PARKS AND RECREATION COMMISSION MEETING
November 10, 1977
The meeting was called to order at 1-:30 p.m. by Chairman R. Frank
Richardson in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman E. Frank Richardson, Vice Chairman Marjorie Walker, Secretary
Richard Vogt, Don Deni, Betty Fortino, George Kuhn, Dr. Joseph Montante,
Lewis Wint.
COMMISSION MEMBERS ABSENT:
John Gnau, Jr.
ALSO PRESENT:
R. Eric Reickel; Jon J. Kipke; Chuck Ross; Sheila Cox; Arnold Johnston;
Don Kratt, Medward Tessier, Howard Chanter., Oakland County Security
Division.
APPROVAL OF MINUTES:
Moved by Mr. Kuhn, supported by Mrs. Fortino to approve the
minutes of the meeting of October 28, 1977, with the
following correction:
Page 2.. "Red -Oaks Dk7:ninq Range, Items discussed:", and
following "putting green", the wording "and landscaped
waiting area with vending machines for spectators" be
inserted.

APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mr. Deni, to approve
payment of Vouchers 10-162 through 11-52.

ACTIVITIES REPORT:
Moved by Mr. Kuhn, supported by Dr. Montante to receive
Activities Report for October, 1977E
Motion carried.
The 1978 proposed budget was distributed, along with a proposed 1978
Public Information Program as prepared by Anthony M. Franco, Inc.
The Commission directed Chairman Richardson to send a letter to
Commissioner Jack McDonald, Chairman of the Personnel Committee,
requesting prompt approval be given to our Salary Equity Package in
view of the December 9 Parks and Recreation budget approval deadline.

Moved by Mr. Kuhn, supported by Mrs. Walker to reject
proposed property purchase from Harold Groehn and
inform him the Commission is not interested at this time.

A sufficient majority having voted therefor, the motion
carried.
MICHIGAN MOTOR VEHICLE CODE.
Chief Kratt, Oakland County Security, recommended the Commission adopt
the Michigan Motor Vehicle Code for inclusion in its Park Rules and
Regulations. He explained this would give the Security Division
authority to issue citations for moving motor vehicle violations within
the park system.
Discussion followed on park violations, safety of park users, and how
adoption of the Michigan Motor Vehicle Code would affect the park. system..
It was determined to seek advice of Robert Allen, Civil Counsel, and
invite him to the meeting of December 9 to address the Commission.
Moved by Mrs. Walker, supported by Mr. Vogt to table
adoption of Michigan Motor Vehicle Code pending legal
advice. _

DIRF-CTORtS REPORT:
--- As part of the process of preparing the materials for the design of
campsites at Groveland-Oaks, it was necessary to obtain a survey.
F & 0 has a surveyor under contract, obtained by competitive bid
through Central Purchasing, whom staff authorized to conduct the survey
for approximately $1800.
--Senior golfer, approximately 70 years of age, died from an apparent
heart attack at White Lake -Oaks on November 3.-
--- Distributed copy of letter sent to Senator Huffman pertaining to the
status of the Red -Oaks Golf Course.
--- Corresponded with Florence Mortimer, Secretary of the Addison Township
Planning Commission, requesting to -be put on their agenda for purpose of
reviewing the revised Addison -Oaks Master Plan.
Commissioner Walker suggested an informational handout on the revised
plan be made available to the press.
Chairman Richardson requested the Addison Township Supervisor be
personally informed of the plan.
Moved by Mr. Kuhn, supported by Mr. Deni to adjourn meeting.
The meeting adjourned at 3:10 p.m.
