PARKS AND RECREATION COMMISSION MEETING
July 29, 1977
The meeting was called to order at 10:12 a.m. in the Parks and Recreation
Commission Room by Chairman E. Frank Richardson.
COMMISSION MEMBERS PRESENT:

Richard Vogt, Don Deni, Betty Fortino, Dr. Joseph Montante.

APPROVAL OF MINUTES:
Moved by Mrs. Fortino, supported by Mrs. Walker to approve
the minutes of the meeting of July 8, 1977, as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mrs. Walker, supported by Mrs. Fortino to approve
payment of Vouchers 7-1 through 7-224.

ACTIVITIES REPORT FOR JUNE, 1977:
Moved by Mrs. Fortino, supported by Dr. Montante to
receive the Activities Report for June, 1977.

STATEMENT OF OPERATIONS:
Moved by Mrs. Walker, supported by Mrs. Fortino to accept
the Statement of Operations as of June 30, 1977.
Discussion followed.
Motion carried.
CAPITAL IMPROVEMENT BUDGET - FINANCIAL AND STATUS REPORT:
The Commission received a copy of the financial and status report on the
Capital Improvement Projects.
Discussion followed.
WATERFORD-OAKS PHASE II:
Jack Anderson, Anderson/Lesniak and Associates, presented the final rendering
of the Waterford -Oaks Phase II Development Plan.
The following items are Phase II of the Waterford -Oaks Master Plan: Major
access drive and 78-car parking lot, 66-car overflow parking lot, 4 platform
tennis courts, 10 horseshoe courts, 8 tennis courts, 10 shuffleboard courts,
and administrative control and comfort station, and underground utilities.
Cost estimate of the construction is $600,000; half being paid by the State,
and half being paid by us.
Moved by Dr. Montante, supported by Mrs. Walker to accept the
concept of the Waterford -Oaks Phase II Development Plan and
authorize the consultant to proceed with the design.

GROVELAND-OAKS LAND AND WATER GRANT:
Mr. Reickel stated we recently received the grant to improve the facilities
and expand the camping sites at Groveland-Oaks. Improvements include:
Camping areas C & D, a comfort station, and 2 play areas.
Staff recommends continuing with Anderson/Lesniak's services and going into
agreement with them.
Moved by Mrs. Walker, supported by Dr. Montante to go into
agreement with Anderson/Lesniak and Associates for design
and preliminary drawings.

NEW BUSINESS:
The Commission received copies of a letter from Ms. Nancy Proper, Field
Representative, 7-11 Stores, by referral from Mr. Lacey, requesting the
use of Springfield -Oaks Y.A.C. for a fund-raiser rock concert for Muscular
Dystrophy on August 27, 1977. All workers and help are volunteering, and
the Commission is being asked to waive the regular $500 fee.
Discussion followed.
Moved by Mr. Deni, supported by Mrs. Walker to give tentative
approval of the concept, subject to signing the contract at
the next Commission meeting.

The next Commission meeting has been rescheduled for Tuesday, August 9,
1977, at 10:00 a.m.
DIRECTOR'S REPORT:
---The Governor recently signed into law the Work Opportunity Resource
Corps. We were asked to submit an application for 40 use and 5 supervisor
positions, which was sent July 14 and approved July 28 by the Finance
Committee.
Moved by Mrs. Fortino, supported by Mrs. Walker to accept
this grant for 45 new positions from the State.
Motion carried unanimously.
---Peter Gout, Lakeville Gas Association, will be present at the next
Commission meeting to report on seismograph tests conducted by his firm
at Addison -Oaks.
---The Arlo Flesher Memorial Tournament is being held July 31 at White
Lake -Oaks. 200 people are registered to play.

--- Mr. Reickel waived the $50 rental fee for a small island at Groveland-
Oaks for the Pontiac Urban League. The party was scheduled for July 29.
---Received a thank -you note from Mike Corbin, Oakland -Livingston Human
Services Agency, for the use of Springfield -Oaks Park for their Senior
Citizens Celebration Day.
---Submitted copies to the Commission of the Attorney General's opinion
regarding the tenth member of the Parks and Recreation Commission.
---Bob Salogar, Anthony M. Franco, Inc., submitted a cost quotation from
Gaylord Printing for the revision of the general park brochure.

Mr. Salogar will send the printing out for bid and return at a later date
with price quotations.
---Mr. Richardson and Mr. Kipke attended a meeting on Public Act 139 chaired
by Representative Claude Trim.
---Oakland County conducted a tour for 300 people from the NACo Convention
which included an open house at the Waterford -Oaks Wave Pool.
