PARKS AND RECREATION COMMISSION MEETING
July 21, 1978
The meeting was called to order at 9:35 a.m. by Chairman Lewis Wint in
the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairman Lewis Wint, Vice Chairman Marjorie t4alker, Secretary Betty Fortino,
Don Deni, George Kuhn, Dr. Joseph Montante, Richard Vogt, Richard Wilcox.
COMMISSION MEMBERS ABSENT:
John R. Gnau, Jr.
ALSO PRESENT:
R. Eric Reickel; Joe Figa; Mike Thibodeau; Cindy Moon; Check Ross; Sheila
Cox; Anton Guyer, Board of County Commissioners; Jack Yemec, Madison Heights
Parks and Recreation; Bob Frost, Michigan State University Intern; Jim
Perry, Oak Park Parks and Recreation.
APPROVAL OF MINUTES:
Moved by Mr. Wilcox, supported by Mr. Deni to approve the
minutes of the meeting of July 7, 1978, with the following
correction:
Page 3-2, Motion regarding Springfield -Oaks Grant: The
wording, "to accept a grant" shall be changed to read "to
request permission to apply for a grant" ....."Grant to
be sent to Planning and Building Committee" shall be changed
to read, "Request to be sent to Planning and Building Committee."
Motion carried.
APPROVAL OF VOUCHERS:
Moved by Mrs. Walker, supported by Mrs. Fortino to approve
payment of Vouchers 7-1 through 7-117.

A sufficient majority having voted therefor, the motion

(Commission Meeting, July 21, 1978)
STATEMENT OF OPERATIONS AND ACTIVITIES REPORT:
Moved by Mrs. Fortino, supported by Dr. Montante to
receive Statement of Operations for period ending June 30,
1978, and the Activities Report for June, 1978.
Motion carried.
CAPITAL IMPROVEMENT PROJECTS - PROGRESS REPORT:
Moved by Mrs. Fortino, supported by Mrs. Walker to receive
Progress Report on Capital Improvement Projects.
Motion carried.
OAKLAND COUNTY YOUTH ASSISTANCE ADVISORY COUNCIL:
Moved by Mr. Wilcox, supported by Mr. Deni to support
staff's recommendation to allow the Oakland County
Youth Assistance Advisory Council free entry to
Independence -Oaks Park for their picnic scheduled for
September 23, 1978, due to the nature of their organization.

0. C. NORTHWEST PARKS & REC. ASSOC. - PROGRAMMING FOR HANDICAPPED PEOPLE:
Jack Yemec, Director of Parks and Recreation for Madison Heights, explained
that the Northwest Parks and Recreation Association had formed a committee
eight months ago to study the possibility of providing handicapped residents
within Oakland County a broad range of recreation and leisure services
compatible with their individual leisure needs and abilities.
The goals of the programs are as follows: (1) to provide diverse recrea-
tion programs andleisure counseling services appropriate to the functioning
level of the handicapped citizen (2) to provide cooperation and support
with schools and other agencies providing programs for the handicapped
within the communities to increase recreation and leisure opportunities;
(3) to assist and provide information toward the provision of accessible
facilities and programs encouraging the participation of handicapped
citizens (4) to provide the opportunity for the integration of handicapped
citizens into the ongoing community parks and recreation programs (5) to
provide for the sharing of facilties and resources with other communities
or agencies concerned with the delivery of like services.
Methods of financing were discussed and how various communities within the
County might become involved regarding fiscal responsibility.
Moved by Dr. Montante, supported by Mrs. Fortino to receive
report and that staff study the proposal -Further and contact
John Dempsey's office in Lansing for possible funding.
Motion carried.

(Commission Meeting, July 21, 1978)
WHITE LAKE -OAKS, CROSS COUNTRY SKIING:
Staff requested permission to receive proposals from interested parties
for a cross-country ski rental and instructional program at White Lake -
Oaks.
Moved by Mrs. Fortino, supported by Mr. Wilcox to request
proposals for a cross-country ski rental and instructional
program at White Lake -Oaks for the 1978-79 season.
Motion carried.
GLEN OAKS:
Mr. Reickel reviewed the events that had transpired to -date regarding the
acquisition of Glen Oaks Golf Course and possible methods of financing
the proposed purchase.
Received letter from John Dilland, President of the Westgate Homeowner's
Association supporting the acquisition of the Glen Oaks Golf Course by
the Parks and Recreation Commission.
Commissioner Wilcox requested that any necessary zoning changes be
instituted prior to the Commission entering into a purchase agreement with
the Moslem Temple.
Moved by Mr. Kuhn, supported by Mr. Deni to enter into
a 75-day extension with the Moslem Temple for $2,000 as
per May 18, 1978, Agreement so staff can explore financial
means by which the Commission could make the acquisition .

MANAGER'S REPORT:
---Will have a public hearing regarding the 50 acre acquisition adjacent to
the Springfield YAC at the beginning of the August 4, 1978, Commission
meeting.
---Received letter from Mary Ann Rickens thanking the Commission for its
support of the Oakland County Special Olympics sponsored by the Oakland
County Association for Retarded Citizens.
---Ray Delasko, Supervisor of Independence -Oaks, received note from a
couple who were married at the park recently, expressing their appreciation
for the clean facility and the excellent cooperation of park personnel.
---Read letter from Mott Foundation denying our request for fund assistance
for an Environmental Center at Independence -Oaks. The Commission concurred
with staff's request to submit the proposal to the Kresge Foundation.

(Commission Meeting, July 21, 1978)
---Notified residents along Scott Lake Road who will be affected by the
widening of the road near the pool.
---County Commissioners passed a resolution requiring that an environmental
impact statement be made before entering into any lease agreements for gas
and oil on County property.
---Cindy Moon, intern from Central Michigan University, is working on a
program with various senior citizens' groups to promote the Oakland County
Parks. A Grandparent/Grandchild Day, "Fishing for Fun", is scheduled for
August 16 at Independence -Oaks.
---Breaking records at the wave pool, both in attendance and revenues;
some 8,000 over in people and $8,000 over in revenues from the same time
last year.
---Red-Oaks is averaging 200-225 persons per day; averaging $600 in revenues
per day. Blade over $9,000 for first 16 days of operation.
—Drilling under John R for sewer system for Red -Oaks Driving Range.
NEW BUSINESS:
---Commissioner Vogt briefed the Commission on the NACo Conference held in
Atlanta.
