Wint, Chairman. COMMISSIONERS PRESENT: Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Betty Fortino, Don Deni, George Kuhn, Dr. Joseph Montante, Richard Vogt, Richard Wilcox. COMMISSIONERS ABSENT: John Gnau ALSO PRESENT: R. Eric Reickel; Jon Kipke; Arnold Johnston; Charles Ross; Joseph Figa; Mike Thibodeau; Jim Mansfield: Velma Austin; Carol Stanley; Milton Handorf, Director of Public Works; Ted Fuller, George Lekas, Walt Rickens and Randy Milbacher, The Oaks; Robert J. Salogar, Anthony M. Franco, Inc.; John Basch, The Daily Tribune. Chairman Wint introduced the guests attending the meeting. APPROVAL OF MINUTES: Moved by Mrs. Fortino, supported by Mr. Deni to approve the minutes of the meeting of December 1, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Dr. Montante to approve payment of Vouchers 12-1 through 12-108. ROLL CALL VOTE: AYES: Walker, Wilcox, Wint, Deni, Fortino, Kuhn, Montante (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. ACTIVITIES REPORT: Moved by Mr. Wilcox, supported by Mr. Kuhn to receive the Activities Report for November, 1978, Motion carried. 3-1 (Commission Meeting, December 15, 1978) WATER HOOKUP - GLEN OAKS: Mr. Kipke explained that regulations mandated by the Oakland County Health Department required that the well at Glen Oaks Clubhouse be abandoned and the facility be hooked -up to the City water supply. Seven plumbing firms were asked to bid on the project but none.responded. As soon as quotes are available, they will be presented to the Commission. MANAGER'S REPORT: ---"Sunday only" registration for the MRPA Conference is $25.00. The "Walker Survey" will be on Sunday's agenda; a study conducted by Com- missioner Walker about Parks and Recreation Commissions in the State. Also, the DNR will conduct a public hearing on Sunday pertaining to the State Recreation Plan. ---Salary range for the Public Information Officer, as recommended by Personnel, is $19,300 to $21,600. Personnel Practices Committee will review the request to approve the position at its first meeting in January. ---Cross country ski rental and lesson program at White Lake -Oaks during first part of January; co -sponsored by The Detroit News. ---Cross Country Ski Tour, Independence -Oaks, January 6, 1979. ---Cross Country Ski Race, Independence -Oaks, January 28, 1979. ---Special Commission Meeting on Wednesday, December 20, to hear proposals from six architectual firms regarding the Glen Oaks Clubhouse. ---Sent letters to golf leagues at Glen Oaks requesting they sign contracts for the 1979 season. ---Meeting held on December 14 at White Lake -Oaks regarding the proposed Environ- mental Center for Independence -Oaks. Representatives from environmental centers and/or environmental education programs throughout the State of Michigan attended. NEW BUSINESS: SENATOR HUFFMAN RESOLUTION: Moved by Mr. Deni, supported by Mr. Kuhn to adopt the following resolution: "WHEREAS, State Senator Bill S. Huffman, through his belief in the importance of recreation and open space, helped secure a $50,000 grant to study the feasibility of converting the Red Run Drain into a recreation facility, and WHEREAS, Senator Huffman was instrumental in obtaining the state funding of $1.2 million for the purchase of the Glen Oaks golf course for the preservation of open space and continued recreation use, and 1 3-2 (Commission Meeting, December 15, 1978) WHEREAS, Senator Huffman has displayed an enthusiastic support for recreation facilities designed to enrich the lives of present and future generations, such as the wave -action pool, and WHEREAS, it has been the county policy to provide functional names to county buildings rather than naming buildings after individuals, and WHEREAS, -it has been the past practice to recognize outstanding individuals in the county by dedicating facilities in their honor, and installing an appropriately designed plaque, THEREFORE, be it resolved this 15th day of December, 1978, that the Red Oaks Golf Complex is dedicated in sincere appreciation to the Honorable Bill S. Huffman, distinguished member of the Senate of the State of Michigan, and a resident of Oakland County and that a plaque as designed be affixed in an appropriate area of the building." ROLL CALL VOTE: AYES: Wilcox, Wint, Deni, Fortino, Kuhn, Montante, Vogt, Walker (8) NAYS: (0) A sufficient majority having voted therefor, the motion passed unanimously. Mr. Reickel suggested Senator Huffman be recognized at the Parks and Recreation Awards Banquet to be held in the spring. PRESENTATION: Commissioner Walker presented a stained glass mobile to Commissioner Fortino who will be leaving the Commission the end of December. UNFINISHED BUSINESS: GLEN OAKS: Mr. Kipke updated the Commission on what had transpired since the acquisition of Glen Oaks; ie, thorough cleaning of building which included steam -cleaning the kitchen, blocking off attic storage area, correcting violations as cited by the Farmington Hills Fire Department, etc. The Fire Department verbally gave Parks and Recreation an Occupancy Permit. Chairman Wint recessed the meeting at 10:35 so the Commission could tour the facility. Meeting reconvened at 11:25 a.m. Moved by Dr. Montante, supported by Mrs. Fortino, to reconsider the motion made at the December 1 meeting to "go out on a dual program; obtain five or six proposals for the 'design and build' concept as opposed to architectural services only." Motion carried. 3 - 3 (Commission Meeting, December 15, 1978) Moved by Dr. Montante, supported by Mrs. Fortino, to proceed with the original motion to solicit architectural firms to submit master plans for the Glen Oaks facility.
