Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary Velma Austin, Betty Fortino, George Kuhn, Dr. Joseph Montante, Richard Vogt. COMMISSION MEMBERS ABSENT: Fred Harris, Marjorie Walker. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Charles Ross; Robert Bomia; Milton Handorf, Director, Planning & Physical Development; Jack Anderson, Anderson/Lesniak; Vic Chiasson; Robert Salogar, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Dr. Montante, to approve the minutes of the meeting of September 29, 1976, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Austin, supported by Mrs. Fortino, to approve payment of Vouchers 11-1 through 11-76. Discussion followed. AYES: Wint, Austin, Fortino, Kuhn, Montante, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Dr. Montante, supported by Mr. Kuhn, to accept the Activities Report for October, 1976. Motion carried. (Commission Meeting, November 12, 1976) Page Two ROSMAN & COMPANY, LAND ACQUISITION: At a previous Executive Session, the Commission discussed the proposal from Rosman & Company, offering 810 acres of land for sale in Independence and Orion Township. Moved by Mrs. Fortino, supported by Mrs. Austin, the Parks and Recreation Commission deny the proposal from Rosman & Company and they be notified accordingly. AYES: Austin, Fortino, Kuhn, Montante, Wint, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. WATERFORD-OAKS PHASE II: Jack Anderson, Anderson/Lesniak, reviewed the Waterford -Oaks Master Plan, Phase II, and pointed out location changes necessitated by implementation of the Wave Pool. The preliminary approval from the Department of Natural Resources on the Commission's grant request for Land and Water funding consists of the following: eight tennis courts, four deck tennis courts, ten shuffleboard and horseshoe courts, parking for 140 cars, control building, and extension of Wave Pool entrance road to court games area. Discussion followed on all aspects of the plan and the possibility of a tennis stadium sometime in the future. Commissioner Wint requested the Commission schedule a public hearing to enable the private sector to express their views regarding Phase II Development of Waterford -Oaks. Moved by Mr. Wint, supported by Mrs. Austin, that the Commission not proceed any further until_ a public hearing is scheduled regarding Phase II, Waterford -Oaks. Motion carried. The Chair directed a public hearing be scheduled for Tuesday, November 30, 1976, 7:30 p.m., at the Waterford -Oaks Activities Center. Mr. Reickel stated staff would continue to proceed with the preliminary application and the public hearing would be publicized. DONATION: The Commission contributed $20.00 from their personal fund (self -assessed) to the Michigan Cancer Foundation in memory of Sol Lomerson, former member of the Oakland County Parks and Recreation Commission. (Commission Meeting, November 12, 1976) Page Three DIRECTOR'S REPORT: --Finance Committee granted approval for Parks and Recreation Commission to receive an interest -free cash advance from.the County, not to exceed $125,000. --Will proceed with application to Park Maintenance Magazine for an annual award for design of the Wave Pool, as encouraged by Erik Madisen, Editor. --Received letter from Ron DeMaagd, City Manager of Ferndale, asking if the Commission had any interest in leasing space in the former Lincoln Junior High Building. Staff stated there were no programs planned that could utilize space in the building. Moved by Dr. Montante, supported by Mrs. Austin, to receive the letter from Mr. DeMaagd and inform him the Parks Commission has no interest in leasing space in the former Lincoln Junior'High building. Motion carried. --Received request from Bob Peters, Chairman of the Springfield Township Parks and Recreation Commission, requesting their lease with Oakland County Parks and Recreation Commission for 5.7 acres at Davisburg Mill Pond be extended from a period of one year to ten years. The Springfield Commission wants to build a boat ramp facility on the site and needs the long-term lease to qualify for development money. Discussion followed. Request to be forwarded to Civil Counsel for opinion and a representative from the Springfield Park Commission will be invited to the next Parks and Recreation Commission Meeting to explain their plans. --Technical Support Foreman's position has been filled by Dave Sewell who transferred from the Security Division. --Great Lakes Region of Veteran Motor Car Club of America (V.M.C.C.A.) will hold their Third Annual Swap Meet & Car Show at Springfield -Oaks Y.A.C., April 30 and May 1, 1977. --Distributed copies of proposed 1977 Budget. A special meeting was called for Monday, November 22, 1:30 p.m. to review the budget. If a second session is required, it will be held on Wednesday, December 1, 1:30 P.M. NEW BUSINESS: --Commissioner Wint presented a placque to the Mssrs. Richardson and Reickel from the Clarkston Rotary expressing their appreciation to the Parks and Recreation Commission for its cooperation during the Clarkston -Independence Bicentennial Parade on May 1.
