Frank Richardson. COMMISSION MEMBERS PRESENT: Chairman E. Frank Richardson, Vice Chairman Marjorie Walker, Secretary Richard Vogt, Don Deni, Betty Fortino, George Kuhn, Dr. Joseph Montante, Lewis Wint. COMMISSION MEMBERS ABSENT: John R. Salogar, Anthony M, Franco, Inc.; Bill Willoughby, Daily Tribune, APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Mr. Deni, to approve the minutes of the -meeting of August-26, 1977, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Dr. Montante, supported by Mrs. Fortino, to approve payment of Vouchers 9-1 through 9-121, ROLL CALL VOTE: AYES: Walker, Wint, Deni, Fortino, Kuhn, Montante, Richardson (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Mrs. Fortino, supported by Dr. Montante, to receive Activities Report for August,-1977. Motion carried. 3-1 (Clo=ission Meeting, September 16, 1977) 1977 JUNIOR GOLF TOURNAMENT: Kirk Hart was not present to summarize the Junior Golf Tournament. Mr. Reickel stated a recommendation would be made at budget time or early spring regarding any future junior golf tournaments. Moved by Dr. Montante, supported by Mrs. Fortino, to table report on the golf tournament until a later time. Motion carried 1977 RODEO REPORT: Mr. Reickel distributed Gerard Lacey's resume of the 1977 Rodeo and several letters and newspaper items pertaining to the Rodeo. Mr. Lacey explained the promotional procedures conducted prior to the Rodeo, ie, TV, radio, newspaper advertising, and the resulting coverage of the event by the media. Revenue to parks from the Rodeo was $1,656.20. Overtime wages and rental of four additional port-a-jons were to be added to the $842 estimated expenses. Commissioner Montante suggested a subcommittee be formed to study all aspects of the Rodeo. Commissioner Wint expressed his dislike of the "boiler room" method of soliciting funds for the Rodeo. He requested a report be com- piled of monies collected from merchants on behalf of the Oakland County Parks and Recreation Commission and how it was expended. Moved by Dr. Montante, supported by Mr. Kuhn, to direct the Chairman to form a subcommittee for the purpose of further analysis of the Rodeo op- erations. Motion carried. "DERBY HILL" CONSTRUCTION: Moved by Mrs. Walker, supported by Mrs. Fortino, to receive resolution from Planning & Building Committee regarding "Derby Hill" construction and refer to staff for further investigation. Motion carried. loomp-1 Central Purchasing sent requests for quotations to six vendors for nursery stock to be used at Springfield, White Lake and Independence. The bids were returned as follows: 3-2 (Co=ission Meeting, September 16, 1977) Ilgenfritz Nursery $7,601.95 (Partial bid inc. substi-Lu77_____.: Marine City Nursery 6,296.00 (Partial bid inc. substit,_-­_-_'-_-__z' Milarch Nursery 8,148.00 (With no exceptions) Environmental Improvement No Bid Zendt's Nursery No Bid Bordines Better Blooms No Bid Staff concurred with Purchasing's recommendation to abstract the bid as it would be more advantageous with our specifications and would save a considerable amount of money. Mr. Reickel further reconinen.ded the money for the project be taken from the Contingency Fund. Moved by Mr. Wint, supported by Mr. Kuhn, to abstract the bid for nursery stock: $3,960 to Marine City Nursery; $1,827 to Ilgenfritz Nursery and $585. to Milarch Nursery for a total bid package of $6,372 and transfer monies from Contingency Account. ROLL CALL VOTE: AYES: Vogt, Walker, Wint, Deni, Fortino, Kuhn, Montante, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. DIRECTOR'S REPORT: --- Red Oaks Starter Building: Don Malinowski, F & 0 Engineering, recommended terminating agreement with Coronet Builders due to non- performance of terms of their contract. Mr. Malinowski stated the agreement had been reviewed with Civil Counsel. The bonding company would have to obtain another contractor. Moved by Mr. Kuhn, supported by Mr. Vogt, to support termination of contract with Coronet Builders for construction of a Starter Building at Red -Oaks, subject to review by Civil Counsel, and the bonding company's obligation to obtain another contractor at no expense to the Parks and Recreation Commission. ROLL CALL VOTE: AYES: Wint, Deni, Fortino, Kuhn, Montante, Vogt, Walker, Richardson (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. 3-3 (Co=ission Meeting, September 16, 1977) ---Addison-Oaks: After inspection of the cracks in the existing water controlstructureon the swimming pond east of the Conference Center, Engineering recommended it be repaired and renovated. Removing or abandoning the structure and construction of a new dam would cost two to three times the amount for repairs. Moved by Mr. Kuhn, supported by Mr. Deni, to have Engineering proceed with design study and report back to Commission with cost estimates for repair and renovation of water control structure at Addison -Oaks. Motion carried. ---Ray Delasko, Manager, Independence -Oaks, received letter from Tim Doyle, Independence Township Recreation Department, thanking Ray and his staff for their excellent cooperation with the Township's Day Camp Program. Mr. Doyle reserved the same area for a 10-week period for the summer of 1978. ---Received "thank you" letter from Douglas Shaffer, Hattery/Shaffer Films, for staff's assistance during their firm's filming of Wave Pool for inclusion in new WaveTek film. --A crowd of three to four thousand was anticipated for the Muscular Dystrophy Rock Concert. 50 persons attended. Mr. Richardson responded to a letter from Collin Walls, Springfield Township Supervisor, stating a decibal level would be established for the YAC. ---Corresponded with Mr. Pauloski on property west of White Lake, ---Interviewed eight candidates for Chief of Design & Development. NEW BUSINESS: Chairman Richardson read the following letter from Irene Flesher: (dated) "September 7, 1977 Dear Friends, I would like to take this opportunity to give a special "Thank You" to each and everyone of you for making this year's Arlo Flesher Memorial Tournament possible. Your thoughtfulness toward my husband and daughter is greatly appreciated! My heart is filled with gratitude! Arlo would have also been grateful, just knowing you thought of his daughter, not to mention the success of the tournament. Again, Thank You All Very Much!! God Bless You, (signed) Mrs. Arlo Flesher" ,i - 4 (Commission Meeting, September 16, 1977) Moved by Mr. Kuhn, supported by Mrs. Walker, to receive letter of appreciation from Mrs. Arlo Flesher. Motion carried. ---Chairman Richardson appointed Commissioners Walker and Wint to the subcommittee to analyze the Rodeo operations. --- Upon concurrence from all Commissioners present, Chairman Richardson cancelled the Commission Meeting of September 23, ---Commissioner Walker stated that Joe Seavey, Chief of Recreation Services Division, Department of Natural Resources, nominated her as a board member representing Boards and Commissions for the Michigan Recreation and Park Association. Moved by Dr. Montante, supported by Mr. Kuhn, to support the nomination of Mrs. Walker as a candidate to the MRPA Board of Directors.and a resolution be prepared stating same. Motion carried. Moved by Dr. Montante, supported by Mr. Kuhn, to go into Executive Session.
