COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice -Chairman Marjorie Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, John Gnau. COMMISSION MEMBERS ABSENT: William Clark, George Kuhn, Dr. Joseph Montante. ALSO PRESENT: R. Eric Reickel; Jon J. APPROVAL OF MINUTES: Moved by Mr. Deni, supported by Mrs. Fortino to approve the minutes of the meeting of March 25, 1977, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Mr. Gnau, to approve payment of Vouchers 3-150 through 3-193. ROLL CALL VOTE: AYES: Fortino, Gnau, Vogt, Walker, Deni (5) NAYS: (0) A sufficient majority having voted therefor, the motion carried. STATEMENT OF OPERATIONS: Moved by Mrs. Fortino, supported by Mr. Gnau to receive the Statement of Operations for March, 1977. Motion carried. As per Mr. Dziurman's letter of April 8, 1977, Facilities Engineering recommended awarding the contract to Coronet Builders on the basis that the low bidder, Dugan, Dugan, Dugan, Dugan, and Dugan, did not bid the alternates. Moved by Mrs. Fortino, supported by Mr. Deni to award the contract for the Starter Building at Red -Oaks to the second low bidder, Coronet Builders, in the amount of $57,790., with the acceptance of alternate #2 for lighting in the parking lot, in the amount of $5,369. Moved by Mr. Gnau, supported by Mrs. Walker to approve the figure of $18,126.15 for design services, administrative, construction supervision, and contingency funds be approved for this project for an estimated total overall project cost not to exceed $120,000. Miller Company 3,723.50 per unit Jacobsen (Commission Meeting, April 8, 1977) Page 6 Wilkie Turf Equipment Company $ 4,445.32 per unit Toro It is staff's recommendation and desire to split the bid and purchase one Hahn unit from the low bidder, Lawn Equipment Corporation, for $3,500.00 and purchase one Toro unit from Wilkie Turf for $4,445.32. This will provide us with at least one of each of the major manufacturer's greens mowers for comparison of cut, maintenance and length of service. All of our present greens mowers are Jacobsen. This comparison could provide valuable information for future purchases. Moved by Mrs. Fortino, supported by Mrs. Walker to accept the bids as per staff's recommendations. Moved by Mrs. Fortino, supported by Mrs. Walker to amend the motion to read, "to buy two (2) Toros rather than go with staff's recom- mendation, on the basis that they are the only ones to meet the specifications." ROLL CALL VOTE ON AMENDMENT: AYES: Walker, Fortino (2) NAYS: Vogt, Deni, Gnau, Richardson (4) A sufficient majority not having voted therefor, the motion failed. Moved by Mrs. Fortino, supported by Mr. Deni to amend the motion to read, "to purchase one Toro at bid price if allowable, and no other machine at this time, on the basis it meets the specifications." WATERFORD-OAKS PHASE II CONSULTANT PROPOSAL: Robert Bomia distributed conies of a proposal from Anderson/Lesniak to provide design engineering architectural drawing and specifications for the Waterford - Oaks Phase II develo_ment. Staff recommended approval to proceed with the engineering for developing the specifications for this project. (Commission Meeting, April 8, 1977) Page 7 Moved by Mr. Gnau, supported by Mrs. Fortino to accept the proposal subject to the striking of Paragraph V, Article 5, which reads: "Meetings requested by the Owner in excess of eight (8) shall be compensated for at the rate of $25 per hour with a minimum charge of $50 per meeting."; review by Civil Counsel; and acceptance of the grant by the Board of Commissioners. Moved by Mr. Gnau, supported by Mr. Vogt to amend the motion to add the following phrase to Paragraph IV, Article 5: "All such expenditures would be with prior approval of the Owner." _mend_ment to motion carried. AUDITOR'S REPORT: Moved by Mrs. Fortino, supported by Mr. Gnau to receive the audit report from Janz and Knight. Discussion followed. Motion carried. DIRECTOR'S REPORT: ---Members of the staff and Anthony M. Franco, Inc. are recommending the season pass for the Wave Pool have the weekday restriction lifted, making the pass good for seven days a week. It would be good for both the family and individual pass; price would remain the same. Moved by Mrs. Walker, supported by Mrs. Fortino that the Wave Pool Season Passes for the year 1977 be valid seven days a week. ROLL CALL VOTE: AYES: Deni, Fortino, Gnau, Vogt, Walker, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---The-a==r�Iz `anquet is scheduled for Monday, May 23, 1977, at White Lake -Oaks. ---We received a request from Penn State University for a student to work at Oakland County Parks and Recreation Commission for the summer. They would receive a full term's credit for their work, at no expense for salary to us. (Commission Meeting, April 8, 1977) Page 8 Staff recommends allowing one student to come in; we have one Recreation Intern slot in Mobile Recreation that could be filled with a student. Moved by Mr. Gnau, supported by Mr. Deni to accept staff's recommendation. Motion carried. ---Dale Wiltse requested Commission's approval for an outdoor concert at Springfield -Oaks on Saturday, July 9, 1977. His request has already been reviewed with the Springfield Township Supervisor. Moved by Mr. Gnau, supported by Mr. Vogt to authorize the signing and execution of the contract. ROLL CALL VOTE: AYES: Fortino, Gnau, Vogt, Walker, Deni, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---A copy of the Commission's M275 resolution was sent to State Representative Richard Fessler. He referred it to the State Highway Commission and the Governor. A State Highway Commission meeting is scheduled for Wednesday, April 27, 1977, at 10:00 a.m. Mr. Reickel is planning to attend. ---Mr. Reickel will be out of town for two weeks and will miss the next Commission meeting. NEW BUSINESS: Mrs. Fortino mentioned that one of the County Commissioners has proposed an increase of 8% for the Deputy Director's wage in the County Equity Package. The Commission has been divided on the action because the Parks and Recreation Commission had not taken any action. Moved by Mr. Vogt, supported by Mrs. Walker to support the $21,000 to $26,000 range to be consistent along with the deputies of the other departments. Mrs. Walker has been invited to Groves High School Annual Environmental Teach -In. She has chosen the Oakland County Parks and Recreation Commission as her subject.
