PARKS AND RECREATION COMMISSION MEETING
February 11, 1977
The meeting was called to order at 10:20 a.m. by Chairman E. Frank Richardson
in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:

APPROVAL OF MINUTES:
Chairman Richardson suggested that in the case of the minutes of January 14,
they be approved with the deletion of the election of officers.
Moved by Mrs. Fortino, supported by Mr. Clark approval of
the minutes of meeting of January 14, 1977, with the
deletion of the election of officers.
Motion carried.
Moved by Mrs. Fortino, supported by Mr. Gnau to approve
the minutes of the meeting of January 28, 1977, as
written.
Motion carried.
Moved by Mr. Clark, supported by Mrs. Walker to approve
the minutes of the special meeting of February 4, 1977,
as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mr. Gnau to approve
the payment of Vouchers 1-98 and 2-1 through 2-99.

ACTIVITIES REPORT FOR JANUARY, 1977:
Moved by Mrs. Fortino, supported by Mr. Deni to receive
the Activities Report for January, 1977.

ELECTION OF OFFICERS:
Moved by Mrs. Fortino, supported by Mrs. Walker the
nomination of John Gnau as temporary Chairman of the
Parks and Recreation Commission.
Motion carried unanimously.
Mr. Gnau assumed the Chair and opened nominations for the election of Chairman
for 1977.
Moved by Mrs. Walker, supported by Mrs. Fortino the
nomination of E. Frank Richardson as Chairman of the
Parks and Recreation Commission for 1977.
Moved by Mrs. Fortino, supported by Mrs. Walker that
nomination for Chairman be closed.
Motion carried.

Parks and Recreation Commission for 1977.

Chairman Richardson declared Richard Vogt Secretary of the Parks and Recreation
Commission for 1977.
PROFESSIONAL SERVICES, GROVELAND-OAKS & WATERFORD-OAKS:
Mr. Reickel explained there was a certain amount of work necessary in order to
submit a pre -application to the Department of Natural Resources for funding
from the Bureau of Outdoor Recreation. Deadline for filing is March 15, 1977.
Staff recommended 3 applications be submitted to the DNR; the Environmental
Center for Independence -Oaks, Phase III - Waterford -Oaks and improvement of
camping facilities at Groveland-Oaks. A proposal was received from Jack
Anderson, Anderson/Lesniak & Associates, Inc., to provide professional services

for Waterford -Oaks and Groveland-Oaks Park which includes the preparation of
master plans for portions of each park, preliminary floor plan and elevation
plans of proposed buildings and a cost estimate for the development. Waterford -
Oaks includes that portion of the park designated as ballfields on the master
plan. The area is approximately 38 acres:in-•size and consists of four ball
diamonds with fencing, lighting and spectator seating, access drives, parking,
and a building to house restroom facilities, concession operations, and
administration of the complex, extension of the park drive, sewer and water
service and electrical service to the area.
Groveland-Oaks includes that portion of the park west of Stewart Lake consist-
ing of 140 trailer sites with water and electrical service to each site,
parking pads, drives, two comfort stations, play centers and related facilities,
hard -surfaced parking lot with dual use for court games, creation of a natural
amphitheater and a pedestrian bridge connecting the large island to the beach
facilities on the east side of the lake. Development area consists of approxi-
mately 25 acres. Cost estimate for construction will include extension of
water and electrical facilities as well as costs for disposal of sanitary
waste.
Preparation of documentation for the pre -application funding shall be done on
an hourly basis using an average of $22/hour plus photographic and reproduction
costs of all material as required. Following costs are estimated for each park.*
Waterford -Oaks $1,400 - $1,700
Grovel and -Oaks $1,000 - $1,300
*Costs are eligible for reimbursement from the BOR when the project is approved
for funding.
Staff recommended the two projects, as defined, be included in the pre -application
program and the fees projected by Mr. Anderson be approved so the March 15 dead-
line for filing could be met.
Mr. Reickel noted it could be determined at a later date whether or not construct-
ion costs fall within our funding capacity. The projects would be matching funds
with Land & Water (50-50).
Moved by Mr. Vogt, supported by Mr. Deni that
Anderson/Lesniak & Assoc., Inc., be instructed
to proceed with professional services as defined;
Waterford -Oaks not to exceed $1700, and Groveland-
Oaks not to exceed $1300.

1977 CAPITAL BUDGET:
Based upon a review of the 1977 Capital Improvement Budget by'the Commission on
February 4, staff recommended approval of the 1977 Capital Budget.
Moved by Mr. Clark, supported by Mr. Deni adoption
of the 1977 Capital Budget.
Mr. Reickel stated the Budget should be amended to include the removal and/or
reduction of the following 1976 capital projects.

DIRECTOR`S REPORT:
---December, 1976, edition of Park Maintenance magazine featured an article on the
Wave Pool.
---Harold Martin, Property Management Division, corresponded with Robert Richmond,
Assessor, Waterford Township, regarding the deletion of the Parks and Recreation
Commission from the tax rolls concerning the Warren, Kidwell and Ernst property,
purchased by the County in 1975. Mr. Martin maintained the following information
was sufficient to delete the parcels from current tax assessments: copies of the
paid 1976 tax statements were submitted to Waterford Township, the parcels were
all vacant land and taxes were prorated on that basis and sewer assessments were
transferred to the property owners on.that portion of the property that the
dwellings and buildings were located.
---As per request of Dr. Montante, wrote to Representative Claude Trim, asking
that he request an opinion from the Attorney General's office regarding inter-
pretation of Act 261, P. A. of 1965, pertaining to the addition of a tenth
member to the Parks and Recreation Commission. Mr. Kelley acknowledged receipt
of Representative Trim's letter and stated the request had been assigned to the
State Affairs Division.
---Recommended Commission authorize going into agreement with Veteran Motor Car
Club of America to promote Antique & Custom Car Show at the Springfield -Oaks
Youth Activity Center, April 30 and May 1, 1977. Door prize will be a:1946
Ford Club Coupe. Enough tickets have been sold to cover cost of car ($900) plus
some of the promotions. Proceeds will be split 50-50 between the Commission and
the VMCCA.
Discussion conducted on liability insurance. Commissioner Gnau requested
a "hold harmless" clause be inserted in all agreements signed by the Commission.
He further questioned whether or not the Commission was adequately covered under
the County policy and if the Parks Commissioner's names were listed individually
on liability insurance.
Mr. Reickel will request that Robert Allen, Civil Counsel, address the
Commission at the next meeting regarding liability coverage as it applies to the
Parks and Recreation Commission.

agreement between Parks and Recreation Commission and
the Veteran Motor Car Club of America.

---E. Leonard Howarth, Davisburg, leased the Y.A.C. for a "Captain America"
concert on March 1, 1977. The "Salem Witchcraft" and one other unnamed band
will perform.
---The finished display car for Transit Museum will be moved from Selfridge
Air Force Base to Addison -Oaks by end of February.
---Mr. Reickel will be speaking on the Wave Pool at Great Lakes Training
Institute, Angola, Indiana, March 22.
---Jon Kipke spoke to Michigan Foresters' Association on February 3 and will be
speaking at the Law Enforcement Institute on March 21.

---Mrs. Walker asked about plans for a continuous tree planting program in the
park system. Mr. Bomia replied it would be taken into consideration in the
5 year Capital Program.
---Mr. Kipke discussed the possibility of working in conjunction with the
Waterford Schools to sponsor a "music lesson" program conducted by the Opplinger
family. The Opplingers' own and operate a self-contained mobile bus equipped
with four pianos and four organs. Lessons would cost $22.00 for a 10 week
segment.
Working with Pete Florio, Pontiac Musicians' Union, to set-up a summer
concert band program.
---Commissioner Fortino requested a copy of the concession contract be distributed
to each Park Commissioner before the next meeting.
---Environmental Advisory Committee Meeting, Wednesday, March 2, 1:30 p.m., Parks
and Recreation Commission Room.
Moved by Mrs. Fortino, supported by Mr. Clark to
adjourn meeting.
Motion carried.
