Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis E. Wint, Secretary Betty J. Fortino, Don Deni, George Kuhn, Dr. Joseph Montante, Richard Vogt. COMMISSION MEMBERS ABSENT: Vice Chairman Marjorie Walker, John Gnau, E. Frank Richardson. ALSO PRESENT: R. Eric Reickel; Jon J. Kipke; Charles Ross; Arnold Johnston; Joseph Figa; Sheila Cox; Rod Whaley; Milton Handorf, Director, Dept. of Public Works; Mike Thibodeau; Tony Franco and Bob Salogar, Anthony M. Franco, Inc.; Bill Willoughby, Daily Tribune. APPROVAL OF MINUTES: Moved by Mr. Kuhn, supported by Mrs. Fortino, to approve the minutes of the meeting of January 13, 1978, as written. Motion carried. APPROVAL OF VOUCHERS: Moved by Mrs. Fortino, supported by Dr. Montante, to approve payment of Vouchers 12-241 through 12-280; 1-1 through 1-71 and 2-1 through 2-69. ROLL CALL VOTE: AYES: Fortino, Kuhn, Montante, Vogt, Deni, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried 6-0. PROGRESS REPORT: Joe Figa outlined the progress to date on the various outstanding park projects. The final drawings of the Waterford -Oaks Court Complex and the Red -Oaks Driving Range should be ready for presentation to the Commission on February 24. The Red -Oaks Starter Building is scheduled for completion by April 15. Bert Goins, Engineering Aide, in process of drafting a policy and procedure manual for park personnel. 3 - 1 (Commission Meeting, February 10, 1978) Mr. Fi.ga stated it would be necessary to adopt the County Recreation Master Plan to meet requirements of the DNR necessary to file for grant applications by May. PUBLIC INFORMATION PROGRAM: Tony Franco and Bob Salogar, Anthony M. Franco, Inc., outlined their proposed 1978 public information program and explained how their firm, with the professional expertise available, basically monitors an over all communication to the public for the Con mission. Discussion followed on the various aspects of the program and what avenues to pursue to best inform Oakland County citizens of the excellent County Park facilities available for their use. Moved by Mr. Kuhn, supported by Mrs. Fortino, to renew the contract with Anthony M. Franco, Inc., and receive the 1978 Public Information Program for further consideration. Motion carried. MANAGER'S REPORT: ---Distributed proposed 1978 Capital Development Budget. Will be discussed in depth at the special commission meeting on February 17 in preparation for adoption at regular meeting of February 14. ---Received copy of letter from John Grubba responding to an editorial that appeared in the Spinal Column pertaining to Act 139. ---Department of Interior has renamed the Bureau of Outdoor Recreation. The regional structure will remain unchanged and the new name will be Heritage Conservation and Recreation Service. ---Chairman Wint and Mr. Reickel attended a meeting sponsored by the Cooperative Extension Service -- "1978 Kick-off of the 1978 Community Program." ---The chance of getting funded by the Department of Interior for a bikeway between Rochester and Lake Orion very slim due to number of applications submitted. ---Bills & Childs Associates will receive a special commendation for the Addison -Oaks Master Plan at the Great Lakes Park Training Institute banquet on February 22 in Angola, Indiana. ---Mrs. George Tuson, representative of the Holly Area Band Boosters requested a rate reduction for their fund-raiser dinner dance to be held at the Y.A.C. on May 13. The Commission approved a 50% rate reduction to the group as non- profit youth oriented. ---Public hearing on liquor license for Springfield -Oaks Clubhouse to be held at the Y.A.C. on March 1, 7:00 p.m. ---Presented Addison -Oaks Master Plan to Addison Township on January 7 and the Oakland Township Planning Commission on February 7. 3 - 2 (Commission Meeting, February 10, 1978) ---[Jill be meeting with Madison Heights Mayor and Council pertaining to sewer rates on water we use to irrigate Red -Oaks Golf Course. ---Invited to City of Hazel Park Council meeting on February 27 to give them an update on the current status of the Red Run Drain property. ---NACo Legislative Conference, Washington, D.C., March 12-15. The Messrs. [dint, Vogt, and Reickel will attend. ---Representative Claude Trim, Commissioner Gorsline and Springfield Township Supervisor, Collin Walls, attended the Subcommittee meeting on the Y.A.C. on February 6. The Subcommittee will meet one more time before submitting a report to the Commission. ---Kathleen Dougherty appointed to the Park Naturalist position. ---Change in bus rental rates will be discussed at the February 24 meeting. NEW BUSINESS: Chairman taint stated he met with the County Executive on behalf of the Commission, in an effort to improve communications. Moved by Dr. Montante to adjourn meeting.
