authority if the Parks and Recreation Commission ever goes into agreement with a private operator as the course would become a taxable enterprise. Chairman Richardson stated the Madison Heights City Council passed a resolution freezing the $10,000 service charge, for a period of 25 years, the Incinerator Authority pays to the City annually. Discussion followed. Moved by Dr. Montante, supported by Mrs. Walker, the Southeastern Oakland County Incinerator Authority Lease Agreement be approved as presented. AYES: Austin, Fortino, Montante, Vogt, Walker, Wint, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, May 28, 1976) Page Five DIRECTOR'S REPORT: ---Recommended a college student, who a dependent and with no income, be allowed to be part cr a -ajily golf membership at the same rate as a spouse's membersh=p; �- 0.00. Following discussion, it was determined this be made part of policy. ---Laffrey & Fuller purchased a Resort Liquor License for Springfield -Oaks, contingent upon local approval. ---Letters sent and meeting scheduled for Wednesday, June 2, with people whose homes border on the Red Run Golf Course to inform them of the necessity of a six-foot fence between their homes and the golf course. If their approval is not obtained, the fence will be placed one -foot outside thegproperty line. Mayor Solberg and Jack Yemec, Director of Recreation for Madison Heights, were informed of the meeting by letter. ---Distributed a fact sheet on the Rodeo to be held at Springfield - Oaks, August 27, 28 and 29. Mr. Lacey will advertise the Rodeo on milk cartons distributed from Richardson's Dairy, July 15 - August 10. Oakland County Parks and Recreation will be recognized. ---Will provide one SkateMobile and one SportsMobile for Special Olympics for handicapped children, Central Michigan University. ---Wave Pool Fee Structure: Recommended providing a $60.00 adult annual pass and a $40.00 child's annual pass. Moved by Mrs. Fortino, supported by Mrs. Austin, to amend fee schedule for Wave Pool to include a $60.00 annual pass for adults and a $40.00 annual pass for children. Motion carried.
