May 13, 1977
The meeting was called to order by Chairman E. Frank Richardson at 9:40
a.m. in the Parks and Recreation Commission Room.

APPROVAL OF MINUTES:
Moved by Mrs. Fortino, supported by Dr. Montante, to approve
the minutes of the meeting of April 29, 1977, as written.
Motion carried unanimously.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mr. Deni, approval of
payment for Vouchers 5-1 through 5-28.

A sufficient majority having voted therefor, the motion

ACTIVITIES REPORT:
Moved by Dr. Montante, supported by Mrs. Fortino, to receive
Activities Report for April, 1977.

STATEMENT OF OPERATIONS:
Moved by Dr. Montante, supported by Mrs. Walker, to accept
Statement of Operations through April 30, 1977.
Motion carried unanimously.
WATER BOGGAN:
Mr. Reickel explained the people from the Water Boggan firm had been
detained due to a labor dispute at a construction site and asked to
appear before the Commission at the first meeting in July.
SENIOR CITIZENS' DAY:
Mrs. Clara Westbrook, Oakland -Livingston Human Services Agency, dis-
tributed letters to the Commission in which the agency requested per-
mission to hold its annual Senior Citizens' Day at Springfield -Oaks
on June 16.
OLHSA requested a waiver of fee for use of the Y.A.C. and further
requested that the Parks and Recreation Commission waive the prohibition
against the use of outside caterers. Senior Citizens' Day is sponsored
as part of OLHSA's Nutrition Program under Title VII of the Older
American Act and Mrs. Westbrook explained the federally -funded caterer
had to be used to provide food.
Moved by Mrs. Fortino, supported by Mr. Deni, to honor
OLHSA's request and waive the fee for building rental
and allow them to use their federally -funded caterer for
Senior Citizens' Day.

RESOLUTION - PAULINE MC CORMICK:
Moved by Dr. Montante, supported by Mr. Deni., to approve
the following resolution recognizing the retirement of
Pauline McCormick:
It WHEREAS, Pauline McCormick has been an employee of
Oakland County for 26 years, and
WHEREAS, eight of those years have been with the
Oakland County Parks and Recreation Commission, and
WHEREAS, she was one of the original team in
forming the direction for the park system, and

WI-IEREAS, her enthusiasm and dedication to this system
has played an :important role -in its development and direc-
tion, and
WHEREAS, her retirement as an employee of the Parks
and Recreation Commission became effective on April 22,
1977,
NOW THEREFORE BE IT RESOLVED, that the Oakland County
Parks and Recreation Commission thanks Pauline for a job
well done and wishes her a most enjoyable and rewarding
retirement."
Motion carried unanimously.
RED -OAKS DRIVING RANGE:
Staff recommended approval of the Design Contract to the firm of Bills
& Childs Associates for the Red -Oaks Driving Range. This would provide
preliminary cost estimates to determine whether or not the Commission
wished to build the facility or seek assistance from private enterprise.
Mr. Reickel stated approval of the Design Contract did not commit the
Commission to building the facility. The following fee schedule would
apply:
1. Upon completion of preliminary designs $ 1,500.00
for staff review.
2. Public meeting presentation. 200.00
3. Upon completion of final plan and color 1,000.00
rendering presentation.
TOTAL PEE $ 2,700.00
Discussion followed on the golf course. Mr. Bomia explained the course
had been reseeded and good growing conditions permitting, the course
would be ready for play in 1978.
Moved by Mr. Kuhn, supported by Mrs. Walker, to approve
the Design Contract with Bills & Childs Associates for
development of the plan for the proposed Driving Range
at Red -Oaks Golf Course in the amount of $2,700.00.

PARK RULES:
Copies of the Park Rules and Regulations, as adopted in 1966, were
submitted to the Commission for approval. Mr. Kipke explained a few

minor changes had been made, such as the ice shanty policy, electric
motors for Crooked Lake, etc. Commission approval is necessary so that
the Rules and Regulations Booklet can be printed and distributed to the
parks.
Moved by Mrs. Walker, supported by Mrs. Fortino, to approve
Park Rules as amended.

A sufficient majority having voted therefor, the motion
carried.
INDEPENDENCE -OAKS DOCK:
Mr. Bomia recommended the Commission accept United McGill as the low
bidder and accept their alternates for a total. bid price of $22,995.00.
The price includes materials, delivery to site, supervision of unload-
ing and installatian of anchorage.
Moved by Mrs. Walker, supported by Dr. Montante, approval
of United McGill's bid in the amount of $22,995.00 for a
flotation dock subject to drawings on their suggested
hinge design.
Commissioner Kuhn suggested investigating the possibility of obtaining
a three to five year guarantee from United McGill rather than their
standard one-year guarantee.

WILLIAM CLARK RESIGNATION
Chairman Richardson explained that Mr. Clark had submitted his resig-
nation from the Parks Commission to the Board of County Commissioners.
DIRECTOR'S REPORT:
---Letter submitted to Frank Russell, Oakland County All -Star Basketball
Clinic, Inc., giving Commission endorsement to the concept of their
basketball program. Mr. Russell requested the letter for transmittal to
the National Basketball Foundation for a grant request.

---70 teams have entered the Men's Best Ball Tournament, Springfield -
Oaks, May 14.
---First Oakland County Skateboard Contest to be held at County Court-
house on Saturday, May 14, 12 o'clock noon.
---State Inspector_ was present when hydrostatic tests were performed on
the boilers at Addison -Oaks and declared them in good condition :for at
least three more years. Certificate will be forthcoming from the State.
---Received $16,875.78 from the Federal Disaster Assistance Administra-
tion for reimbursement for flood damages at Springfield and Addison in
1975.
---The County is considering increasing its deductible on fire insurance
and contents from $250 to $10,000. This would reflect an $8,600. savings
annually to the Parks Commission.
---Cabaret dances scheduled for Springfield --Oaks, May 27 and 28.
---Commended Gerry Lacey for the success of the Antique Car Show at
Springfield -Oaks. 129000 to 149000 people were in attendance during
the two-day show. Mr. Lacey recommended it be an annual event.
---Received copy of a Mailgram from Engineering Society of Detroit to
Tom Brady, Barton-Malow. The Waterford Wave Pool was selected by the
Society as one of the outstanding construction projects of 1977.
---Will appear with Director of Greenfield Village on Channel 4, Sunday,
May 22,12 o'clock noon, to discuss recreation in metropolitan area.
---Rod Whaley will display news clippings once a month during Commission
meetings.
NEW BUSINESS:
Commissioner Walker suggested "comment" cards be printed for use at the
Wave Pool.
