PARKS AND RECREATION COMMISSION MEETING
October 8, 1976
The meeting was called to order at 10:15 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice Chairman Lewis Wint, Secretary
Velma Austin, Betty Fortino, George Kuhn, Dr. Joseph Montante.
COMMISSION MEMBERS ABSENT:
Fred Harris, Richard Vogt, Marjorie Walker.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Robert Bomia; Arnold Johnston;
Charles Ross; Vic Chiasson; Rod Whaley; Gerard Lacey; Howard Young;
Milton Handorf, Director, Planning & Physical Development; Bill
Willoughby, Daily Tribune.
APPROVAL OF MINUTES:
Moved by Mrs. Fortino, supported by Dr. Montante,
to approve the minutes of the meeting of September 4,
1976, as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Austin, supported by Mr. Wint, to
approve payment of Vouchers 9-123 through 9-196.
AYES: Fortino, Montante, Wint, Austin, Richardson (5)
NAYS: (0)
A sufficient majority having voted therefor, the
motion carried.
ACTIVITIES REPORT:
Moved by Dr..Montante, supported by Mrs. Fortino,
to receive Activities Report for September.
Discussion followed on attendance figures for Addison -Oaks.
Motion carried.
RESOLUTION - HOWARD YOUNG:
Chairman Richardson presented the following resolution to Howard
Young and regretfully accepted his retirement:

WHEREAS, Howard Young has been an employee of the
Oakland County Parks and Recreation Commission since
September, 1968, and
WHEREAS, he has served as the first and only Park
Maintenance Foreman for the Commission, and
WHEREAS, his knowledge and ability as a leader and
craftsman has left a valuable mark on the areas and
facilities of the Commission that will be recognized
for many years, and
WHEREAS, his retirement as an employee for the
Parks and Recreation Commission became effective on
October 1, 1976,
NOW THEREFORE BE IT RESOLVED, that the Oakland
County Parks and Recreation Commission thanks Howard
for a job well done and wishes him a most enjoyable
and rewarding retirement.

REPORTS:
Verbal reports were submitted by Vic Chiasson on the Mobile
Recreation Program; Gerard Lacey on the 4-H Fair and Rodeo held
at Springfield -Oaks; and a financial statement on "Bike '76" by
Jon Kipke.
BIDS - PLANT MATERIAL:
Mr. Bomia reported that specifications for trees and shrubs at
White Lake and Springfield Golf Courses and Independence -Oaks,
Phase I buildings, were sent to thirteen nurseries. Of the
thirteen, eight submitted a proposal and only three were able to
provide all materials as listed in the specs:
Landscape Supply $54,379.95
Marine City Nursery 37,192.30
Milarc 38,046.95
Staff recommended awarding the contract to the low bidder, Marine
City Nursery for the amount of $37,192.30.
The trees and shrubs will be purchased with Title X funds, according
to guidelines of the grant, and the labor will be done by Title X
employees.
Moved by Mrs. Fortino, supported by Mr. Kuhn, to
accept low bid of $37,192.30 from Marine City
Nursery for nursery stock to be used at White Lake
and Springfield Golf Courses and Independence -Oaks
Buildings, Phase I.

A sufficient majority having voted therefor, the motion
carried.
Discussion followed on the Title X program.
COMMISSION MEETING:
Due to the National Recreation and Park Association Congress in
Boston, the October 22 meeting of the Parks and Recreation
Commission has been changed to October 29, 1976.
SLIDE PRESENTATION:
Mr. Whaley showed slides of various park projects.
DIRECTOR"S REPORT:
---Oakland County Mens and Womens Golf Tournament cancelled due to
lack of participants.
---Due to requirements by the State of Michigan, for potential
funding applicants, Parks and Recreation has been working with
the Planning Department in preparing a County Master Plan. The
plan will be submitted to the Commission for review and study
prior to January 1, 1977.
---The Michigan Interscholastic Horsemanship Association held one
meet at Springfield -Oaks on September 24 and two more are scheduled
for October 10 and 24.
---Parks and Recreation Commission furnished a bus to transport
Royal Oak Township senior citizens to the County Health Department
in Southfield to receive Swine Flu inoculations.
