Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Marjorie M. Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, John Gnau, George Kuhn, Dr. Joseph Montante, Lewis Wint. ALSO PRESENT: R. Eric Reickel; Jon J. APPROVAL OF MINUTES: Moved by Mrs. Walker, supported by Mrs. Fortino, to approve the minutes of the meeting of May 13, 1977, as presented. Motion carried unanimously. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Mr. Gnau, to approve payment of Vouchers 5-29 through 5-202. Roll Call Vote: AYES: Montante, Vogt, Walker, Wint, Deni, Fortino, Gnau, Kuhn, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MOBILE RECREATION: Report distributed to Commission from Kathleen Dougherty capsulizing the results of a successful Environmental Education lecture series presented to schools throughout Oakland County during the winter of 1977. Moved by Mrs. Walker, supported by Dr. Montante, to receive the report with "thanks." Motion carried unanimously. (Commission Meeting, May 27, 1977) Page Two BIDS: SODIUM HYPOCHLORITE TANKS FOR WAVE POOL The following bids were received by Central Purchasing for two Sodium Hypochlorite Tanks for the Wave Pool: Steelcrete $2070. Petro Chemical Co. 1871. Corrosion Engineering & Supply 2072. Jones Chemical Company No Bid Staff recommended awarding the contract to the low bidder, Petro Chemical Company for $1871. Moved by Mr. Gnau, supported by Mrs. Fortino, to award contract for purchase of two Sodium Hypo - chlorite Tanks for Wave Pool to the low bidder, Petro Chemical Company for $1871.00. Roll Call Vote: AYES: Vogt, Walker, Wint, Deni, Fortino, Gnau, Kuhn, Montante, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried 9-0. WATER METER INSTALLATION -WAVE POOL Mr. Reickel explained that a water meter was necessary to avoid overwhelming sewage bills at the pool. Waterford Township regu- lations require the meter be installed by a master plumber. Central Purchasing received the following bids for a water meter at the Wave Pool: Bills Plumbing No Bid Fitzgerald Plumbing $1600. William Brothers No Bid Stillwell & VanFleterin 3175. Service Plumbing 2000. Staff recommended the contract be awarded to the low bidder, Fitzgerald Plumbing for $1600. Moved by Mr. Gnau, supported by Mr. Wint, to award the contract for a water meter at the Wave Pool to the low bidder, Fitzgerald Plumbing for $1600. Total $8384. F.O.B. Shipping Point $484.79/ea. Total $7756.64 F.O.B. Destination $448.16/ea. Total $7170.56 F.O.B. Destination Freight ch . $33/ea. Total Bid 7698.56 Staff concurred with Purchasing's recommendation to award the bid to Land Man Marine for $7698.56. Moved by Mrs. Fortino, supported by Dr. Montante to purchase 16 pedal boats from Land Man Marine for a total bid price of $7698.56. FENCING - WHITE LAKE -OAKS The following bids were received for 360 lineal ft. of fencing for White Lake -Oaks: Anchor Fence Zappie Fence $6960. 7560. Staff recommended the contract be awarded to the low bidder, Anchor Fence, for $6960. Moved by Dr. Montante, supported by Mr. Gnau, to award the contract for fencing at White Lake -Oaks to the low bidder, Anchor Fence, for $6960. No Bid Staff concurred with the recommendation of Purchasing to award the contract to the low bidder, Montgomery Wards for $2428.92. Moved by Mr. Deni, supported by Mr. Vogt, to award contract for nine 12' row boats to the low bidder, Montgomery Wards, for $2428.92. PARKING LOT BUMPER BLOCKS The following bids were received by Central Purchasing for parking lot bumper blocks for Springfield -Oaks, White Lake -Oaks and the Wave Pool: Howell Construction Services $3720. Lines Incorporated 3480. Nu -Cast Step & Supply Co. 4260. Boice Builders Supply 4200. Annoni Contractors Inc. No Bid (Commission Meeting, May 27, 1977) Page Five Moved by Mr. Gnau, supported by Mr. Kuhn, to to accept low bid of Lines Incorporated at $14.50 each for bumper blocks; installation included for a total bid price of $3840. Roll Call Vote: AYES: Gnau, Kuhn, Montante, Vogt, Walker, Wint, Deni, Fortino, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried 9-0. GROVELAND-OAKS FOOT BRIDGE: Mr. Bomia recommended the Commission rescind its action of April 29, 1977, in which the contract for the foot bridge at Groveland-Oaks was awarded to Industrial Steel Company. Further investigation determined the low bidder did not meet specifications, nor MIOSHA standards. Moved by Mrs. Fortino, supported by Dr. Montante, to rescind previous action of April 29, 1977; to reject all bids and put the Groveland-Oaks foot bridge out for rebidding. Motion carried unanimously. WATERFORD-OAKS SURVEY - PHASE II: The following bids were received for survey service for Waterford - Oaks in order to have proper information for the final design of the tennis facility: Air -Land Surveys, Inc. $3500. Finney, Carnahan & Assoc., Inc. No Bid Kieft Engineering, Inc. 5600. Giffils-Webster Engineers, Inc. 5000. McCoy Land Surveying Co. No Bid Moved by Mr. Gnau, supported by Mr. Wint, to award the contract for survey service at Waterford -Oaks to the low bidder, Air -Land Surveys, Inc., for $3500. Roll Call Vote: AYES: Kuhn, Montante, Vogt, Walker, Wint, Deni, Fortino, Gnau, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried 9-0. (Commission Meeting, May 27, 1977) Page Six GROVELAND AND WATERFORD-OAKS SOIL TESTING SERVICE: Staff requested four firms bid on the soil testing service and only one firm found it feasible to bid; Michigan Testing Engineers, Inc. -- $3750 for Waterford -Oaks and $900. for Groveland-Oaks for a total bid price of $4650. Moved by Mr. Kuhn, supported by Mr. Vogt, to award the contract for soil testing service at Groveland-Oaks and Waterford -Oaks to Michigan Testing Engineering, Inc., in the amount of $4650. Roll Call Vote: AYES: Montante, Vogt, Walker, Wint, Deni, Fortino, Gnau, Kuhn, Richardson (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried 9-0. RODEO - SPRINGFIELD-OAKS: Moved by Mrs. Fortino, supported by Mrs. Walker, to go into agreement with the J Bar J Rodeo Company for a rodeo to be held at Springfield -Oaks on August 18, 19, 20 and 21. Roll Call Vote: AYES: Vogt, Walker, Wint, Deni, Fortino, Gnau, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried 8-0. DIRECTOR'S REPORT: ---Two-Man Scramble Golf Tournament scheduled for White Lake, June 4. ---Working with White Lake Golf Association to promote an "Arlo Flesher Memorial Tournament" sometime in July. ---Concessionaire requested placing pinball machines at Addison and Groveland. Will be checked out with Arnold Johnston. ---Per Commissioner Kuhn°s suggestion, United McGill extended their warranty on the docking facility at Independence from one year to five years (coverage of defects and damages resulting from marina design.) (Commission Meeting, May 27, 1977) Page Seven ---Article featuring Wave Pool in May issue of Parks & Recreation magazine. ---Small weed harvester can be obtained from the Drain Commission at no cost to the Parks and Recreation Commission. The $10,000 transfer of credit would come from the County General Fund. Moved by Mr. Wint, supported by Dr. Montante, to accept the weed harvester machine on a no - cost basis, if deemed proper by the Board of Commissioners. Motion carried unanimously. ---Received check from DNR in the amount of $58,750 to apply toward the Ted Gray property acquisition at Independence. COUNTY VEHICLE: Commissioner Gnau questioned whether or not the Parks and Recreation Commission could lease or purchase a car for the Director. Mr. Reickel stated the County had requested justification for retaining the vehicle over and above the mileage requirements. Chairman Richardson read the following resolution: "WHEREAS, the Oakland County Executive and Board of County Commissioners have been involved in developing a County car policy; and WHEREAS, the County Executive has eliminated the car of the Director of Parks and Recreation Commission as part of this program based upon miles driven, now therefore be it, RESOLVED, by the Oakland County Parks and Recreation Commission that we are not in agreement with the County Executive's action concerning the Director's vehicle for the following reasons: 1. Parks system requires a mobile adminis- trator to conduct Parks and Recreation Commission business. 2. Director is subject to 24 hour call making it necessary to have a car available at all times. 3. Visits to construction sites. 4. Two-way communication for constant communication with parks and office. 5. Identification in an official capacity while in County Parks and on Commission business. (Commission Meeting, May 27, 1977) Page Eight 6. Transporting of Commission supplies and equipment to various parks and presentations. 7. Contingency of employment. NOW THEREFORE BE IT RESOLVED, this 27th day of May, 1977, that the Commission wishes to emphatically express its concerns that without a County vehicle, the duties of the Director of the Oakland County Parks system will be greatly hampered and in the long run, will reduce his visibility and effectiveness." Moved by Mrs. Walker, supported by Mr. Gnau, to pass the resolution and forward to the County Executive and County Commissioners.
