Frank Richardson in'the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Secretary Velma Austin, Betty Fortino, Fred Harris, George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker. COMMISSION MEMBERS ABSENT: Vice -Chairman Lewis Whit ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Robert Bomia; Charles Ross; Rod Whaley; Milton Handorf, Director, Planning & Physical Development; Byron Montgomery; William Luddy, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES:' Moved by Mrs. Austin, supported by Mr. Kuhn, to approve the minutes of the meeting of August 27, 1976, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Dr. Montante, to approve payment of Vouchers 8--184 through 8-245. AYES: Kuhn, Montante, Vogt, Walker, Austin, Fortino, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT -AUGUST: Moved by Mrs. Fortino, supported by Mrs. Walker, to receive Activities Report for August. Motion carried. (Commission Meeting, September 10, 1976) Page Two "BIKE '76": Rod Whaley showed movies and Mr. Kipke reported on the success of "Bike '76" held on August 28 and 29, 1976. There were 133 amateur competitive riders from throughout the United States, Canada, Australia and Europe. Over 70 riders entered the 76 mile road race which was completed in 2 hours, 46 minutes. Through the auspices of Community National Bank and the Coca- Cola Bottling Company of Detroit, prizes totaling $10,000 were awarded. Both firms have expressed their desire to sponsor a bike race again in 1977. Moved by Mr. Kuhn, supported by Dr. Montante, to commend Mr. Kipke for his management of the event and to approve the bike race in 1977. Motion carried. RESOLUTION - BYRON MONTGOMERY: The following resolution was presented to Byron Montgomery: WHEREAS, Byron Montgomery has been the greens superintendent at the Springfield -Oaks Davisburg Golf Course sine 1963, and WHEREAS, he has been employed by the Parks and Recreation Commission since 1967 when the Commission acquired this park from Springfield Township, and WHEREAS, his retirement as an employee for the Parks and Recreation Commission becomes effective on September 10, 1976, NOW THEREFORE BE IT RESOLVED, that the Oakland County Parks and Recreation Commission thanks "Monty" for a job well done and wishes him a most enjoyable retirement. Vogt ADOPTED ON September 10. 1976 WHITE LAKE -OAKS, GOLFTILE: Staff examined various types of floor covering for the hallway at White Lake -Oaks and the product known as Golftile was found to be most appropriate. (Commission Meeting, September 10, 1976) Page Three The following bids were received by Central Purchasing for Golf - tile at White Lake -Oaks: H. G. Zigler & Associates $1644.70 B & G Tile 1726.94 International Bldg. Products No Bid Industrial Cleaning Supplies No Bid Staff recommended the contract be awarded to the low bidder, H. G. Zigler & Associates for $1644.70. Moved by Mrs. Fortino, supported by Dr. Montante, to accept low bid of $1644.70 from H. G. Zigler and Associates for Golftile at White Lake -Oaks. AYES: Montante, Vogt, Walker, Austin, Fortino, Kuhn, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. DIRECTOR'S REPORT: ---Received approval from Department of Natural Resources to proceed with Phase II, Independence -Oaks. ---Attended Planning & Building Committee Meeting on 9/9/76. Under Public Works Bill, the Committee established first priorities as the Police Academy and Children's Village. ---Planning & Building Committee requested we send a memo to them pertaining to Parks and Recreation policy on drilling for gas and oil in County Parks. ---Swanson Associates and Barton-Malow Construction Company have signed a contract to do three wave pools in Allegheny County, Pennsylvania. ---Received "Notice of Injury, Claim & Highway Defect" from Attorney Donald Settas, regarding Royal Edward Russell III, who allegedly fell from his bicycle at the Red Run Golf Course on,,,, June 19, 1976. I7�4 ---Wave Pool operated for sixty-eight days in 1976, from July 1 to September 6. Total attendance was 63,829 (4 children to 1 adult). Entrance fee revenues were $67,343 and gross revenues estimated at $77,000. Estimated expenses; between $55,000 and $60,000. Discussion followed on various aspects of pool operations and the future possibility of an air structure over the facility. (Commission Meeting, September 10, 1976) Page Four ---Mr. Bomia updated the Commission on construction progress at the Red Run Golf Course. He reported the September 15 seeding deadline would be impossible to meet because of delays caused by the electrical contractor at the pumphouse. Commissioner Kuhn requested a meeting with the contractors and the Messrs. Richardson, Reickel and Bomia to discuss the project. ---A special meeting and tour of the parks for the Parks and Recreation Commission has been'scheduled for October 6, 9:00 a.m. ---Commission will tour Red Run Golf Course following regularly scheduled meeting on September 24.
