Wint at 9:45 a.m. in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis E. Wint, Vice Chairman Marjorie M. Walker, Secretary Betty J. Fortino, Don Deni, George W. Kuhn, Dr. Joseph Montante, Richard V. Vogt, Richard R. Wilcox. COMMISSION MEMBERS ABSENT: John R. Gnau, Jr. ALSO PRESENT: R. Eric Reickel; Jon J. Salogar and Sandra Bunnell, Anthony M. Franco, Inc. Chairman Wint welcomed Richard Wilcox back to the Commission. Mr. Wilcox was appointed by the Board of County Commissioners -to fill the vacancy created by the resignation of E. Frank Richardson, APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Mr. Deni to approve the minutes of the meeting of March 10, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Walker, supported by Dr. Montante to approve payment of Vouchers 3-84 through 3-228. ROLL CALL VOTE: AYES: Walker, Wint, Deni, Fortino, Kuhn, Montante, Wilcox, Vogt (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. STATEMENT OF OPERATIONS: Moved by Dr. Montante, supported by Mrs. Walker to receive the Statement of Operations as of February 28, 1978. Motion carried. 3-1 (Commission Meeting, April 7, 1978) ACTIVITIES REPORT: Moved by Mr. Kuhn, supported by Mrs. Fortino to receive the Activities Report for March, 1978. Motion carried. 1977 AUDIT: Moved by Mr. Kuhn, supported by Dr. Montante to receive and place on file, the 1977 Annual Audit Report from Janz & Knight, CPA's. Motion carried. Miller 1,248. ' Lawn Equipment 1,377. Staff concurred with Purchasing to award the bid to -the low bidder, Turf Supply for $1,137. SCOTT'S PRO TURF FERTILIZER Scott's $ 4,391.60 Unlike other fertilizer processed for Parks and Recreation, this is a single source item available only through Scott's in their Pro Turf Division and sold through a manufacturing representative for the State of Michigan. There is no equal substitute for this type of fertilizer. Mike Thibodeau, Chief of Golf, requested this brand because it is a combination of fertilizer and fungicide which requires only one application rather than two as has been done in the past. Staff concurred with Purchasing's recommendation to award the bid -to Scott's Pro Turf Division for $4,391.60. Parks and Recreation and The Oaks are to split the costs equally. $5,000 was appropriated in the 1978 Capital Budget for carpeting. TURF TRUCKSTER W. F. ADDISON-OAKS WATER CONTROL STRUCTURE: Don Malinowski, Manager, Facilities Engineering, reported -the following bids were received on March 16, 1978, to replace the existing dam structure at Addison -Oaks: J. W. Powell Construction $23,000. Timmer Construction Co. 24,350. Wydan Construction Co. 16,850. Mr. Malinowski explained the bids came in higher than the estimated $10,500 due to the contractor's concern over access to the site and the installation of a temporary structure that will maintain the water level while the dam is under construction. Staff concurred with Mr. Malinowski's recommendation to award the bid to the low bidder, Wydan Construction Company, for $16,850. He also recommended a contingency fund of $2,150 for a total price of $19,000. Moved by Mrs. Fortino, supported by Mr. Vogt to award the bid for construction of a dam structure at Addison -Oaks to the low bidder, Wydan Construction Company, for $16,850 and approve a contingency of $2,150 for a total package of $19,000; difference between recommendation and approved budget amount to be transferred from Contingency Fund. 3-4 (Commission Meeting, April 7, 1978) ROLL CALL VOTE: AYES: Deni, Fortino, Montante, Wilcox, Vogt, Walker, Wint (7) NAYS: (0) A sufficient majority having voted therefor, -the motion carried. RECREATION MASTER PLAN: The Department of Natural Resources requires that an overall Oakland County Recreation Master Plan be on file by May 1, 1978, to meet their requirements for local units of government to receive funding. Moved by Mrs. Walker, supported by Mrs. Fortino 'to approve -the following resolution: WHEREAS, the Oakland County Parks and Recreation Commission has reviewed the "Recreation Master Plan" as prepared by the County Executive's Advance Programs Group, and, WHEREAS, an addendum to the plan has been prepared by design and development staff incorporating a short-range plan, long-range plan, and financial plan, and WHEREAS, the Oakland County Parks and Recreation Com- mission has reviewed the addendum; THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission adopts the "Recreation Master Plan" and addendum to be re-evaluated at least every two years. Chairman Wint complimented Mr. Figa for doing an excellent job on the project. MANAGER'S REPORT: ---While attending the NACo Conference in Washington, D. C., Mr. Reickel, Commissioners Wint, Deni and Fortino toured the new Activities Center for Fairfax County, Virginia, Park Authority. ---NRPA National Forum, Ashville, N. C., June 15 - 18. --Sent letter to Mr. Wilcox, Chairman of the Planning & Building Committee, outlining the Subcommittee's recommendation for the Springfield -Oaks Youth Activities Center. OR (Commission Meeting, April 7, 1978) ---Received letter from Commissioner Gorsline thanking Mr. Reickel for a copy of the Subcommittee's recommendations for the YAC. ---If pending correspondence is received from the Liquor Control Commission, Springfield Township will address the liquor license for the Springfield Clubhouse at its May 1 meeting. The Amendment to the Agreement with The Oaks, as requested by the Township Supervisor, has been approved by the Parks and Recreation Commission and delivered to Mr. Walls. ---Due to mix-up in membership records, Parks Commissioners have not received their NRPA magazines since November. Will receive a full year's service as of April 3, 1978. -Following letter received from the Addison Township Planning Commission: (dated) March 21, 1978 "The Addison Township Planning Commission is pleased to concur with your application for a federal grant to aid in the Phase I Development of Addison -Oaks Park. We should also like to express our appreciation -For your presentation of plans at our January meeting. (signed) Florence M. Mortimer, Secretary" ---Kathleen Dougherty, Park Naturalist, received letter from a student thanking her for conducting a nature walk and expressing pleasure with the beauty of Independence -Oaks Park. ---Distributed copies of "Lakeshore Trail Guide" for Independence -Oaks, a self -guide for hiking; will be posted on routed posts. ---Sent copies to Parks Commissioners on that portion of the Michigan Motor Vehicle Code dealing with Drunk and Reckless Driving. ---Mr. Reickel recently elected to the Revenue Sources Management School Board of Regents. The school, conducted by North Carolina State University in affiliation with the National Recreation & Park Association, is held in Wheeling, West Virginia, for parks and recreation executives and supervisory personnel. ---Date will be set for Recognition Banquet and format will be discussed at next meeting. ---Park Tour should be scheduled for May or June. OLD BUSINESS: Moved by Dr. Montante, supported by Mr. Deni to amend the By-laws of the Oakland County Parks and Recreation Commission to read "The Commission shall meet regularly twice a month, on the first (1st) and third (3rd) Friday," rather than ...."second (2nd) and fourth (4th) Friday."
