Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice -Chairman Marjorie Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, John Gnau, George Kuhn, Dr. Joseph Montante. COMMISSION MEMBERS ABSENT: William Clark. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Robert Bomia; Charles os ; Sheila Cox; Milton Handorf, Director, Planning & Physical Development; William Luddy, Anthony M. Franco, Inc.; Sue McMillen, Spinal Column; B-L Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Dr. �io�_- - e, supported by Mrs. Walker, to approve the -inutes of =___ =eeting of April 8, 1977, with the follow- ing Page 1, las. -paragraph: Both the heading and motion should be cha-ged from "Statement of Operations" to read "Activities Report". Page 7: Chace "Anniversary Banquet" to read "Recognition Banquet". Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Walker, supported by Dr. Montante, to approve payment of Vouchers 4_-1 through 4-168. Roll. Call Vote: AYES: Kuhn, Montante, Walker, Deni, Fortino, Gnau, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, April 29, 1977) Page Two STATEMENT OF OPERATIONS: Moved by Mrs. Fortino, supported by Dr. Montante, to receive Statement of Operations for March, 1977. Motion carried. PONTIAC-OAKLAND SYMPHONY ORCHESTRA, INC. Based upon past practice and the cultural aspect provided to the County, staff recommended approving a 505,7o rate reduction to the Pontiac -Oakland Symphony Orchestra for its May 20 concert to be held at Waterford -Oaks. Moved by Mrs. Fortino, supported by Dr. Montante, to approve a 507o rate reduction to the Pontiac -Oakland Symphony Orchestra for its May 20 concert to be held at Waterford -Oaks. Motion carried. UNION CONTRACTS: Mr. Kipke requested Commission approval of the Teamsters contract and -he contract with the American Federation of State, County, and Municipal employees. He explained they had been ratified by the union and approi--_-d by the County Commissioners. They are Teamsters Local 214, comprised o- Park Managers and Assistant Park Managers and the AFSCME, Local 1998, consisting basically of a=1 County maintenance personnel. They are both two year contracts, efr"ec7ive January 1, 1977. Discussion followed. �Io\-ems -_- _no, supported by Mrs. Walker, to approve the Teamsters Local 214. (Commission Meeting, April 29, 1977) Page Three BRIDGE BIDS - GROVELAND-OAKS: The following bids were received from Central Purchasing for the new bridge at Groveland-Oaks: Herb Jennings, Inc. $6,047. Industrial Steel Co. 3,600. Debourgh Mfg. Co. 6,453. Based on further investigation, staff recommended awarding the contract for the bridge to Industrial Steel Company for $3,600. Mr. Bomia ex- plained the 40 ft. pre -fabricated steel bridge would replace the existing wood structure and was included in the Master Plan for Groveland-Oaks. The installation will be done by park personnel. Moved by Dr. Montante, supported by Mr. Gnau, to award the contract for a bridge at Groveland-Oaks to the low bidder, Industrial Steel Company in the amount of $3,600. Roll Call Vote: AYES: Deni, Fortino, Gnau, Kuhn, Montante, Vogt, Walker, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Biewer------- -- $37,378.00 -- No Bid --------------- No Bid --------------- No Bid Normally, it is not our policy to recommend awarding large purchase orders on the basis of a single bid, however, in this case, I was unable to find another manufacturer who could meet the specifications. While researching the docking systems, I talked to the engineering and purchasing departments of Huron -Clinton Metropolitan Authority who use United McGill. docks. They have not found any others who can provide the _foam filled metal flotation which we are asking for. (Commission Meeting, April 29, 1977) Page Four It is my recommendation that a contract be negotiated with United McGill on the basis of their proposed alternates." Mr. Bomia explained United McGill had recommended the following alter- nates and deducted $14,383. for same, making a total bid price of $22,995: Parks & Recreation to perform installation $6745. Remove skids 7084. Redesigned hinge 554. Moved by Mr. Deni, supported by Dr. Montante, to reject all bids and go out for new bids with revised specifica- tions as discussed. Moved by Mrs. Fortino, supported by Dr. Montante, to table. Franco, Inc., distributed a quarterly report on by his firm for the Parks Commission. ---X,ff , inc., obtai-== J_ck Forzano as speaker for the Junior Golf Tourna:.e--it, White La ce- 'a_ks, June 24. ---Recognition Banquet, zite Lake -Oaks, May 23, 6:00 p.m. ---Received responsesRepresentatives Fessler, Campbell, McNamee, and James Grasman of the State Highway Commission regarding Park Commission's resolution io urge reactivation of the construction of M-275. ---Received copy of a letter from James Seeterlin, Waterford Township Supervisor, to Harold Richardson, in which Waterford Township declined the opportunity to purchase the Lakeland Arena. ---Have been requested by a firm to make a presentation at the May 13 Commission meeting regarding the construction of a water feature in the area of the Wave Pool called a Waterboggan. This is a possibility of another recreational facility to the park system at no cost to the Commission. ---Re-seeded Red -Oaks Golf Course. Weather permitting a good growing season, the facility could be ready in 1978.. (Commission Meeting, April 29, 1977) Page Five NEW BUSINESS: ---Commissioner Walker requested that in new printed materials, the lakes of Oakland County be printed in blue and the parks in green. --- Moved by Mr. Kuhn, supported by Dr. Montante, to renew membership for one year in the North Oakland Chamber of Commerce for $148.00 Roll Call Vote: AYES: Kuhn, Montante, Vogt, Walker, Deni, Fortino, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---The meeting of May 13 will start at 9:00 a.m. with a park tour to follow.
