Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice -Chairman Marjorie Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, John Gnau, George Kuhn, Dr. Joseph Montante. COMMISSION MEMBERS ABSENT: William Clark. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Arnold Johnston; Robert Bomia; Charles Ross; Milton Handorf, Director, Planning & Physical Development; Robert Allen, Civil Counsel; Robert J. Salogar, Anthony M. Franco, Inc.; Larry Good, Oakland Press; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Dr. Montante, to approve the minutes of the meeting of February 25, 1977, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mr. Gnau, to approve payment 3-41. ROLL CALL VOTE: supported by Mrs. Walker, of Vouchers 3-1 through AYES: Montante, Walker, Deni, Fortino, Gnau, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Dr. Montante, supported by Mrs. Fortino, to receive Activities Report for February. Motion carried. (Commission Meeting, March 11, 1977) Page Two ACT 261: Robert Allen, Civil Counsel, was present to interpret Act 261 of Public Acts of 1965 -- "An Act to authorize the creation and to prescribe the powers and duties of county and regional parks and recreation commissions; and to prescribe the powers and duties of county boards of supervisors with respect thereto." The Commission has the authority to acquire, develop, operate, and maintain parks within.its system and is empowered to accept gifts and grants. Parks and Recreation is covered under the County liability policy as are the individual Commission members. Mr. Allen explained each Section of the Act and a question and answer session followed. ACT 267, OPEN MEETINGS: An interpretation by Robert Allen of Act 267 of Public Acts of 1976 was distributed to each commissioner. Mr. Allen explained all details of the Open Meetings Act. ACT 442, OPEN RECORDS: Discussion conducted on Act 442 of Public Acts of 1976, the Open Records Act. If a tape recorder is used during a meeting, the minutes must be transcribed verbatim. WATERFORD-OAKS PHASE II: Application for Phase II, Waterford -Oaks has been approved by the Department of Natural Resources and the Bureau of Outdoor Recreation for cost sharing under the Land and Water Conservation program. Mr. Reickel requested authorization to refer grant to Board of Commissioners for permission to proceed with construction of project. Moved by Mr. Kuhn, supported by Mrs. Walker, to accept grant for Phase II, Waterford -Oaks and authorize staff to refer to Planning & Building Committee for eventual approval by Board of County Commissioners. ROLL CALL VOTE: AYES: Vogt, Walker, Deni, Fortino, Kuhn, Montante, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. (Commission Meeting, March 11, 1977) Page Three M-275 CRISIS COMMITTEE: Received letter from Chester Kochanski, Chairman of the M-275 Crisis Committee, asking for the support of the Parks and Recreation Commission in helping reactivate the construction of M-275. The Committee consists of persons from White Lake, Holly and Springfield Townships and is supported by the Oakland County Road Commission. Mr. Reickel recommended going on record as being in support of the concept of M-275. He explained the Springfield YAC and Clubhouse were built in anticipation of the development of M-275. Moved by Dr. Montante, supported by Mr. Kuhn, to prepare a resolution to explain all the reasons why the Parks and Recreation Commission should support reactivation of the construction of M-275. ROLL CALL VOTE: AYES: Walker, Deni, Fortino, Kuhn, Montante, Vogt, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. GOLF CART RENTAL RATES: As requested at the Commission meeting held on January 28, 1977, the staff prepared a study of golf cart rental rates charged by other golf courses in the area and a financial study showing the effects of various rental rates we might charge users in 1977. Staff recommended the following fees be charged for golf cart rentals: Regular Rates: $5.50 for 9 holes and $9.00 for 18 holes. Senior Citizens: $3.50 for 9 holes and $6.50 for 18 holes, weekdays only, until 4:00 p.m. Moved by Mrs. Walker, supported by Dr. Montante, to approve staff's recommendation for 1977 golf cart rental rates. Commissioner Walker requested that in future agenda items of this sort, the staff recommendation be involved in the comparison sheets for easier reading. (Commission Meeting, March 11, 1977) Page Four DIRECTOR'S REPORT: ---Distributed copies of the approved 1977 Capital Budget. ---Applied to Michigan Council of the Arts for a $1000 grant for the Arts & Crafts Fair to be held at Springfield -Oaks, July 16 & 17. ---Would like to utilize the Music Performance Trust Funds to enable Commission to bring a "Concert in the Park" series to Oakland County residents. A request has been submitted. ---Special meeting scheduled for Friday, March 18, 1:00 p.m. to review the Oakland County Recreation Master Plan. ---Working with the Opplingers' to set up a piano and organ lesson program at Waterford -Oaks. NEW BUSINESS: Mrs. Walker questioned, on behalf of John Gnau, whether or not the Commission wished to seek outside legal counsel regarding the interpretation of Act 261. Discussion conducted on retaining counsel but no action was taken. UNFINISHED BUSINESS: Discussion conducted on the recent letter sent to Roger Reynolds, Billie Jean King Tennis Center, regarding the Waterford -Oaks tennis complex in which the Commission agreed to refrain from any programming of the facility at this time. Mrs. Fortino requested a letter of acknowledgement from Mr. Reynolds. Moved by Dr. Montante, to adjourn meeting. Motion carried supported by Mr. Vogt, The meeting adjourned at 12 o'clock noon.
