PARKS AND RECREATION COMMISSION MEETING
September 24, 1976
The meeting was called to order at 10:10 a.m, by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Secretary Velma Austin, Betty Fortino,
George Kuhn, Dr. Joseph Montante, Richard Vogt, Marjorie Walker.
COMMISSION MEMBERS ABSENT:
Fred Harris, Lewis Wint..
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Charles Ross; Robert Bomia, Benjamin
F. Thomas III, Oakland County Bicentennial Commission; Bill
Willoughby, Daily Tribune.
BICENTENNIAL DANCE:
Ben Thomas, Director of the Oakland County Bicentennial Commission,
extended an invitation to each Commissioner to attend, and asked
their help in promoting, the Bicentennial Harvest Dinner Dance to
be held at Springfield -Oaks on October 23, 1976, 6:30 p.m. Cost;
$17.76 per couple or $8.88 per person. A 15-member band will play
for the dance and Gerry Cokewell will call square dances during
intermission.
Mr. Thomas stated the event was originally scheduled for the
Activities Center to help promote the millage and familiarize the
public with the park facility.
APPROVAL OF MINUTES:
Moved by Mr. Kuhn, supported by Mrs. Austin, to
approve the minutes of the meeting of September 10,
1976, with the following corrections:
Page 4: "..park tour scheduled for October 6,
9:30 a.m." be changed to read "..park tour
scheduled for October 6, 9:00 a.m."
Page 3: "Royal Edward Russell III, who allegedly
fell from his bicycle at the Red Run Drain Golf
Course on June 19, 1976", be changed to include
the time ..."Royal Edward Russell III, who alleg-
edly fell from his bicycle at the Red Run Drain
Golf Course, 11:20 p.m., on June 12, 1976."

APPROVAL OF VOUCHERS:
�. Moved by Dr. Montante, supported by Mr. Kuhn, to
approve payment of Vouchers 9-1 through 9-122.

A sufficient majority having voted therefor, the
motion carried.
STATEMENT OF OPERATIONS:
Moved by Mrs. Austin, supported by Mrs. Walker, to
receive Statement of Operations for August.
Discussion conducted on Mobile Recreation Program. Mr. Reickel
stated a report of receivables for the program would be available
at the next meeting. Commissioner Austin requested a breakdown
of the costs on a "per visit" basis.
Motion carried.
DIRECTOR`S REPORT:
---Due to an ambitious capital project program, initiated in 1975,
staff reported a temporary cash flow shortage until.1977 millage
monies and some $400,000 in outstanding grant monies are received.
The Commission was asked to give consider-ation.to requesting an
advance from the County of $500,000 to $750.,000 on an "as needed"
basis.
Civil Counsel will be contacted as to the necessary procedures
to follow in requesting an advance.
Discussion followed.
Moved by Dr. Montante, supported by Mrs. Austin,
to request a cash advance, on an "as needed" basis,
of $500,000 to $750,000 on anticipated revenues;
Civil Counsel to be contacted as to proper pro-
cedure to follow in obtaining the advance.

---Due to increased activity in the Accounting section, staff
asked Commission approval to go before the Personnel Practices
Committee to request an Accountant I position for Parks and
Recreation under CETA, Title VI.
Moved by Mrs. Fortino, supported by Mrs. Walker,
to approve the Accountant I position.
Mr. Ross explained the increased workload was due to park ex-
pansion at Springfield, the opening of Independence -Oaks and
the Wave Pool. The new position would free him for necessary
analytical studies.
Discussion followed.
Motion carried.
---Wave Pool - Alarm System: Bids were received from Whall Cor-
poration, Interstate Alarm and Sonitrol Corporation for a security
system at the Wave Pool.
Staff recommended Interstate Alarm be allowed to proceed with
the installation of an electronic security system for the bath-
house and concession stand. Installation charge; $1190.00,
and the monthly fee of $46.30 would cover maintenance and monitoring
of the system. The present contracts for alarm systems within the
park facilities are with Interstate Alarm.
Discussion followed on overall security system.
Moved by Dr. Montan.te, supported by Mrs. Walker, to
approve Interstate Alarm installing a security
system for the bathhouse and concession stand at
the Wave Pool.

A sufficient majority having voted therefor, the
motion carried.
---Financial reports on the 4-H Fair, Rodeo, and "Bike `76" will
be ready for the next meeting.
RED RUN DRAIN GOLF COURSE:
Mr. Bomia reported the irrigation problems had been resolved at.
the golf course, Detroit Edison problems had been resolved, and
the project was expected to be 99% complete by September 30, 1976.

`\ Chairman Richardson stated the park tour was scheduled for
Wednesday, October 6, 9:00 a.m. The bus will leave from the
Parks and Recreation Administrative office. The press has been
invited to accompany the Commissioners on the tour.
Meeting -adjourned at 11:10 a.m, for Commission tour of the Red
Run Drain and golf course.
