Wint in the Parks and Recreation Commission Room. COMMISSIONERS PRESENT: Chairman Lewis E. Wint, Vice -Chairman Marjorie M. Walker, Secretary Betty Fortino, Don Deni, John R. APPROVAL OF PAYMENTS: Moved by Mr. Gnau, supported by Dr. Montante to approve payment of Vouchers 8-63 through 8-233. ROLL CALL VOTE: AYES: Mr. Deni, Mr. Gnau, Dr. Montante, Mrs. Walker, Mr. Wilcox, Mr. Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. OPERATING STATEMENTS FOR JULY, 1978: Moved by Mr. Deni, supported by Mr. Wilcox to receive the operating statements as of July, 1978. Motion carried. REOUEST FROM DAVISBURG JAYCEES AND AUXILIARY: Received a request from the Davisburg Area Jaycees and Auxiliary for a reduction in the rental fee at Springfield -Oaks Y.A.C. for their fund-raising dance on October 7, 1978. 3-1 (Commission Meeting, August 25, 1978) Moved by Dr. Montante, supported by Mrs. Walker to approve the request from the Davisburg Area Jaycees and Auxiliary for a 50% reduction in the rental fee for their fund-raiser dance on October 7, 1978. Motion carried. WATERFORD-OAKS TRUCKSTER BIDS: The following bids were received from Purchasing for a maintenance truckster for Waterford -Oaks: W. F. Miller $3,800.00 (EZ Go) Golf Car Distributors 4,182.21 (Cushman) Wilkie Turf Equipment Co. 3,711.00 (Toro) Staff concurs with Purchasing's recommendation to purchase the EZ Go from W. F. Miller because low bid did not meet specifications. Moved by Mrs. Walker, supported by Mr. Gnau to accept the bid of $3,800.00 from W. F. Miller for an EZ Go Truckster for maintenance at Waterford -Oaks. ROLL CALL VOTE: AYES: Gnau, Kuhn, Montante, Walker, Wilcox, Deni, Wint (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. M-275 RESOLUTION: Moved by Mr. Kuhn, supported by Dr. Montante to adopt the following resolution: "WHEREAS the Oakland County Parks and Recreation Commission has acquired seven parks totaling 2,500 acres throughout Oakland County since its creation in 1966; and WHEREAS Springfield -Oaks is a 270-acre park contained within this park system; and WHEREAS the Oakland County Commissioners relocated the 4-H fairgrounds from the Perry Street site in Pontiac to the Springfield -Oaks Park site at a cost of approximately $1 . million because the M-275 Freeway was to border on the park with an on and off ramp; and WHEREAS this includes the Youth Activities Center, which is available to Oakland County youth groups free of charge; and 3 2 (Commission Meeting, August 25, 1978) WHEREAS the Oakland County Parks and Recreation Commission constructed a $1.5 million, 18-hole golf course and club- house at Springfield -Oaks with the understanding that M-275 Freeway was to run by the park; and NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission does hereby urge Governor William G. Milliken and the State Highway Commission to provide the M-275 Freeway in Western Oakland County to serve the residents with a safe and environmentally sound freeway to reach Springfield -Oaks Park." ROLL CALL VOTE: AYES: Fortino, Gnau, Kuhn, Montante, Vogt, Walker, Wilcox, Deni, Wint (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. WHITE LAKE -OAKS CROSS-COUNTRY SKI PROPOSAL: Staff sent out bids to five businesses for the cross-country ski program at White Lake -Oaks. The only proposal returned was from Gary Watson of Raleigh Bike & Sport. Staff has worked with Mr. Watson on previous events with good results and is recommending approval and acceptance. Moved by Mrs. Fortino, supported by Mr. Wilcox to accept the proposal from Raleigh Bike & Sport, and to go into agreement with them for the cross-country ski program at White Lake -Oaks. ROLL CALL VOTE: AYES: Gnau, Kuhn, Montante, Vogt, Walker, Wilcox, Deni, Fortino, Wint (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MANAGER'S REPORT: ---Mr. Reickel presented the Attorney General's opinion regarding the Huron - Clinton Metropolitan Authority and their Children's Zoo. ---SCAMP Program in Independence Township received a grant and used it to do some work at Independence -Oaks. ---Bill Patterson's nephew died at White Lake -Oaks last week. Mr. Patterson complimented our staff for their competent first aid. 3 - 3 (Commission Meeting, August 25, 1978) ---American City and County featured an article on pools and included our Wave Pool. ---Received a thank you note from Camp Oakland for the old roller skates donated to them from our Skate -Mobile. ---Received a thank you note from Mayor Holland for the letter we sent regarding the Silverdome. ---Will be holding cross-country running activities at Independence -Oaks this fall. Bishop Foley High School will be using the park for their events. ---Received a final report on the Antique Car Show; our revenues were $4,090.20. ---Received a letter from the City of Madison Heights formally waiving our sewage charge at Red -Oaks. ---Tom Schneider, 4-H, sent a letter about the fair and commending both Arnold Johnston and Anne Clinton for their help. ---Mr. Reickel attended a public hearing in Madison Heights for citizens living next to Red -Oaks to express their concerns on some problems. ---Joe Figa presented sketches for landscaping projects for Springfield -Oaks Y.A.C. and Red -Oaks. Mr. Vogt attended a picnic at Addison -Oaks recently and noted the women's bathroom facilities were inadequate. Moved by Mr. Wilcox, supported by Mr. Gnau to go into executive session. ROLL CALL VOTE: AYES: Kuhn, Montante, Vogt, Walker, Wilcox, Deni, Fortino, Gnau, Wint (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. The meeting reconvened at 11:12 a.m. GLEN OAKS: Moved by Mr. Gnau, supported by Mrs. Walker to offer to purchase Glen Oaks and two additional parcels of land for $2,250,000.00 on terms to be negotiated, offer to be accepted within six days, subject to necessary approvals. 3 - 4 (Commission Meeting, August 25, 1978) ROLL CALL VOTE: AYES: Montante, Vogt, Walker, Wilcox, Deni, Fortino, Gnau, Kuhn, Wint (9) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Moved by Mr. Wilcox, supported by Mrs. Fortino to finance the purchase of Glen Oaks and two additional parcels of land through the County Building Authority, if our offer is accepted.
