PARKS AND RECREATION COMMISSION MEETING
March 25, 1977
The meeting was called to order by Chairman E. Frank Richardson at
10:30 a.m. in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Secretary Richard Vogt, William Clark,
Don Deni, Betty Fortino, George Kuhn.
COMMISSION MEMBERS ABSENT:
Vice -Chairman Marjorie Walker, John Gnau, Dr, Joseph Montante.

APPROVAL OF MINUTES:
Moved by Mrs. Fortino, supported by Mr. Clark,
to approve the minutes of the meeting of March 11,
1977, as written.
Motion carried.
Moved by Mrs. Fortino, supported by Mr. Deni, to
approve the minutes of the meeting of March 18,
1977, as written.
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mr. Clark, supported by Mr. Deni, to
approve payment of Vouchers 3-42 through 3-149.

RED -OAKS STARTER BUILDING BIDS:
Ted Sziurman, Facilities Engineering, distributed the bid tabulation
sheet for the Red -Oaks Starter Building. The following bids were
received on March 22, 1977.

Mr. Dziurman reported he had been unable to obtain adequate infor-
mation on the qualifications of the low bidder, Dugan, Dugan, Dugan,
Dugan & Dugan, and suggested no action be taken on the bids until
the next meeting.
RED -OAKS SITE WORK BIDS:
The following bids were also received on March 22, 1977, for the
Site Work at the Red -Oaks Starter Building:

As per Mr. Dziurman's letter dated March 25, 1977, Facilities
Engineering recommended awarding the contract to the low bidder,
A & A Asphalt Paving Company in the amount of $38,714.85.
Moved by Mr. Kuhn, supported by Mrs. Fortino to
award the contract for Site Work at the Red -Oaks
Starter Builing to A & A Asphalt Paving Company
in the amount of $38,714.85.

ADDISON-OAKS MASTER PLAN REVISION:
Moved by Mr. Clark, supported by Mr. Vogt, that
Bills/Childs Associates, Inc., be granted the
contract to complete the work on the Addison -Oaks
Master Plan revision in an amount not to exceed
$4,720.

motion carried.
SPRINGFIELD-OAKS Y.A.C.:
Gerard Lacey, Manager, Springfield Youth Activities Center, reviewed
his report on activities held at the Y.A.C. since its opening in
1972. He discussed proposed and scheduled 1977 events and made
recommendations for future programs and facility improvements.
M-275 RESOLUTION:
Moved by Mr. Clark, supported by Mr. Deni, adoption
of the following resolution:
WHEREAS, the Oakland County Parks and Recrea-
tion Commission has a County Park, Springfield -Oaks,
located along the proposed corridor of M-275, and
WHEREAS, all the long range planning for the
development of this park was based upon the eventu-
ality that this highway would become a reality and
WHEREAS, 'the County relocated their 4-H
Fairgrounds from the Perry Street site in Pontiac
to Springfield -Oaks and invested approximately
$1 million in a building and site improvements and
WHEREAS, the Oakland County Parks and Recrea-
tion Commission has constructed an 18 hole golf
course and clubhouse valued at $1 million based
upon M-275;

THEREFORE, the Oakland County Parks and Recrea-
tion Commission requests that the Michigan State
Highway Commission reconsider the construction of
M-275 as an important link to the parklands of Oakland
County and the metropolitan area.
Moved by Mrs. Fortino, supported by Mr. Clark, to
amend the resolution and insert the following
wording after Paragraph #4:
"WHEREAS, it is encouraged that the State
Highway Commission use the alignment which
is the least detrimental to the environment."

DIRECTOR'S REPORT:
---Distributed first issue of the Acorn, a newsletter from the Parks
and Recreation Commission. The newsletter will be published quarterly
and distributed throughout the County.
---Distributed 1976 audit report from Janz & Knight for review.
---Discussed holding the Second Annual Recognition Banquet at White
Lake -Oaks in late April or early May. Purpose is to recognize
those persons who have made outstanding contributions to the Parks
and Recreation Commission. Will report further details at next
meeting.
---Distributed copy of flyer advertising the picnic pavillion at
Addison -Oaks.
---Mr. Kipke stated preparations were being made for music instruction
at Waterford -Oaks by the Opplingers'. Registration will be by mail
and classes will start on April 18. Flyers will be sent to all schools
regarding the program.
