PARKS AND RECREATION COMMISSION MEETING
August 26, 1977
The meeting was called to order at 10:45 a.m. by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Secretary Richard Vogt, Don Devi,
Betty Fortino, George Kuhn, Dr. Joseph Montante, Lewis Wint.
COMMISSION MEMBERS ABSENT:
Vice Chairman Marjorie Walker, John G-nau.
AT.90 PRRSFNT-
R. Eric Reickel; Jon J. Kipke; Charles Ross; Rod Whaley; Vic
Chiasson; Sheila Cox; Milton Handorf, Director, Department of
Public Works; Bill Willoughby, Daily Tribune.
Rod Whaley showed slides of the boathouse and docking facility at
Independence and of the Red -Oaks Golf Course.
APPROVAL OF MINUTES:
Moved by Mr. Deni ' supported by Mr. Vogt, to
approve the minutes of the meeting of August 9,
1977, as written.
Referring to discussion of the August 9 meeting, Mr. Reickel stated
that the 200 ft. extension to the water main at Red -Oaks would not
be necessary. A fire hydrant was located close enough to the
reservoir so that a fire hose could be utilized.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Fortino, supported by Dr. Montante
to approve payment of Vouchers 8-1 through 8-165.

A sufficient majority having voted therefor, the
motion carried,
STATEMENT OF OPERATIONS:
Moved by Mr. Vogt, supported by Mr. Kuhn, to
receive Statement of Operations for July, 1977.

BIKE '77:
Vic Chiasson distributed fact sheets and maps pertaining to the
events to be conducted at the Courthouse on August 28. They
include: Bike '77, Skateboard Contest, BMX Race, and New Games.
Mr. Chiasson invited the Commissioners to present awards to the
winning contestants.
CARPETING BIDS - WATERFORD-OAKS:
The following bids were received, through Central Purchasing, for
replacement carpeting at the Commission's rental house at 1796 Scott
Lake Road:
B & G Tile Outlet $1,247.50
Shell Floor Covering 1,208.75
Contract Interiors 1,188.54
Mr. Reickel explained the house was currently being rented to a
park employee and would eventually become the home of the Manager
of Waterford -Oaks Park.
Staff recommended awarding the bid to the low bidder, Contract In-
teriors, for $1,188.54. This amount includes carpeting, padding,
and installation.
Moved by Mr. Vogt, supported by Mr. mint, to
accept low bid of $1,188.54 from, Contract
Interiors.

Robert J. Salogar, Anthony M. Franco, Inc., presented the following
quotations for re -bidding of the general park brochure:
10,000 quantity
25,000 quantity
Gaylord Printing Litho Art
$6,390. $7,495.
8,670. 9,715.
Mr. Salogar explained that the major reason for difference in costs
was that Gaylord Printing owns the rights to the negatives.
Moved by Dr. Montante, supported by Mrs. -Fortino,
to approve the printing of 25,000

Mr. Reickel stated a review of the brochure would take place before
the next printing.

SALARY EqUITY PACKAGE:
Mr. Reickel stated a study had been made by staff pertaining to
salary equity adjustments for the following seven administrative
staff positions that were overlooked when the County made adjust-
ments for similar positions over the years: Deputy Director,
Chief of Design & Development, Superintendent of Parks, Superin-
tendent of Golf Courses, Chief of Administration, Recreation
Supervisor, Parks Maintenance Foreman.
Mr. Reickel recommended that action be taken no later than the
first meeting in September and the package be referred to the
Personnel Practices Committee.
Discussion followed on the proposed adjustments.
Moved by Mr. Wint,,supported by Dr. Montante, to
refer equity package back to staff for further
study.
Motion carried.
--- Received letter from Janz & Knight, Certified Public Accountants,
requesting signature to their formal letter of acceptance to examine
the financial records of the Oakland County Parks and Recreation
Commission as of December 31, 1977. Fees for this engagement to
be from $6,600. to $7,000.
Moved by Dr. Montante, supported by Mr. Wint,
to approve letter from Manz & Knight and
authorize Chairman to sign same.

---Total ticket sales and parking receipts for the 1977 Rodeo were
$15,408.20. Gerard Lacey will be present at the next meeting to
give a complete report on the Rodeo.

DIRECTOR'S REPORT (continued)
---Received counter-offer of $50,000. from Mr. Pauloski pertaining
to the 40 acres at White Lake, The original purchase price was
$89,000. Mr. Reickel will study further and look into avenues of
funding.
NEW BUSINESS:
Chairman Richardson stated that he, Mr. Reickel, and Mr. Handorf
visited Genesee County to observe their fair.
Meeting of September 9 has been rescheduled to September 16 at
10-00 a.m.
Meeting adjourned at 1:05 p.m.
