Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Marjorie Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, George Kuhn, Dr. Joseph Montante, Lewis Wint. COMMISSION MEMBERS ABSENT: John Gnau. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Charles Ross; Arnold Johnston; Sheila Cox; Frank Ostrowski; Rob Coffey; Robert J. Salogar, Anthony M. Franco, Inc.; Bob Bills and Rick Heier, Bills and Childs Associates, Inc.; Don Kratt and Med Tessier, Security Division. APPROVAL OF MINUTES: Moved by Mrs. Walker, supported by Dr. Montante, to approve the minutes of the meeting of September 16, 1977, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Walker, supported by Dr. Montante, to approve payment of Vouchers 9-122 through 9-256 and 10-1 through 10-67. ROLL CALL VOTE: AYES: Kuhn, Montante, Walker, Wint, Deni, Richardson (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Mr. Wint, supported by Mr. Kuhn to accept the Activities Report for August and September, 1977; report subject to the answering of why activities have declined at the Springfield Clubhouse. Motion carried. STATEMENT OF OPERATIONS: Moved by Mr. Kuhn, supported by Dr. Montante, the Statement of Operations, as of August 31, 1977, be accepted. !c?rc, Ocrob_r 14, 1977) _ -wet. Mr. Reickel suggested the possibility of an outside :ur insurance program to see if present costs could be otion carried. RGPFRTY PROPOSALS: ---Staff recommended rejection of the property offered by Clinton Design.and Development for 34.10 acres at the N. W. corner of Hall Road and Andersonville Road in Springfield Township. Moved by Mr. Kuhn, supported by Mrs.. Fortino, to send a "thank -you" letter to Clinton Design & Development and inform them the Commission is not interested in purchasing the property at this time. ROLL CALL VOTE: AYES: Vogt, Walker, Wint, Deni, Fortino, Kuhn, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ---Pauloski Property - 46.96 acres located on western boundary of White Lake -Oaks: Mr. Reickel recommended a letter of application be submitted to the Michigan Land Trust requesting them to purchase the property. He further suggested an application go to the Michigan Land Trust for the property that abuts onto Independence -Oaks which includes the Clinton River and its floodplain and extends to Independence Township Park. Due to its beauty and being so fragile, Mr. Reickel recommended the Independence property be given first priority. Moved by Dr. Montante, supported by Mrs. Walker, to inform Mr. Dean Pauloski that the Parks and Recreation Commission is submitting an application to the Michigan Land Trust regarding the property. The Commission concurred in giving staff approval to proceed with application to the Michigan Land Trust for the Independence property. SECURITY DIVISION.- TRAFFIC ENFORCEMENT: Chief Kratt, Security Division, requested the Parks and Recreation Commission amend its Park Rules and Regulations to include Public Act 300, Michigan Vehicle Code, which would enable the Security Division to write traffic citations within County Parks. Robert Allen, Civil Counsel, directed the following letter to Chairman Richardson: "I would suggest your Commission consider adopting the Michigan Vehicle Code, Act 300 of the Public Acts of 1949, as amended, insofar as said Code may be applicable to County parks, roadways and parking lots. If you concur in this recommendation, I will prepare the appropri- ate proceedings for you." Staff concurred with Chief Kratt and recommended the amendment be adopted. Moved by Mrs. Walker, supported by Mr. Wint to have Civil Counsel prepare appropriate proceedings to amend the Oakland County Parks and Recreation Commission's Rules and Regulations to include Public Act 300, State Vehicle Code; document to be returned to the Commission for approval. Moved by Mrs. Fortino to table until next meeting. Motion failed for lack of support. ROLL CALL VOTE: AYES: Deni, Fortino, Kuhn, Montante, Vogt, Walker, Wint, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-3 ( Commi ss i on '='eeti ng, October 14, 1977 ) -13 TER PLAN R_IIJION "s -d Rick 'Teter, Bills & Childs Associates, were present to update the on revision of the Addison -Oaks Master Plan. The following changes _ own �;�ade since the adoption of the original plan: '. Changed entrance road from Lake George Road to Romeo Road. 2. Eliminated Wave Pool. 3. Eliminated Amphitheater. 4. Reduced proposed camping facilities from 300 to 150 sites. 5. Conference Center lodging reduced to just include present maintenance building. 6. Reduced parking lot from 1200 to 600 cars. After Commission approval of the revision, the plan will be presented to Addison and Oakland Township authorities. Moved by Dr. Montante, supported by Mrs. Walker to accept the plan as presented, forward to the Addison and Oakland Township Planning Commissions; plan to be returned to Parks Commission for approval before finalizing. Mr. Bills announced his firm was the recipient of an honor award from.the Michigan Society of Planning Engineers for the design of the Addison --Oaks Master Plan. He also presented a plaque on behalf of the Society, to the Parks Commission, acknowledging the award. DIRECTOR'S REPORT: ---Fall issue of the Acorn has been mailed. ---Distributed 1977 Rodeo report. Next meeting of the Subcommittee studying Springfield -Oaks Youth Activities Center will be on Tuesday, October 18, 2:00 p.m. ---Received letter from Jack Monteith, formerly of Swanson Associates, informing the Commission of his move to Hoyem-Basso Associates. ---Distributed copy of a resolution submitted to Board of County Commissioners by Commissioner Gorsline regarding the Huron -Clinton Metropolitan Authority Park D?velopment policy. The resolution urges the Authority to rescind its policy of allowing private investors to develop portions of its parks. . ---Met with City of Royal Oak Park Board about park plans for South Oakland County. Royal Oak has a new City Master Plan developed by Anderson/Lesniak. ---Met with joint Finance & Personnel Committee on salary equity package. Moved by Dr. Moniante, supported by Mr. Vogt, the approval of a 50% rate reduction for the Davisburg Rotary's Millionaire's Party to be held at the Springfield -Oaks Youth Activities Center, November 11, 1977. Motion carried. --Commissioner Fortino questioned the rationale for recreation classes held at Waterford -Oaks and what percentage of those attending are Waterford residents. She suggested senior citizens or handicapped persons be allowed to attend the classes free -of -charge. e_-Chairman Richardson will -send letter of condolences on behalf of the Commission, to Virginia Solberg whose husband passed away recently.
