HomeMy WebLinkAboutMinutes - 1977.02.25 - 38603OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING February 25, 1977 The meeting was called to order at 10:15 a.m, in the Parks and Recreation Commission Room by Chairman E. Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice -Chairman Marjorie Walker, Secretary Richard Vogt, William Clark, Betty Fortino, George Kuhn, Dr, Joseph Montante. COMMISSION MEMBERS ABSENT: Don Deni, John Gnau. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Charles Ross; Rod Whaley; Ted Fuller and George Lekas, The Oaks; Robert Salogar, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Clark, supported by Dr. Montante, to approve the minutes of the meetings of February 11 and 18, 1977, as written. Motion carried unanimously. APPROVAL OF VOUCHERS: Moved by Mr. Clark, supported by Mr. Kuhn, to approve payment of Vouchers 2-100 - 2-204. ROLL CALL VOTE: AYES: Fortino, Kuhn, Montante, Walker, Clark, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. TITLE X: Mr. Kipke showed slides depicting projects the Title X workers have accomplished since the inception of the federally -funded program; ie, ice storm cleanup, cleanup of Clinton River, Rouge River cleanup, construction of nature trails, etc. Glen Dick, Director of Central Services, hopes to receive funding to keep 20 to 25 of the Title X people working to help with demo- lition of the County Hospital. (Commission Meeting, February 25, 1977) Page Two Mr. Reickel stated a letter of intent had been submitted to the Manpower Division pertaining to a similar type program under Title VI. THE OAKS: Mr. Ross distributed an analysis of Food Service Operations for 1974, 1975, and 1976. Ted Fuller and George Lekas, The Oaks, explained their role as food and beverage concessionaire within the park system and answered questions pertaining to their operation. Mr. Fuller stated their corporation had increased commissions to the County by 82% since starting with Parks and Recreation in 1974. $22,000 was spent on advertising during 1976. Discussion conducted on Addison -Oaks Conference Center and how the Center could be utilized to reach its greatest potential. Mr. Fuller explained the building could be used to better advantage if sleeping rooms were available as many corporations desire accommo- dations in close proximity to their meeting rooms for seminars. Mr. Reickel stated that cluster housing was included in the Addison - Oaks Master Plan. Mrs. Fortino questioned eliminating Springfield -Oaks Y.A.C. and Waterford -Oaks from the contract as they were not proving to be revenue producers. It was explained that the Springfield -Oaks Y.A.C. location was detrimental and scheduling factors unique to the facility contri- buted to smaller food revenues. Mr. Reickel stated that the reduced concession revenues at Waterford -Oaks were due to the programming of recreation classes which preempted wedding receptions and banquets for the weekends. He stated it was a matter of policy on whether or not the Commission wished to have recreational activities or banquet service on Friday and Saturday. Moved by Mr. Clark, supported by Mrs, Walker, that the Waterford -Oaks Activities Center be utilized for weekend activities limited to banquets and receptions, to take effect immediately. Motion carried unanimously. Staff will come back with recommendations explaining how they have implemented the motion as well as to make a recommendation on a fee schedule that would include building cleanup. Mr. Fuller will report back to the Commission within a year to discuss their experience with this new policy. A year ago, Mr. Werthmann resigned and presently, Mr. Laffrey is not playing an active role. The firm has been renamed "The Oaks" with Ted Fuller as President and George Lekas, Vice -President. Commissioner Walker suggested more specific information on food concessions be included in the new Wave Pool brochure. Mr. Fuller stated that novelty items such as T-shirts and postcards would be sold at the pool during the 1977 season. Commissioner Walker further suggested the Parks Commission should be thinking about growth in general and the direction it will take in the next fifteen years.
