Pn7R.7S AND RECREATION COMMISSION MEETING
June 10, 1977
The meeting was called to order at 10:20 a.m, by Chairman E. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice Chairman Marjorie M. Walker,
Secretary Richard V. Vogt, Don Deni, Betty J. Fortino, George W.
Kuhn, Dr. Joseph R. Montante.
COMMISSION MEMBERS ABSENT:
John R. Gnau, Lewis E. Wint.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Robert Bomia, Chuck
Ross; Lisa Bartuska, Intern, Penn State University; Robert J. Salogar,
Anthony M. Franco, Inc.: Bill Willoughby, Daily Tribune.
APPROVAL OF MINUTES:
Moved by Dr. Montante, supported by Mrs. Fortino,
to approve the minutes of the meeting of May 27,
1977, as written.
Motion carried.
ACTIVITIES REPORT:
Mr. Reickel stated the Memorial Day weekend was probably the most
ideal and smoothest running holiday weekend since the parks have
been in existence. We experienced the highest attendance we have
ever had and the highest amount of revenue.
Moved by Mrs. Fortino, supported by Mr. Deni,
to approve the Activities Report for May.
Motion carried.
Mr. Reickel introduced Lisa Bartuska, intern from Penn State
University, who will audit the park system for the next ten weeks.
GROVELAND-OAKS. FENCING:
The following bids were received for the installation of 1,025 lineal
feet of 6'0" chain link, fused vinyl -coated, fence at Groveland-Oaks.
Installation includes two 10'0" gates and one 16'0" gate. It will
serve as a boundary fence to separate the maintenance facility from
the park in general;

Mr. Bomia recommended the contract be awarded to the low bidder,
Zappie Fence, for $7,252.
Moved by Mrs. Fortino, supported by Mr. Kuhn, the
contract for 1,025 lineal feet of fencing and
three gates at Groveland-Oaks be awarded to the
low bidder, Zappie Fence, for $7,252.

A sufficient majority having voted therefor,
the motion carried.
GROVELAND-OAKS, BUILDING DEMOLITION:
The following bids were received for the demolition of the rental
building located at 8093 Grange Hall Road:

Recommended award of contract to the low bidder, Elkins Excavating,
for $989. with a contingency of $100, for a total of $1,089.
Moved by Mr. Deni, supported by Mrs. Walker, to
accept low bid of Elkins Excavating for $989. and
a contingency of $1.00, for a total of $1,089.

DIRECTOR'S REPORT:
---Requested Commission approval of a change order for the Red -Oaks
Golf Course, in the amount of $1,836.70., to correct a spring -like
condition in front of #1 green.

to approve change order for the Red -Oaks Golf

motion carried.
---Letter of invitation to Junior Golf Tournament Banquet dis-
tributed to Commissioners from Kirk Hart. Banquet will be held at
Springfield -Oaks on Wednesday, June 22. Rick Forzano will be
guest speaker. The tournament itself will be held at White Lake -
Oaks and Springfield -Oaks.
---Representative Claude Trim will be chairing a study panel on
the County Executive form of government. Commissioner Fortino
stated a meeting is scheduled for Tuesday, June 14, Oakland County
Courthouse.
---Commissioner Montante stated a public hearing was scheduled
for June 13, Pontiac City Hall, on adult care foster homes for
single family and residential areas.
---John Gitre, Lucky Line Products, will address a subsequent
Commission meeting pertaining to the possibility of a "skateboard
park" within a County Park.
---Representatives from Water Boggan will be at the July 8
Commission meeting.
---Bob Brumbeck, Clarkston Scamp Program, has prepared a slide
presentation that includes unsolicited testimony on the Oakland
County Park system. Mr. Brumbeck will present the slide presenta-
tion to the Commission at its June 24 meeting.
NEW BUSINESS:
---Commissioner Walker suggested the possibility of arranging a
visitation to the pool by playground leaders of municipalities
throughout the County to familiarize them with the facility.
UNFINISHED BUSINESS:
---Chairman Richardson stated he had received many compliments on
the Recognition Banquet and felt it was beneficial to the morale
of the employees and people who contributed to the park system.
---Mr. Richardson read a letter written by him, to Robert Allen,
Civil Counsel, regarding the Director's car.

---Discussion _''d this past week between Mr. Richardson, Mr, Reickel,
Oakland County=ricultural Extension personnel, and the Genesee
County Fair Director regarding a fair for Oakland County; something
that could be cc�bined in future with 4-H Fair.
Moved by Mrs. Walker, supported by Mr. Deni,
that the Parks and Recreation Commission declare
an Executive Session for the purpose of discussing
acquisition of property.
Motion carried by a 2/3 majority vote of the
Commission.
Went into Executive Session at 11:05 a.m.
Meeting reconvened and adjourned at 12 o'clock noon.
